%X the paper emphasizes the need of public policies to atract good quality foreign investments. these are considered as important conductors of dynamic processes of inovative activities, which generate technological capabilities as well as new knowledge. these results are achieved through the analysis of the current rather paradoxical tncs strategies, of dispersion and at the same time integration of their corporate activities.
