%0 Journal Article %T Gerencia p¨²blica del trabajo y crecimiento del empleo independiente* %A D¨Şaz %A Luis Eduardo %J Revista Venezolana de Gerencia %D 2005 %I Universidad del Zulia %X in public labor management which must be assumed due to the increase in independent labor are described, beginning with the hypothesis that the decisions proposed are dependent upon whether or not the state can overcome the severe conditions which limit its sphere of activity which is continually being reduced. by following a descriptive, qualitative methodological focus, which requires the contextualization of provisional administrative aspects, it was determined that even when there were a large number of possible initiatives, labor management adopted a uniform reform process without satisfactory achievement. however, the countries that did not change, obtained similar results due to prevalent rigid conditions such as entry into the world economy, collective crisis, the non-inclusion of social security in party agendas, and the lack of adequate specialized management. the conclusion is that social security is not a neutral program and that better management will only be possible when these restrictions are overcome. on the other hand, labor ministries as guiding entities, due to the contraction of the market, lose their significance and importance, since public policies are shifted to other types of assistance programs. %K social security %K labor administration %K informal labor %K independent employment %K public management. %U http://www.scielo.org.ve/scielo.php?script=sci_abstract&pid=S1315-99842005000100003&lng=en&nrm=iso&tlng=en
