%X studies in the country on the allocation of subsidies using stratification as an instrument of public policy have focused on studying whether the stratification can reflect the difference in household income. in this context for the pattern of benefits provided in law 142, 1994 to be more equitable, it is necessary to enter the structure of income and family expenditure, since the payment of utilities has a significant participation in the expenditure of homes.
