From Perichoretic Relationships to Effective Public Policies for Agricultural and Rural Development in Developing Countries

Abstract

Multi-stakeholder dialogue in the agricultural and rural sector is an expression of implicative and collaborative relationships between public service actors and other stakeholders. For it to have a positive impact on the development of public policies in this field, the nature of this dialogue, far from being formalistic, must promote the internalization of values, the sense of responsibility and duty of each party. As such, this article seeks to show how the relationships of satisfactory compromises, otherwise known as perichoretic, between public services and other stakeholders, can make public policies for agricultural and rural development effective. To justify this correlation, it uses strategic analysis, coupled with the double spiral approach, describing the issues and the map of partners whose negotiated strategies ultimately promote the creation of a concrete action system of a stable nature that the agricultural and rural sector must be.
