%X this paper explains how the relationships between decentralisation, economic globalization and privatization processes have changed the interaction and the responsibilities of several government levels, by analyzing the case of colombia. this influence can be observed in developing issues, supply of services and the political system. the paper explores the tension that arises between central, departmental and local governments about making decisions of public policies in different fields: political decentralization, fiscal issues, public funds spending, and developing and security policies
