%X the objective of this work consists in proposing a model for planning information systems for operation in environments of high turbulence organization, citing as an object of study the activity of road transport of dangerous goods. the methodology was based on survey of existing studies on construction of information systems, especially in turbulent environments, adding a model of risk management applied to the activity of specific transport. the model structure allows not only information systems in turbulent environments aligned with the strategic planning of the public agency and entities involved with the issue, but also considers the temporal aspect of events, the actions of each actor in their environment and type of intervention required.
