An¨¢lisis en el estado de Veracruz %A Dom¨ªnguez Serrano %A Judith %J Gesti¨®n y pol¨ªtica p¨²blica %D 2010 %I Centro de Investigaci¨®n y Docencia Econ¨®micas %X on the 5th world water forum, under the topic of governance and management, the human right to water and the human right to sanitation were put at debate. recognizing the right to water and sanitation entails setting up mechanisms to ensure their enforcement and to demand responsabilities when they are not guaranteed, thus becoming a management issue. in late 2008, mexico announced that it had already achieved number 7 millennium development goal, relating to coverage of access to drinking water and sewer systems. however, when studies are made at regional or local levels, data shows us a different outlook. one that proves that one of the main problems still to be overcome in the country is an appropriate coverage to water public service in marginalized areas in both rural and urban parts of the country. this problem is largely due to a lack of a local institutional capacity. %K public water service %K sanitation %K local governance. %U http://www.scielo.org.mx/scielo.php?script=sci_abstract&pid=S1405-10792010000200004&lng=en&nrm=iso&tlng=en
