The government purchase public service has the dual effect of performance and risk, and risk management should run through the purchase service. By identifying the key influencing factors, this paper constructs the risk evaluation index system of government purchasing public services, and introduces the matter element extension method to quantify all kinds of risks. The empirical test is based on the sample data of S province. The results show that the risk level of government purchase of public service is ˇ°highˇ± and the trend of ˇ°mediumˇ± level is obvious. The institutional arrangement leads to a ˇ°higherˇ± social risk, management risk and economic risk. It is mainly related to the factors such as voluntary failure, internal effect, social trust, power capital, information disclosure, rules and regulations, and management process. Based on this, this paper puts forward the corresponding policy recommendations.
