While governments exercise their power to rule by regulations, philanthropies, on the other hand, perceive government involvement, through regulation, as a way to reduce their power. In order to bridge these two forces that don¡¯t necessarily share similar interests, a third party is needed. This external agency should set guiding standards for philanthropies to follow as well as for the cooperation between the government and the philanthropists.
