%X As the public management theory is established, there is a growing public concern on government performance. But public goods haven¡¯t been fully out of the traditional government monopoly management model which is outdated in the objective requirement of the public management system. Similarly, public goods have become the most sensitive areas of government performance management. Whether rural or urban public infrastructures, there exists a phenomenon that the high costs of the government monopoly management and the relatively low performance. It is the current system of soft constraints by the act of government and the root cause, which lead to the high cost of public goods management. Therefore, how to establish the government performance evaluation system for the public goods management is the important problem which needs seriously discussed. This paper focuses on the situation that the high cost and low performance of public goods under the management system of government monopoly, envisages the establishment of performance evaluation standard of management system of public goods and enlightens people to evaluate management performance exactly.
