R&D (research and development)infrastructure involves mentioned subjects and could beinterpreted as the main instrument of National InnovationSystem (NIS). Scientific researches theoretically attemptto describe the conception of R&D and innovation system.However there is a gap in explanation of constitution ofR&D infrastructure and how it reflects in NIS. Thedetailed theoretical conception of R&D infrastructure ismissing as well. This complicates understanding ofconstruction and importance of NIS. The researchproblem being solved in this article is: how to highlightthe correlation of R&D infrastructure and NIS in order topresent recommendations for Lithuanian NationalInnovation System. The aim of the article was to highlightthe correlation and streamline of R&D infrastructure andNIS in order to present recommendations for constructionof Lithuanian National Innovation System. Seeking tosolve scientific problem and to reach the aim, theconception of R&D infrastructure is crystallized in thearticle. The article stresses that the main elements ofR&D infrastructure are R&D funding system; humanresources and patent system. There was systemizedclassification of approaches to R&D infrastructure in thearticle as well. As the conclusion of this analysis twoapproaches to the infrastructure of R&D - institutionaland functional ¨C were highlighted and explained. Analysisof hypothetical constitution of NIS enabled to highlightcharacteristics of state¡¯s economy which may guaranteeeffective functioning of NIS. Hypothetical correlation ofR&D infrastructure and NIS was presented analyzingknowledge flows in the NIS. The model of knowledgeflows in the NIS was developed as well. Emphasizing thatgovernment is the main player of construction andimplementation of R&D infrastructure, central andshared functions of government are systemized in thearticle. Analyzing theoretical methods of NIS¡¯sconstruction there were pointed the main aspects whichshould be evaluated in order to prepare effective state¡¯sinnovation policy. Methodologically there wereenumerated four steps how nations can take deliberateaction to shape the character and results of their nationalinnovation system. The practical findings were based onSWOT (strengths, weaknesses; opportunities and threats)analysis of Lithuanian R&D infrastructure.
