%X Cet article a pour objet l¡¯application des cat¨¦gories conceptuelles de la proximit¨¦ ¨¤ la probl¨¦matique de gestion des externalit¨¦s environnementales. Le cas d¡¯¨¦tude est celui d¡¯une zone d¡¯ancienne industrialisation en reconversion ¨C le bassin minier du Nord ¨C Pas de Calais ¨C soumise ¨¤ un passif environnemental sp¨¦cifique. Nous tentons de montrer que l¡¯incertitude inh¨¦rente aux externalit¨¦s induit, en premier lieu, une certaine faiblesse des proximit¨¦s organis¨¦es, puis la construction de formes de proximit¨¦s particuli¨¨res, passant par des dispositifs r¨¦gulatoires innovants. Le contenu de ces proximit¨¦s, leur efficacit¨¦, leur lien avec la dynamique ¨¦conomique territoriale, sont analys¨¦s successivement. Managing the environmental externalities of the Nord ¨C Pas de Calais coal field : a tentative approach in terms of proximity. The purpose of this article is to explore how the conceptual categories used in the proximity approach can be applied to such issues as the management of environmental externalities. The case study is the Nord ¨C Pas de Calais coal field, a formerly industrial area. Consequently, we focus on the specific environmental damages in this area which is currently undergoing reconversion. The aim of this paper is to show that the uncertainty which is inherent to externalities induces some degree of weakness on the part of ¡°organised proximities¡± at first, then the setting-up of specific forms of proximity via innovative regulatory tools. The contents of those proximities, their efficiency and their relevance to the local economic dynamics will be analysed successively.
