%X Resumen El proceso de reforma al Sistema Venezolano de Seguridad Social se encuentra enmarcado en un conjunto de importantes acontecimientos mundiales y nacionales, espec¨ªficamente las fuertes cr¨ªticas al Estado de bienestar y la implementaci¨®n de medidas de ajuste estructural como salida a la grave crisis econ¨®mica que afectaba y a¨²n afecta a buena parte del mundo y muy especialmente a Latinoam¨¦rica. La tarea de hacer eficiente la seguridad social nacional se inici¨® tard¨ªamente en comparaci¨®n con otros pa¨ªses de la regi¨®n, los cuales con mayor o menor antig¨¹edad ya han puesto en pr¨¢ctica reformas estructurales y no estructurales a sus sistemas de seguridad social, generalmente orientadas por objetivos como el mejoramiento de los servicios, el incremento de la cobertura poblacional y la implementaci¨®n del ahorro individual como instrumento para la dinamizaci¨®n de la econom¨ªa mediante la obtenci¨®n de recursos desde adentro, que al menos en teor¨ªa se convertir¨ªan en fuentes de financiamiento de largo plazo. Hoy d¨ªa, lejos de concluir, el proceso de reforma de la seguridad social en Venezuela se encuentra pr¨¢cticamente paralizado, pues todav¨ªa no se ha clarificado cu¨¢l ser¨¢ el modelo que finalmente se adoptar¨¢. Abstract The process of Social Security reform in Venezuela is framed within a series of important worldwide and national circumstances, specifically, the strong criticism of the Welfare State, and the implementation of structural adjustment measures as a possible solution to the severe economic crisis that affect it worldwide and specifically in Latin America. The job of making national social security efficient began comparatively late in Venezuela in comparison with the same process in other countries in the region, some of which had programs of greater or lesser longevity. These countries have initiated an objective oriented system to improve services, increase social coverage, and to implement individual savings as an instrument by which to make the economy more dynamic by obtaining resources from within. These resources in theory are converted into long term financing. Today, far from concluding, the process of social security reform in Venezuela is practically paralyzed, since the final model to be adopted has not been clarified.
