%T Es la pobreza global un problema de derechos humanos? Lo que el argumento cosmopolita no puede probar

%X En este art¨ªculo me ocupo de la idea de Thomas Pogge de la pobreza global es un problema de derechos humanos. De acuerdo con Pogge la pobreza global se debe a la violaci¨®n de derechos humanos en que los pa¨ªses ricos incurren al sostener el presente orden institucional global. Comenzar¨¦ sosteniendo que toda violaci¨®n de derechos humanos requiere la violaci¨®n de un deber correlativo a tal derecho. Despu¨¦s indagar¨¦ qu¨¦ deber hacia los pobres del mundo violan, seg¨²n Pogge, los pa¨ªses ricos, y cu¨¢l es el fundamento normativo de ese deber. Para esto analizar¨¦ las obligaciones impuestas por el art¨ªculo 28 de la UDHR. Mi argumento ser¨¢ que aunque los pa¨ªses ricos respeten estas obligaciones la pobreza global persistir¨¢. Esto se debe a que una reducci¨®n sustantiva de la pobreza mundial requiere de un constante ajuste de trasfondo en el sentido de la justicia, tarea que ning¨²n agente internacional existente tiene capacidad de realizar. Mi conclusi¨®n ser¨¢ que el problema de la pobreza mundial radica en la ausencia de un agente de justicia global y no puede plantearse adecuadamente como un problema de derechos humanos, sino ¨²nicamente como una cuesti¨®n de reforma pol¨ªtica internacional. In this article I tackle Thomas Pogge's thesis that global poverty constitutes a human rights problem. According to him, global poverty is due to the human rights violations that the affluent countries commit when they support the current global institutional order. I start by showing that a human rights violation takes place only if a duty correlative to a human right is infringed. Then I consider what duty towards the global poor may the affluent countries be violating. For this I analyze the obligations steaming from the Art. 28 of the UDHR. Concretely, I will claim that even if the affluent countries honored these obligations, global poverty would subsist. The reason for this is that, whilst reducing global poverty would require a constant background adjustment for justice, no existent international agent has the capacity to perform such a task. Therefore, the problem of global poverty consists in the absence of an overarching agent of global justice and cannot be accurately addressed as a human rights problem. It is, instead, a problem of global political reform.
