%X Partindo do princ¨ªpio de que o Estado, atrav¨¦s da implementa  o das pol¨ªticas sociais de velhice, tem contribu¨ªdo fortemente para a institucionaliza  o do problema social da velhice e para a constru  o das representa  es do que ¨¦ ¡°ser velho¡±, este artigo far¨¢ uma reflex o cr¨ªtica em torno de algum do discurso governamental que teve por alvo a velhice em Portugal. Pretendem-se identificar algumas tend¨ºncias na gest o p¨²blica da velhice e o sentido das pol¨ªticas sociais na defini  o desta categoria e do que ¨¦ ¡°ser idoso¡± na sociedade portuguesa. A discuss o centrar-se-¨¢ nos resultados da an¨¢lise qualitativa dos conte¨²dos das medidas governamentais (publicadas em Di¨¢rio da Rep¨²blica), que determinaram o modo de gest o p¨²blica da velhice em Portugal entre 1990 e 2008. Assuming that the State, through the implementation of social policies for old age, has contributed greatly to the institutionalization of the social problem of old age and the construction of representations of what is ¡°being old¡±, this article makes a critical reflection of some of the governmental speech that targeted the elderly in Portugal. It identifies trends in public administration of old age and the sense of social policies in defining the contours of addressing it. We make a qualitative analysis of the contents of the government measures (published in the Official Gazette) that determined the public administration of ¡°the old age theme¡± in Portugal from 1990 to 2008.
