%X The purpose of this work is to review administrative reform carried out by the government of the northern mexican state of Nuevo Le車n in the period 2003-2009, especially as regards citizen participation linked to decentralization, to analyze the vision involving of public state action and the construction of citizenship. It is important to investigate this matter because citizen participation in public management is a prerequisite for democratic governance. From this study it is considered that the reform undertaken in Nuevo Le車n democratizes in an incipient way public state action, for what it is necessary to deepen and to be transparent changes so that they head towards participatory and inclusive governance.
