%X During the 16th Century there was in New Spain a dispute over the indigenous government, i.e. whose right it was to govern the natives and what where the privileges derived therefrom. During the first half of the Century those who defended the right of the native nobles to rule their Indians as their own vassals were supported by Charles V; however when Philip II became King the partisans of the maintenance of the indigenous se or¨ªo declined. In this dispute the pre-existing indigenous structures played a determinant role, and so did the modifications introduced by the Spanish government, particularly the creation of the indigenous cabildo. This paper follows the present historiographical debate which discusses whether the cabildo substituted the rule of the native nobles, or whether the nobles 'rule was maintained in the framework of the cabildo. A lo largo del siglo XVI se desarroll¨® en la Nueva Espa a una disputa sobre el gobierno ind¨ªgena, en tomo a la disyuntiva de qui¨¦n ten¨ªa derecho a gobernar a los naturales y qu¨¦ derechos se derivaban de dicha jurisdicci¨®n. Durante la primera mitad del siglo XVI quienes defendieron el derecho de los se ores naturales a gobernar a sus indios como vasallos propios encontraron apoyo en Carlos V; sin embargo, con el ascenso de Felipe II al trono los partidarios de la conservaci¨®n del se or¨ªo ind¨ªgena entrar¨ªan en un declivo pol¨ªtico. En esta disputa jugaron un papel determinante tanto las estructuras ind¨ªgenas preexistentes como los cambios realizados por el gobierno espa ol, en particular la introducci¨®n del cabildo ind¨ªgena. Este art¨ªculo se inscribe en el debate historio gr¨¢fico actualmente existente en tomo al dilema de si el cabildo sustituy¨® al gobierno de los se ores naturales, o si hubo una permanencia de ¨¦stos dentro de la instituci¨®n introducida por los espa oles.
