To understand how it is treated as a fundamental right of every citizen, we must understand two concepts: democracy and citizenship. This article proposes a reflection of how communication can be an instrument of citizenship. The first part deals with changing concepts of citizenship and democracy, because it is understood that the two terms are linked since its inception. Secondly, we present the public communication and the various points of view in which the term is discussed.
