Hangi finansman ve sunum y ntemini benimserse benimsesin temel ama , her ¨ılkede sa l k hizmetlerinin kabul edilebilir bir kalite ve eri im d¨ızeyinde hakkaniyetli ve verimli bir  ekilde sunumu olmal d r. T¨ırkiye'de de sa l k hizmetlerinin sunum ve finansman  ile ili kili d¨ızenlemeler  zellikle 2003 y l ndan sonra "Sa l kta D n¨ı ¨ım" program  ile birlikte ivme kazanm   ve hizmetlerin hem sunumunda hem de finansman nda radikal de i iklikler ger ekle mi tir. Bu makalenin amac  T¨ırkiye'de sa l k hizmetlerinin finansman nda a  rl kl  olarak kullan lan y ntem olan sosyal sigorta modelim teorik boyutlar  ile ortaya koymak olarak belirlenmi tir. Bu ama la ilk olarak sa l k hizmetlerinin finansman n-da kullan lan y ntemler  e itli boyutlar  ile ele al nm   daha sonra sosyal sa l k sigortas n n d¨ınyada ve T¨ırkiye'de geli imi irdelenmi tir. Makalede ayr ca, sosyal sa l k sigortas n n  rg¨ıtlenmesi ile ilgili temel konular ele al narak T¨ırkiye'deki mevcut uygulamalar de erlendirilmi tir. ngilizce  zeti Health  are financing and share of health expenditures in the economic wellbeing of countries have long been among the priority topics of policy makers' agendas. Regardless of the selected method of health  are provision and financing, the main goal should be to provide health  are services with an acceptable q  ality, accessibihty, eff ciency and effectiveness. The Turkish health  are system has witnessed a radical tra  sfor-mation process since the "Health Transformation" program after 2003 and radical changes have been made both in the provision and financing of heath  are services. This article aims to present the theoretical aspects of social health insurance adopted as the main financing model of the Turkish health  are system. First,different models of health  are financing are elaborated in deta l followed by an analys s of the development of social health insurance in Turkey. The article also focused on the organizational issues of social health insurance and presented contemporary issues in the Turkish system.
