%X The main problems of cross-border cooperation are: the significant difference in the level of States PartiesĄ¯ development, in the pace and scope of administrative transformation, different levels of transport infrastructure, including border,theessential differences in customs and tax legislation, lack of required number of banks willing to make payments and lend the economic trans-enterprises.Luhansk region is located at the crossroads of major transit routes between Europe, the Volga and Caucasus regions. This situation is the basis of geo-economic strategic competitive advantage of the enterprises in region in their foreign economic activities.To develop cross-border cooperation it is reasonable to foresee: joint investment in projects and cross-border cooperation, the establishment of regional cross-border commercial transport network (consignment area), the creation of joint financial-industrial groups, development of modern border infrastructure, improvement of transport infrastructure and the creation of transit corridors in the Luhansk region; construction of two logistics centers in order to introduce modern technology trade and shipping, the introduction of information network database to search for business partners, the organization of cooperation in the regulation of migration and labor markets of the border areas; development of industrial and social infrastructure of border regions, aimed at promoting their economic development and improving quality of life and welfare of citizens; direction of local authorities, local governments at strengthening cross-border cooperation, deepening of the cooperation and effective cooperation between territorial communities of the border regions.
