Abstract: 摘要 文章以提升中国政府大数据治理能力为目的,在政策工具论的指导下,采用政策内容分析法,借助文本抽样、内容编码等具体手段对美国、英国及澳大利亚三国的大数据治理专项政策进行数据提取与理论分析。研究表明:除基础建设及技术发展等共性关注要素外,三国政府大数据治理要素的关联方式与各国治理目标及其对政府大数据的概念认知有关。三国政府大数据治理政策在治理目标的明确、治理要素关联性且政策具有针对性特征等方面,对我国政府大数据治理能力的提升有一定的借鉴意义。
Abstract: This paper aims at improving Chinese big data governance capability. Under the guidance of the policy tooltheory, the paper adopts the method of policy content analysis to extract the data of big data governance policies of thethree countries, including the United States, Britain and Australia. Data analysis results show that, in addition to common factors such as infrastructure construction and technological development, the relationships between the governance factors of the three countries' governments and their governance objectives are related to the definitions of government big data. In conclusion, providing clear governance objectives, emphasizing the relevance of governance elements and enhancing policy targets will help our government to enhance big data governance capabilities.

Abstract:
The 19th National Congress of the Communist Party of China has put forward higher requirements for Chinese government governance. The government governance has developed to a higher stage. Meanwhile, it faces more challenges, like lack of top-level design and information sharing. To develop a government governance decision-making innovation model, we should make good use of big data to mine in the grassroots government data management network. Both the characteristics of the times and the experience of the practice have proven that big data can empower government governance and promote the construction of a service-oriented government.

Abstract: Digitalization is transforming governments across the globe. At the national level, down to regional and multiple departments in the public institutions, unprecedented change is occurring exponentially as a result of massive digitalization. Digitalization is compelling governments at all levels to embrace voluminous data and institute appropriate multi-channel platforms to support digital transformation. While this is the case, most governments have been caught unprepared thwarting maximum benefits spurred by digitalization. Inherently, the social media and e-participation tools for generating huge amount of data have convoluted most governments’ appetite in Big Data management. This situation is further compounded with the slow pace of adoption of these technological tools by citizens and the public sectors. For enhanced e-citizen satisfaction and engagement, as well as e-participation processes, public institutions need to promote engagement and collaboration. In view of advancing benefits to their citizens, public institutions need to institute appropriate measures to collect citizen’s data. The information collected is vital for public institutions in actualizing what services the citizens want. Using literature reviews and cases, the authors examine Big Data benefits in counties and propose a Big Data model to improve efficiency of e-governance services and productivity in county governments. The authors demonstrate Big Data framework has the aptitude of molding citizen’s opinion in county decision making process. Better use of e-technologies is shown in the proposed model which illustrates sharing resources among various data analytics sources. Our proposed framework based on Big Data analytics is a viable initiative to progress effectiveness and productivity, strengthen citizen engagement and participation and encourage decision-making in e-governance services delivery in the counties.

Abstract: 摘要 为研究跨系统和跨部门的政府大数据平台如何实现数据治理,文章采用案例研究法,选取宁波市三个政府部门建设的政府大数据平台,对各平台的高层管理者、负责人和技术人员开展了半结构化访谈以收集定性数据。案例分析揭示出跨系统和跨部门的数据治理路径涌现为数据集成、数据一致性、数据处理、数据存储和数据共享五个方面。研究表明:业务驱动是决定政府大数据平台数据治理路径的关键。
Abstract: This paper aims to investigate how across systems and sectors big data platforms in government agencies implement big data governance, three representative departments constructing big data platforms in Ningbo City are selected for case studies, in the meanwhile, top management, managers and technicians of every platform were interviewed to collect qualitative data. Research findings show that data integration, data consistency, data processing, datastorage and data sharing are the key approaches of big data governance in building the big data platforms. Through multiple case analyses, this study concludes that the most effective approach to big data platform data governance is business-driven.

Abstract: 摘要 文章选择10篇含有大数据治理定义的代表性文献,对其进行内容分析和核心概念解构,从构建明晰和连贯一致的大数据治理体系目标出发,综合集成不同大数据治理定义中对大数据治理核心概念、动议、策略和实现路径的多元认识,提出了互补互认的大数据治理体系构建框架,对明确大数据治理体系构建内容和要素,促进多利益相关方达成共识和有效交流具有理论意义和现实价值。
Abstract: This paper aims to construct an explicit and consistent data governance system by a systematic review ofcore concepts, initiatives, strategies and achievable approaches from 10 representative academic papers with defini?tions of big data governance under a pluralistic thinking. The authors propose a complementary framework of data gover?nance system construction for a clear clarification on the contents and key elements for big data governance system con?struction. This study has theoretical contributions for common understandings on big data governance system buildingand has pragmatic implications for achieving consensus to effective communication among different stakeholders.

Abstract: 政府治理工具是指参与治理的各主体为了解决公共问题,实现一定治理目标,而采用的可辨别的行动机制或策略。地方政府治理工具的创新与选择对提升地方政府治理能力,推进国家治理体系现代化有着关键作用。大数据为地方政府治理带来挑战,传统治理工具逐渐失去了治理效应,但同时大数据也为地方政府治理工具创新提供了空间和路径,整体性工具、网络化工具、契约化工具等成为大数据时代治理工具创新发展方向与选择。根据不同治理工具特征,针对不同治理目标、制度环境、行动者等制约因素,可以对地方政府治理工具进行评估与最优化选择。
The tools of governance refer to the distinguishable action mechanisms or strategies adopted by the various subjects, which are involved in governance in order to solve public problems and achieve certain governance goals. The innovation and choice of the tools of governance is the key to enhance the governance capability of local governments and promote the modernization of national governance system. Big data bring challenges to local government governance, when it also provides space and path for local government to innovate the tools of governance. For a long time, people have studied the government tools, and formed a more rich management toolbox, which laid a foundation for choosing tools . Holistic tools, networking tools, contract chemicals and so on are the main directions of innovation for local governments in the era of big data. According to the characteristics of different governance tools, we can evaluate and optimize the tools, and then choose the best one.

Abstract: 摘要 文章针对政府大数据治理的现状、能力和发展路径不清晰等问题,提出评估和优化政府数据治理计划和策略的成熟度测评指标体系。通过对成熟度概念、信息治理、数据治理和大数据治理等核心概念界定,对政府大数据治理的成熟度研究现状及成果进行归纳,总结形成大数据治理的成熟度要素,结合《关于促进大数据发展行动纲要》的实践需求,构建出政府大数据治理成熟度评测指标体系,提出政府大数据成熟度评测模型,可以作为当前政府大数据发展自我测评和改进的工具,同时还可以作为不同地区之间政府大数据治理能力的比较基准。
Abstract: To deal with existing problems in current situation that ability and development path in government's big data governance is not clear, this paper puts forward a big data governance maturity assessment indicator system for theevaluation and optimization of government’s data governance plan and policy. By defining definitions of maturity, information governance, data governance and big data governance, this paper summarizes the research status and result ofgovernment's big data governance maturity studies, formulates key components of a big data governance maturity, andcombines practical needs of Action Outline on Promoting Big Data Development, finally proposes a evaluation index system of government’s big data governance maturity, and a government’s big data maturity evaluation model.The researchresults can be used as self-evaluation and improvement tools for current government big data development, at the sametime might be used as benchmark criteria for comparison big data governance abilities between different regions.

Abstract: In the era of big data, large amounts of data affect our work, life and study, even national economic development. It provides a new way of thinking and approaches to analyze and solve problems, which gradually becomes a hot research. Abstract:
Big data is becoming a well-known buzzword and in active use in many areas. Because of the velocity, variety, and volume of big data, security and privacy issues are magnified, which results in the traditional protection mechanisms for structured small scale data are inadequate for big data. Sensitivities around big data security and privacy are a hurdle that organizations need to overcome. In this paper, we review the current data security in big data and analysis its feasibilities and obstacles. Besides, we also introduced intelligent analytics to enhance security with the proposed security intelligence model. This research aims to summarize, organize and classify the information available in the literature to identify any gaps in current research and suggest areas for scholars and security researchers for further investigation.
