Research on How to Deal with the Dilemma of Global Cooperative Governance of Cross-Border Telecom Network Fraud in China  [PDF]

Abstract: The rapid growth of cross-border telecom network fraud in the globalized information ocean and the economic tide has posed a threat to China and the global security and stability, and its governance is imminent. Under the analysis framework of global collaborative governance, this paper analyzes the external environmental factors and related internal governance factors, such as the background of cross-border telecom network fraud governance, which needs our attention. From the level of synergetic governance and the autonomy of the subject, the analysis of this paper draws a conclusion that cross-border telecom network fraud improvement is confronted with many dilemmas, for instance, the difficulty in reaching a consensus of values, the malconformation of legal norms, the high pressure of public opinion and the weakness of human nature. The paper puts forward the countermeasures based on Chinese perspective, from four aspects of value guidance, legal soundness, system regulation and technical complementation to work with all parties to manage the main forces, to combat and prevent cross-border telecommunications network fraud, achieving a good prospect of shared governance.

Objective: To establish an interactive management model for community-oriented high-risk osteoporosis in conjunction with a rural community health service center. Materials and Methods: Toward multidimensional analysis of data, the system we developed combines basic principles of data warehouse technology oriented to the needs of community health services. This paper introduces the steps we took in constructing the data warehouse; the case presented here is that of a district community health management information system in Changshu, Jiangsu Province, China. For our data warehouse, we chose the MySQL 4.5 relational database, the Browser/Server, (B/S) model, and hypertext preprocessor as the development tools. Results: The system allowed online analysis processing and next-stage work preparation, and provided a platform for data management, data query, online analysis, etc., in community health service center, specialist outpatient for osteoporosis, and health administration sectors. Conclusion: The users of remote management system and data warehouse can include community health service centers, osteoporosis departments of hospitals, and health administration departments; provide reference for policymaking of health administrators, residents’ health information, and intervention suggestions for general practitioners in community health service centers, patients’ follow-up information for osteoporosis specialists in general hospitals.


Performance Analysis of Doubly Excited Brushless Generator with Outer Rotor for Wind Power Application

Abstract: In this paper, a novel doubly excited brushless generator (DEBG) with outer radial laminated magnetic barrier rotor (RLMB-rotor) for wind power application was designed and analyzed. The DEBG has 10 rotor pole numbers with outer rotor. Its performance is investigated using the 2D transient finite element method. The magnetic fields, torque capability, end winding voltage characteristics, radial magnetic force and energy efficiency were analyzed. All studies in this paper show that the simplicity, reliability, high efficiency and low vibration and noise of the DEBG with outer rotor are attractive for variable speed constant frequency (VSCF) wind power generation system.

The Short- and Long-Term Effect of Liraglutide on the Beta Cell Function in Type 2 Diabetic Patients  [PDF]

Abstract: Glucagon-like peptide 1 (GLP-1) is a hormone, inducing glucose-dependent stimulation of insulin secretion from beta cells. Liraglutide acts as a GLP-1 receptor agonist. To assess the effect of liraglutide on the beta cell function, we performed oral glucose tolerance tests in 7 subjects with type 2 diabetes before and after treatment of liraglutide. Moreover, we performed same study again in 4 subjects at 6 months after induction. Liraglutide significantly increased area under the Curve (AUC) of plasma insulin level after glucose loading and significantly decreased AUC of plasma glucose level, compared with before induction. HOMA-beta was significantly increased, whereas insulinogenic index was not changed. HOMA-R was not affected but Matsuda index was significantly decreased after induction of liraglutide. Disposition index was not altered significantly, but tendency of improvement was observed. Glucose tolerance tests revealed that those effects of liraglutide were continued for 6 months after induction. These results showed that treatment of liraglutide could improve insulin secretion but early phase of insulin secretion was not improved. The results suggest that liraglutide is likely to improve beta-cell function, but this effect is still inadequate by six-month treatment.
Study on Comparison of Citizens’ Environmental Awareness Among Four Cities in China and Japan

Abstract: This study aims to compare governmental activities and citizens’ consciousness in environmental protection in China and Japan. The citizens’ environmental awareness and the relevant acts were examined by designing and distributing questionnaires to citizens in urban and rural cities in China and Japan. The results demonstrate that there are more differences between the two countries than between urban and rural cities inside the same country. Chinese people pay more attention to local severe problems, and require more garbage classification while Japanese people are relatively satisfied with the current environmental situations. Past trends of the accessible environment could positively affect citizens’ perspectives for the environment in the future. Key words: Environmental awareness; Citizen; China; Japan; Social survey
An Improved Self-Adaptive PSO Algorithm with Detection Function for Multimodal Function Optimization Problems

Abstract: This paper presented an improved self-adaptive particle swarm optimization (IDPSO) algorithm with detection function to solve multimodal function optimization problems. To overcome the premature convergence of PSO in a short time, the evolution direction of each particle is redirected dynamically by tuning the three parameters of IDPSO in the evolution process. Numerical results on several benchmark functions indicate that the IDPSO strategy outperformed other variants of PSO. 1. Introduction Particle swarm optimization (PSO), introduced by Kennedy and Eberhart [1, 2] in 1995, originates from the simulation of birds behavior and fish behavior. Essentially, PSO algorithm is a stochastic global optimization method to find the optimal or global optimum in the landscape of objective function, similar to other intelligent optimization algorithms, such as the mechanism of genetic algorithm (GA) and simulated annealing algorithm (SA). Compared with other evolutionary methods, PSO has an advantage of its implementation and the good tradeoff between exploration and exploitation ability [3–8]. The fundamental idea of PSO is inspired by research done on the behavior of bird flocking and is conducted by means of biological population model put forward by the biologist Heppner [9–11]. PSO is inspired from this organism’s behavior characteristic and used to solve the optimization problem. In PSO, each potential solution to the optimization problem can be conceived as a point in -dimensional search space; we call it “particles" [12, 13]. And all particles have an adaptive value determined by an objective function, and each particle has speed that determines the direction and distance for flying; then the particles search in the solution space following the optimal particles. Through the study of birds flying, scholars found that the birds only trail a limited number of their neighbours, but it seemed that the birds are in control of a certain range; that is to say, the complex global action is caused by the interaction of simple rules. PSO is an algorithm with simple structure, simple parameter setting, and fast convergence speed, which has been widely applied in function optimization, mathematical modeling, system control, and some other areas [14–18]. Analysis of the Influence Factors of Differential Settlement of High Embankment in Mountain Area  [PDF]

Abstract: This paper reveals and analyses various influence factors which cause differential settlement of high embankment in mountain area using indoor consolidation test and field loading test. In this research, the actual stress characteristics of high embankment are simplified, stability compression value of stuffing with loads under lateral restricted conditions can be measured, e-p curves and p-s curves are drawn, we can calculate compression modulus as computation criteria to estimate the settlement of high embankment. The results indicate that unconsolidated flow of high embankment is the main factor to cause differential settlement of high embankment in mountain area. As the soil consolidated, compressive deformation and the strength gradually increase, the bearing capacity of the foundation is enhanced to reduce differential settlement of the post-construction of high embankment.
Adaptive Cascade Generalized Predictive Control  [PDF]

Cascade control is one of the most popular structures for process control as it is a special architecture for dealing with disturbances. However, the drawbacks of cascade control are obvious that primary controller and secondary controller should be tuned together, which influences each other. In this paper, a new Adaptive Cascade Generalized Predictive Controller (ACGPC) is introduced. ACGPC is a method issued from GPC and the inner and outer controllers of a cascade system are replaced by one cascade generalized predictive controller, where both loops model are updated by Recursive Least Squares method. Compared with existing methods, the new method is simpler and yet more effective. It can be directly integrated into commercially available industrial auto-tuning systems. Some examples are given to illustrate the effectiveness and robustness of the proposed method.
