Observatorio de derechos sociales de Venezuela: fundamentos conceptuales y metodológicos

Abstract: El artículo presenta una propuesta para la construcción en Venezuela de un observatorio con enfoque de derechos, fundamentado en cuatro pilares de actuación, a saber, a) la investigación, análisis, monitoreo y evaluación de políticas públicas y legislación; b) la abogacía y la participación ciudadana; c) el empoderamiento de las comunidades; y d) el fortalecimiento institucional. El documento revisa y discute conceptos y definiciones básicas relacionadas con los observatorios sociales. De igual modo, se muestra el recorrido metodológico que implica la selección y/o construcción de indicadores sociales de derechos, así como las ventajas y desventajas de su utilización. Las consideraciones finales giran en torno a las oportunidades y desafíos de este enfoque en relación a su implementación mediante las políticas públicas.

Abstract: the article aims to contribute to the debate on the relationship between public policies and human rights in two respects. in the first place, it offers a systematization of elements that define and characterize the human rights approach and facilitate its comprehension. secondly, it identifies some of the challenges and opportunities that go along with the implementation of human rights-oriented public policies in general, and social ones in particular, considering human rights as a framework that can support and guide the fulfillment of the state obligations. the main contribution is the systematic presentation of the ideas and perspectives of different authors on the topic, generating elements to continue a debate on development and application of the human rights approach

Abstract: El artículo se propone contribuir al debate sobre la relación entre políticas públicas y derechos humanos desde dos aspectos. En primer término, mediante la sistematización de elementos que definen y caracterizan el enfoque de los derechos humanos y que facilitan su compresión. En segundo lugar, identificando algunos de los desafíos y oportunidades de la implementación de políticas públicas en general, y sociales en particular, orientadas por los derechos humanos, entendidos como un marco de referencia que puede darle sustento y orientación al cumplimiento de las obligaciones del Estado. Abstract: we report the case of a 2 year old girl, born with black and straight scalp hair. by the time she was 6 months old, hair color and texture changed to silver blond and became uncombable. the uncombable hair syndrome is a rare entity, in which scalp hair becomes dry and tousled after being previously normal in early childhood. under light microscopy, hair may appear normal. with scanning electron microscopy the diagnosis can be reliably established. there?s no effective treatment.

Abstract: introduction: wegener's granulomatosis (wg) is a form of systemic vasculitis that involves primarily the upper and lower airways and the kidneys. the most frequent airway manifestations include subglottic stenosis and inflammation, and tracheal and bronchial stenoses. the endoscopic visualization of the airways is the best tool for assessing, diagnosing and managing those changes. objectives: to describe the endoscopic abnormalities found in the airway mucosa of a group of patients with wg undergoing bronchoscopy at hospital das clínicas of the faculdade de medicina, universidade de s?o paulo (hc-fmusp), and to report the therapeutic bronchoscopic interventions used in some cases. methods: the study assessed 15 patients diagnosed with gw from the vasculitis outpatient clinic of the department of pulmonology, hc-fmusp, referred for bronchoscopy at the service of respiratory endoscopy, hc-fmusp, from 2003 to 2007. results: fifteen patients were studied [11 females (73.33%)]; mean age, 34 ± 11.5 years. airway changes were found in 80% of the patients, and the most frequent endoscopic finding was subglottic stenosis (n = 6). therapeutic bronchoscopy was performed in three patients with subglottic stenosis and in other three patients with bronchial stenosis, all showing good results. conclusion: bronchoscopy allows for diagnosing, monitoring, and treating the airway lesions in wg, being a minimally invasive therapeutic option in selected cases.

Abstract: Background: Osteoarthritis is a slowly progressive and debilitating disease with high prevalence in adult population. Knee is one of the joints most affected by this disorder. There are several models for animals’ osteoarthritis induction, however it is not identified any paper that compares these techniques. The present study was aimed to define the most appropriate model for rats osteoarthritis induction. Material and Methods: 40 Wistar rats were distributed into 4 groups of 10 animals each: normality group (NG); meniscectomy group (MG); quinolone group (QG) and iodoacetate group (IG). Radiographic images of the rat’s knees were analyzed as well as the amount of chondrocytes in the epiphyseal and articular cartilage. Results: In the radiographic analysis, there was a low correlation between the raters. Regarding the amount of chondrocytes in the epiphyseal cartilage, it was noticed that the IG and QG groups had fewer chondrocytes than NG, in contrast to MG that reported similar results to normality (p > 0.05). There was no significant difference between IG and QG groups (p > 0.05). Regarding the amount of chondrocytes in articular cartilage, it was noticed that the IG group showed fewer chondrocytes than NG (p < 0.01), in contrast to the QG and MG groups that showed similar results to normality (p > 0.05). There was no significant difference between QG and MG groups (p > 0.05). Conclusion: Intraarticular injection of iodoacetate in rats is the model with greatest effect on reduction of chondrocytes amount.

Abstract: The cotton plant is a plant belonging to the family Malvaceae and its leaves are often used in folk medicine. The present study aimed to evaluate the mutagenic or antimutagenic activity of the ethanolic extract of Gossypium barbadense L. (EEG) and to analyze its capacity to prevent or repair mutagenic lesions caused by cyclophosphamide (CP). For the Micronucleus test, Swiss mice were divided into 5 groups: negative control; Positive control: treated with 50 mg/kg cyclophosphamide (CP), group receiving EEG 500 mg/kg for 7 days; Group receiving EEG 500 mg/kg for 7 days associated with CP24h before euthanasia; Group who received CP and EEG 500 mg/kg for 7 days. After the treatment period, the animals were euthanized, the bone marrow removed and the blood smear prepared. From this analysis, it was observed that the EEG caused a significant increase in the number of micronucleated erythrocytes, indicating mutagenic activity of the extract. In addition, it was verified that the extract did not present the capacity to prevent, but it presented the capacity of repair of the chromosomal damages caused by CP.

Abstract: a trial was conducted to evaluate the efficiency of composting of residues system and passive aeration for treating animal residues in cap?o do le?o, in rio grande do sul, brazil. a low-density polythene film covered up a laterally opened structure was used. such structure was to protect six plastic and glass fiber boxes. the study was carried out with two treatments, which were constituted by a mixture of liquid bovine residues and wood shaving; and a mixture of liquid bovine residues and poultry litter. siscode is efficient for transformation of the liquid in solid residues, given that local high-relative humidity and the low environmental temperature do not affect such residues treatment system. passive aeration is not efficient for both evaporating excess of water and oxygenating composting substrates. therefore, it should not be used for composting a mixture of liquid and solid residues from animal production.
Plastid genomes of two brown algae, Ectocarpus siliculosus and Fucus vesiculosus: further insights on the evolution of red-algal derived plastids

Abstract: The chloroplast genomes of two brown algae, Ectocarpus siliculosus and Fucus vesiculosus, have been fully sequenced. These species represent two distinct orders of the Phaeophyceae, which is a major group within the heterokont lineage. The sizes of the circular plastid genomes are 139,954 and 124,986 base pairs, respectively, the size difference being due principally to the presence of longer inverted repeat and intergenic regions in E. siliculosus. Gene contents of the two plastids are similar with 139-148 protein-coding genes, 28-31 tRNA genes, and 3 ribosomal RNA genes. The two genomes also exhibit very similar rearrangements compared to other sequenced plastid genomes. The tRNA-Leu gene of E. siliculosus lacks an intron, in contrast to the F. vesiculosus and other heterokont plastid homologues, suggesting its recent loss in the Ectocarpales. Most of the brown algal plastid genes are shared with other red-algal derived plastid genomes, but a few are absent from raphidophyte or diatom plastid genomes. One of these regions is most similar to an apicomplexan nuclear sequence. The phylogenetic relationship between heterokonts, cryptophytes and haptophytes (collectively referred to as chromists) plastids was investigated using several datasets of concatenated proteins from two cyanobacterial genomes and 18 plastid genomes, including most of the available red algal and chromist plastid genomes.The phylogenetic studies using concatenated plastid proteins still do not resolve the question of the monophyly of all chromist plastids. However, these results support both the monophyly of heterokont plastids and that of cryptophyte and haptophyte plastids, in agreement with nuclear phylogenies.The endosymbiotic captures of free-living prokaryotes, leading to the evolution of two types of organelles, mitochondria and plastids, are considered to be key events in the establishment and success of extant eukaryotic lineages [1,2]. Abstract: the objective of this study was to characterize and evaluate the post harvest quality of cv. tainung 01 papaya formosa, traded in different types of establishments in mossoró city, rn. the fruits were collected in three types of establishments. the days of the collections were the blocks and the local marketing the treatments. there was a high incidence of spots, insults, deformation and decay that undertook the external appearance of fruits. the external appearance did not compromise the quality of physical chemistry papaya regardless of the type of the establishment.
