Enhanced Operation of Electricity Distribution Grids Through Smart Metering PLC Network Monitoring, Analysis and Grid Conditioning

Abstract: Low Voltage (LV) electricity distribution grid operations can be improved through a combination of new smart metering systems’ capabilities based on real time Power Line Communications (PLC) and LV grid topology mapping. This paper presents two novel contributions. The first one is a new methodology developed for smart metering PLC network monitoring and analysis. It can be used to obtain relevant information from the grid, thus adding value to existing smart metering deployments and facilitating utility operational activities. A second contribution describes grid conditioning used to obtain LV feeder and phase identification of all connected smart electric meters. Real time availability of such information may help utilities with grid planning, fault location and a more accurate point of supply management.

Abstract: the understanding of dementia becomes more complex all the time. the study of dementia requires multiple sciences with a growing number of questions, although, this has improved the patient care. as a result of this, alzheimer?s disease is not just a scientific reality, but also a cultural, social and political matter. while society hopes for an effective treatment for alzheimer?s disease, it is useful to dwell on concepts that have not been thoroughly analysed before, such as the individual and the illness and specially on the condition of the patients with the most advanced stages of the disease. these concepts lead to a reflection with respect to the moral obligations that society has with the patients and their sanatoriums.

Abstract: the social and solidarity-based economy draws on various ideological sources. in the basque country, the existence of a cooperative movement on the spanish side (with the emblematic case of mondragón since the 1950s), which partially spread to the french side in the 1970-1980, stems from four sources: the cooperative ideology, catholicism, a strong feeling of basque identity, and longstanding practices of reciprocical exchanges. to what extent is the cooperative movement a part of recent mobilizations for a solidarity-based economy in the basque country? how do cooperatives which have reached a critical size combine the constraints of globalization with the dissemination of cooperative values? when a society represents itself as a community, how is this conception implemented at the point of economic exchange?
The Nature of Language Rights

Abstract: The discussion on language rights is affected by some confusion on the nature and status of rights. In this paper, a rigorous characterisation of language rights is proposed. It is argued that the general assimilation or equation between language rights and human rights is not only erroneous as far as it is inaccurate, but it leads to a distorted image of the relationship between law and politics. While human rights do limit (at least, ideally) state behaviour, language rights are, more often than not, an issue devolved to the political process. The point being made in this paper is that recognition of language rights (as such or as part of minority rights) is based primarily on contingent historical reasons. Some tentative explanations on the poor status or unequal recognition of language rights in international and domestic law will also be offered throughout the paper.
The International Criminal Court: a New International Instrument against Impunity

Abstract: Summary: On July 17, 1998 in Rome, the creation of an International Criminal Court (ICC) was approved, its Statute to go into effect on ratification by 60 states. The ICC would have jurisdiction in judging the crime of aggression, the crime of genocide, crimes against humanity and crimes of war. This article presents the fundamental aspects of the ICC Statute with particular attention to the crimes placed under the Court’s jurisdiction, the carrying out of investigations of possible crimes, the rights of suspects and those charged with crimes, and sentencing. In conclusion, despite certain notable shortcomings, its very creation can be said to represent an important step against the impunity of the most serious international crimes.

Abstract: La comprensión del fenómeno de la demencia resulta cada vez más complejo de abordar. Su estudio implica atender, por parte de un mayor número de ciencias, un número cada vez más elevado de cuestiones, si bien ello ha mejorado la atención a los pacientes. Como resultado de esto, el concepto de enfermedad de Alzheimer no es sólo una realidad científica, sino también cultural, social y política. Mientras la sociedad se encuentra a la espera de un tratamiento que remedie en lo posible la enfermedad, es provechoso profundizar en cuestiones menos contempladas hasta ahora, como en los conceptos de persona y de enfermedad y, sobre manera, sobre cuál es la condición humana de aquellos pacientes en las formas más evolucionadas del mal. A partir de aquí surgen nuevos problemas, como el de las obligaciones morales hacia ellos, fundamento de las obligaciones de la sociedad y sus sanitarios. O entendimento do fen meno da demência resulta cada vez mais complexo de abordar. Seu estudo implica atender, por parte de um maior número de ciências, um número cada vez mais elevado de quest es, conquanto isso melhorasse o atendimento aos pacientes. Como resultado disto, o conceito de doen a de Alzheimer n o é só uma realidade científica, se n o também cultural, social e político. Enquanto a sociedade se encontra à espera de um tratamento que remedeie no possível a doen a, é proveitoso aprofundar em quest es menos contempladas até agora, como nos conceitos de pessoa e de doen a e, excessivamente, sobre qual é a condi o humana daqueles pacientes nas formas mais evoluídas do mal. A partir de aqui surgem novos problemas, como o das obriga es morais para eles, fundamento das obriga es da sociedade e as saúde publica. Abstract: This paper resumes the seminar organised by the International Institute for the Sociology of Law, the University of the Basque Country and the Basque Studies Society too in San Sebastian Campus and O ati during the 2nd and 3rd of February 2012, with the presence of certain relevant experts from academia and practitioners. The ultima ratio principle was analysed from different perspectives and, in particular, within the complex context of implementation of the Rule of Law within the Basque Country. Este artículo resume el seminario organizado por el Instituto Internacional de Sociología Jurídica, la Universidad del País Vasco y Eusko Ikaskuntza - Sociedad de Estudios Vascos en el Campus de la Universidad del País Vasco de San Sebastián y en O ati durante el 2 y 3 de febrero del 2012, en el que se contó con la presencia de relevantes expertos de la comunidad científica y profesionales. Se analizó el principio de ultima ratio desde diferentes perspectivas, y, en particular, dentro del complejo contexto del desarrollo del estado de derecho en el País Vasco. Abstract: Este trabajo se plantea varias preguntas acerca de la diversidad cultural y la tecnología. Qué lugar ocupa la tecnología en el fenómeno de la diversidad cultural y con qué dinámicas? Contra lo que pudiera parecer en un primer momento, es un elemento decisivo a la hora de plantearse éticamente las relaciones entre los diversos grupos culturales? Cómo habría que abordarlo cuando se pretende una gestión respetuosa y solidaria de las diferencias culturales? Son estas las tres preguntas que guían el presente artículo. Para afrontar las interrogaciones formuladas, este artículo expondrá los argumentos en dos grandes partes. En la primera, se tratará de explicitar qué lugar ocupa la tecnología en la producción y vivencia cultural, resaltando cómo ella está ineludiblemente abocada a la diversidad de sus expresiones. Una vez precisado el alcance de esta diversidad de la tecnología, en la segunda parte se analizará lo que ello supone y debe suponer para la relación entre culturas.

Abstract: In this study, the author seeks to apply the ethical concept of recognition to the victims of terrorism, in particular, to the victims of ETA (Spain). The argument is presented in four sections. In the first section, an analysis is offered of the bad recognition on the part of the terrorist, as is implied in the violence perpetrated and in the interpretation made of it. The second section examines the issue of whether there is a specificity to these victims —particularly, its vicarious condition— that affects the recognition that is due to them. The third section of the paper addresses the struggle for recognition sustained by these victims, highlighting important variations in relation to general theories of recognition, and discussing what these variations contribute to theory development; specially in regards to the tension between symmetry/asymmetry. In the last section, the author attempts to clarify the end goals of this struggle, in its most broad sense regarding dignity and identity, and more concretely, in terms of objectives such as truth, memory, justice and reconciliation. The expectation is that these elements synthesize in the triad be recognized-recognize-recognize oneself. En este estudio se persigue el objetivo de aplicar la categoría del reconocimiento, éticamente enfocada, a las víctimas del terrorismo, tomando como referencia precisa a las víctimas de ETA. Se estructura la exposición en cuatro partes. En la primera se analiza el mal reconocimiento del terrorista, implicado en su violencia y en la interpretación que hace de ella. En la segunda se indaga la cuestión de si en estas víctimas hay una especificidad —en especial, su posible condición vicaria— que incide en el reconocimiento que se les debe. En la tercera se aborda su lucha por el reconocimiento, tratando de destacar las variaciones que aportan respecto a las teorías del reconocimiento —sobre todo en la tensión asimetría/simetría—, enriqueciéndolas. En la última parte se busca precisar el horizonte al que se aspira con esta lucha: en su dise o más general, en torno a la dignidad e identidad, y en sus objetivos más precisos de verdad, memoria, justicia y reconciliación, con la pretensión de que todo ello se sintetice convenientemente en la tríada ser reconocido-reconocer-reconocerse.
