Abstract: The implementation of fiscal decentralization in accordance with Law No 32/2004 regarding local government and No. 33/2004 regarding inter-government fiscal relationship was considered as the new era management and local goverment budgets. The objectives of this study are (1) to analyze factors affecting regional fiscal performance, regional economy performance, poverty ond food security performance, (2) to evaluate impact of fiscal decentralization policy on poverty and food security in West Java.The descriptive analysis and simultaneous econometrical models were used in this study, using pooled time series data of 1995-2005 and cross section data of 13 kabupaten estimated using the 2SLS method. The result of the study shows that the DAU was the source of 68 persen of regional income.The routine expenditures were the largest regional expenditures (77 persen). The policy of increasing wages of agricultural has affectively increased food security and poverty alleviation in West Java.
Design, Modeling and Analysis of Implementing a Multilayer Piezoelectric Vibration Energy Harvesting Mechanism in the Vehicle Suspension  [PDF]

Abstract: This paper deals with the design, modeling and analysis of implementing a Multilayer Piezoelectric Vibration Energy Harvesting (ML PZT VEH) Mechanism in the vehicle suspension. The principle of work of the proposed ML PZT VEH mechanism is reducing the relative motion of the suspension, amplifying the applied force to the PZT by a specific design of mechanism and combining a single layer PZT into multilayer PZT to increase the produced electricity. To maintain the performance of suspension as the original suspension, the ML PZT VEH mechanism is mounted in series with the spring of the suspension. The proposed ML PZT VEH mechanism and its implementation to the vehicle suspension were mathematically modeled. Responses of the vehicle before and after implementing ML PZT VEH mechanism were simulated. The results show the proposed mechanism can produce output voltage of 2.75 and power of 7.17 times bigger than direct mounting to the vehicle suspension. And the simulation result shows that mounting ML PZT VEH mechanism in series with the spring of the vehicle suspension does not change the performance of suspension.
The Presence of Tobacco Mosaic Virus in the Compost Extract of Cigar Tobacco Debris

Abstract: Tobacco mosaic virus (TMV) is resistance to high temperature and able to survive over 10 years on dried leaves, and plant debris is considered as source of inoculums of TMV in the field. In order to inactivate TMV, TMV-infected cigar tobacco debris was composted at starting temperature of 50 oC for two to three days; however, TMV was still infective in the extract compost. If a half leaf cigar tobacco 'H877' was inoculated with compost extract, the symptoms appeared as a necrotic local lesion (NLL) and did not develop systemic lesions. The dilution end point of TMV in extract compost was 10-3. The number of lesion was higher in the glasshouse with average daylight temperature of 32 oC than in the field with average daylight temperature of 29-30 oC. The number NLL was lower and NLL size seemed to be smaller on the first and second inoculated leaves with extract than that of on the first and second inoculated leaves with TMV inoculums. There was a delay of time about 58-106 hours after inoculation of NLL from extract compost inoculums to appear than those of from TMV inoculums. These could be happened because of mineral nutrients of compost and also the temperature of maintaining tobacco plant which inhibited the infections, and of a thermal composting process which destroyed some TMV particles, particularly degraded it’s coat protein.
Compost Extracts of Vegetable Wastes as Biopesticide to Control Cucumber Mosaic Virus

Abstract: In semiaerobic conditions, different composting processes of vegetable wastes have different characteristics. When compost extracts amended with the effective microorganism-4 (EM4, +E) and Pseudomonas aeruginosa Ch1 (+B) stored for 40 days, the bacteria population and P-content increased. Tobacco plants treated with compost extracts amended with +E+B and [+E+B] directly to organic materials and inoculated with Cucumber mosaic virus (CMV) both sprayed or watered applications reduced the disease severity. This is due to the higher bacteria population in the root and rhizosphere, particularly the activities of P. aeruginosa Ch1 as plant growth promoting rhizobacteria (PGPR) rather than the activities of bacteria from EM4. The role of P. aeruginosa Ch1 to induce resistance of the plants to CMV was suggested by producing siderophores under the limited Fe conditions,17-20 ppm.

Abstract: This research aimed to characterize the physiochemical properties of hyacinth beans as new protein source. The result of research showed that hyacinth beans are oval shaped and orange and yellow coloured. The edible part of hyacinth beans is 83.2 ± 1.1 % of dry seed; in which the carbohydrate is 67.9 ± 1.1 %; protein: 17.1 ± 1.5 % and fat: 1.1 ± 0.4 %. According to their solubility, the protein fractions were found as albumin: 18.22 %; globuli : 55.15 % and glutelin : 26.13 %, whereas prolamin was not detected. Further analyis showed that, the globulin is consisted of globulin 7S (3.50%) and globulin 11S (0.67 %). The hyacinth beans are potential to be used for protein source.
Ofloxacin analysis validation method in human blood plasma (in vitro) using solid-phase extraction HPLC

Abstract: Until now, analysis of Ofloxacin in human blood plasma using solidphase extraction (SPE) by HPLC UV detector has not been reported. This study aims to determine the validity of analytical methods in Ofloxacin study in human blood plasma (in vitro) using an HPLC SPE UV detector. Plasma samples were extracted by SPE. Analytes were analyzed using a C18 column (octadecylsilane) 250x4.6 mm, particle size 10 0m, mobile phase 85,5:14,5 v v 0.025 M phosphate buffer (pH 2.2) and acetonitrile with a flow rate of 2 ml/min, detection performed at 294 nm with the internal standard ciprofloxacin. Validated analytical method was based on the parameters: selectivity, accuracy, precision, repeatability, linearity, LOD, LOQ, and the suitability of the system. Validation analysis showed selectivity test Rs>1.5, test repeatability with CV(%) <10%, linearity was obtained in the range of 0.1 to 6 ;g/ml with correlation coefficient (r) from 0.9998 to 0.9999. Based on the area ratio of peak height and a segment of the chromatogram obtained LOD values 0.023 and 0.024 ;g/ml, LOQ value of 0.076 and 0.080 tg/ml, percent accuracy from 94.32 to 100.45% and 97.68 to 101.63%, and precision CV (%) 0.31 to 0.85% and 0.84 to 1.08%. System suitability test results on the retention time, area ratio, and high ratios of peak chromatogram shows the CV(%) <10%. Can be concluded that the analytical methods used have validity in accordance with the requirements.
Development of a Vibration Powered Micro Generator and its Application to Harvest the Vibration Energy of the KRI KKP-811’s Engine

Abstract: Vibration energy harvesting has been receiving a considerable amount of interest as a means of powering wireless sensors and low-power devices. In this paper, an energy harvester is presented to convert ambient mechanical vibration into electrical energy employing magnetoelectric generator. The harvester uses single magnet-spring attached on the coil. When the harvester is excited, the magnet moves relative to the coil, undergoes magnetic field variations and produces a power output. To obtain a maximum power output, the mass of magnet is varied. The magnetoelectric generator with various masses of magnets was tested by a harmonic exciter with various frequencies and amplitudes. The one with maximum power output was then applied to harvest the ambient vibration energy of KRI KKP-811’s Engine. The results show that this prototype can harvest maximum energy of 2μW when it is placed at the base/foundation of the engine.
Synergism of Lumbricus rubellus and Pseudomonas putida Pf-20 in Inducing Resistance to Cucumber Mosaic Virus

Abstract: Both Lumbricus rubellus and Pseudomonas putida decompose soil organic matters. The population of P. putida Pf-20 increased if L. rubellus was introduced to the cucumber growth medium. The process of organic decomposition was much better if the medium was introduced with both L. rubellus and P. putida Pf-20, compared to the medium contained only either one of those organisms. The activity of L. rubellus may serve to provide nutrients for both the cucumber and P. putida. The role of P. putida to reduce disease severity was increased if L. rubellus was introduced to the growth medium. The synergism of these two organisms, reduced either the level of disease severity to CMV-48 and C/N ratio of medium, but increased the content of available phosphor and potassium.
