Abstract: This is a study to establish an indicator system for optimized clinical TCM protocols,based on literature consuha- tion,group discussion,and expert consultation.An indicator system containing 7 first class indicators,18 second class indicators,and 39 third class indicators was established.The indicator system has a proven scientific rationality,desir- able to be a framework for optimized clinical TCM protocols.

Abstract: The amended “Code of Criminal Procedure” in 2012 has written “respecting and safeguarding human rights” into the Article 2 of this provision. This is a tremendous progress in our criminal justice. Essentially, the fundamental purpose of criminal justice system is to safeguard citizens, especially the human rights of criminal suspects and criminal defendants. Currently, although the criminal justice system in China has made significantly progress in the protection of human rights in recent years, there are still many problems. By the occasion of the amendment to the “Code of Criminal Procedure”, it should further improve human rights protection mechanisms of criminal justice in China and raise the legalization level of criminal justice in China. Abstract: Along with WTO accession, China has gradually entered the world economy, there are greater changes inevitably in the social economic environment of China, and the change of the social economic environment will directly influence the development of the theory and practice of the accounting. This article made the analysis of which both the development of the change of the social economic environment and the influence of the financial accounting, then emphasized three ways from which the improvement of the accounting legal system, the specification of the financial report and the intensification of the accounting information processing, to discuss the directions of the financial accounting reform.

Abstract: The World Investment Report 2004 issued by the Union Nation Conference on Trade and Development (UNCTAD) indicates the service industry has been the mainstream of the world direct investment. In such context, China’s opening in the insurance industry will attract a large amount of foreign fund, which involves both developing opportunities and severe challenges. In order to lighten the impact of foreign funds, we have to adopt relevant measures. For example, we can create a favorable developing environment for national insurance industry by regulating the insurance law system and supervising system. We can cultivate a mature insurance market by innovation. We can increase the insurance investment and financing to speed up the company listing procedure. And we can explore the human resources and adopt a talent strategy.
Progressive Image Transmission Based on Joint Source-Channel Decoding Using Adaptive Sum-Product Algorithm

Abstract: A joint source-channel decoding method is designed to accelerate the iterative log-domain sum-product decoding procedure of LDPC codes as well as to improve the reconstructed image quality. Error resilience modes are used in the JPEG2000 source codec making it possible to provide useful source decoded information to the channel decoder. After each iteration, a tentative decoding is made and the channel decoded bits are then sent to the JPEG2000 decoder. The positions of bits belonging to error-free coding passes are then fed back to the channel decoder. The log-likelihood ratios (LLRs) of these bits are then modified by a weighting factor for the next iteration. By observing the statistics of the decoding procedure, the weighting factor is designed as a function of the channel condition. Results show that the proposed joint decoding methods can greatly reduce the number of iterations, and thereby reduce the decoding delay considerably. At the same time, this method always outperforms the nonsource controlled decoding method by up to 3 dB in terms of PSNR.
Graphene with the secondary amine-terminated zigzag edge as a line electron emitter

Abstract: An extraordinary low vacuum barrier height of 2.30 eV has been found on the zigzag-edge of graphene terminated with the secondary amine via the ab initio calculation. This edge structure has a flat band of edge states attached to the gamma point where the transversal kinetic energy is vanishing. We show that the field electron emission is dominated by the flat band. The edge states pin the Fermi level to a constant, leading to an extremely narrow emission energy width. The graphene with such edge is a promising line field electron emitter that can produce highly coherent emission current.
Comment on slope of nonlinear FN plot and field enhancement factor

Abstract: It is common practice to extract field enhancement factor from the slope of FN plot. Many experimentalists working on field electron emission had reported multi-(linear segment) FN plots, which can be divided into several (usually two) linear segments. Then multi-(field enhancement factor) were extracted from the FN plot. They claimed that the field enhancement factor increases with applied field if the FN plot bends downward (vice versus if the FN plot bends upward). We show that this is contrary to fact.
Potential barrier of Graphene edges

Abstract: We calculated row resolved density of states, charge distribution and work function of graphene's zigzag and armchair edge (either clean or terminated alternatively with H, O or OH group). The zigzag edge saturated via OH group has the lowest work function of 3.76 eV, while the zigzag edge terminated via O has the highest work function of 7.74 eV. The angle-dependent potential barrier on the edge is fitted to a multi-pole model and is explained by the charge distribution.
Analytic solution of charge density of single wall carbon nanotube in conditions of field electron emission

Abstract: We derived the analytic solution of induced electrostatic potential along single wall carbon nanotubes. Under the hypothesis of constant density of states in the charge-neutral level, we are able to obtain the linear density of excess charge in an external field parallel to the tube axis.

Abstract: The main activities in project portfolio allocation management are selecting the right project components given a strategy. It is crucial to establish a scientific system of evaluation indexes to guarantee the closeness between strategy and project portfolio allocation optimally. With organizations growing in sizes, the functions and objectives of project components are becoming more and more different. It is necessary to set evaluation indexes of the degree of closeness from the perspectives of financial, market share, social effects, and so on according to the strategy-oriented process of project portfolio allocation. This paper proposes a project portfolio allocation process under strategic orientation and evaluation indexes of the degree of closeness between strategy and project portfolio allocation. This will help projects managers make portfolio allocation decisions.
