Preliminary Research on Visualization of S&T Policy
—A Case Study of China Innovation and Entrepreneurship Graphic Policies

Abstract: Based on the current status and trends of S&T (science and technology) policy communication, this paper establishes the concept of policy visualization and describes the main applicability of visual policy. Next, we study the procedural requirements of S&T policy visualization on four aspects: subject selection, content analysis and information processing, policy graphic designation, media promotion. By this study, we recognize that the visualization of China’s S&T policy has some problems, such as, the difficulty in the definition of the authority of policy graphics, in homogeneity and the lack of dynamics in the effect of graphic policy and so on. Furthermore, the paper puts forward some suggestions to improve the development of S&T policy visualization according to the existing problems.

Abstract: Intellectual property right transaction is the key link of the successful transformation of scientific and technological achievements, and it plays an important role in the process of promoting the integration of S&T and economy. In order to break the gap between S&T and the economy, the state vigorously advocating the construction of comprehensive service platform for intellectual property rights is based on the whole process of transformation of scientific and technological achievements, but the current real sense of the whole support platform is numbered. Under the guidance of the innovation value chain theory, this paper expounds the connotation and essential characteristics of the one-stop and full-support platform of intellectual property transaction, and summarizes the five-stage model of intellectual property transactions and the basic service requirements during the whole process of intellectual property transactions, then builds the service system of the one-stop and full-support mode based on the overall process of intellectual property transaction and analyzes the unique advantages of the mode. Finally, the paper constructs the internal and external support system so as to improve the construction and development of one-stop and full-support platform mode.

Abstract: In recent years, the prices of city commercial housing are soaring, causing wide attention of public and fierce discussion about whether it is reasonable for the housing prices in China. This paper attempts to establish a method to measure housing price-rationalization. Firstly, the paper establishes rationalization evaluation system of housing price from commercial housing price formation, residents’ endurance and coordination parity system. Then it selects an appropriate standard ways to build affordable housing product evaluation criteria.
The Reaction Sequence and Dielectric Properties of BaAl2Ti5O14 Ceramics  [PDF]

Abstract: To investigate the correct reaction sequence of BaO-Al2O3-5TiO2 system, powders calcined at different temperatures are analyzed by x-ray diffraction. The results show that the source phase BaCO3 decomposes below 800°C, TiO2 and Al2O3 start to consume at 900 and 1100°C, respectively. BaTi4O9 phase appears at 1000°C while BaAl2Ti5O14 phase starts to reveal at 1200°C. As the temperature increases, the density, dielectric constant and quality factor of the BaAl2Ti5O14 ceramic increase and keep unchanged at 1350°C. The dielectric properties of BaAl2Ti5O14 ceramic sintered at 1350°C for 3h are: εr=35.8, Q×f=5130GHz, τf=-6.8ppm/°C.
Pseudo DNA Sequence Generation of Non-Coding Distributions Using Variant Maps on Cellular Automata  [PDF]

Abstract:

In a recent decade, many DNA sequencing projects are developed on cells, plants and animals over the world into huge DNA databases. Researchers notice that mammalian genomes encoding thousands of large noncoding RNAs (lncRNAs), interact with chromatin regulatory complexes, and are thought to play a role in localizing these complexes to target loci across the genome. It is a challenge target using higher dimensional tools to organize various complex interactive properties as visual maps. In this paper, a Pseudo DNA Variant MapPDVM is proposed following Cellular Automata to represent multiple maps that use four Meta symbols as well as DNA or RNA representations. The system architecture of key components and the core mechanism on the PDVM are described. Key modules, equations and their I/O parameters are discussed. Applying the PDVM, two sets of real DNA sequences from both the sample human (noncoding DNA) and corn (coding DNA) genomes are collected in comparison with two sets of pseudo DNA sequences generated by a stream cipher HC-256 under different modes to show their intrinsic properties in higher levels of similar relationships among relevant DNA sequences on 2D maps. Sample 2D maps are listed and their characteristics are illustrated under a controllable environment. Various distributions can be observed on both noncoding and coding conditions from their symmetric properties on 2D maps.

Mismatch negativity of ERP in cross-modal attention

Abstract: Event-related potentials were measured in 12 healthy youth subjects aged 19–22 using the paradigm “cross-modal and delayed response” which is able to improve unattended purity and to avoid the effect of task target on the deviant components of ERP. The experiment included two conditions: (i) Attend visual modality, ignore auditory modality; (ii) attend auditory modality, ignore visual modality. The stimuli under the two conditions were the same. The difference wave was obtained by subtracting ERPs of the standard stimuli from that of the deviant stimuli. The present results showed that mismatch negativity (MMN), N2b and P3 components can be produced in the auditory and visual modalities under attention condition. However, only MMN was observed in the two modalities under inattention condition. Auditory and visual MMN have some features in common: their largest MMN wave peaks were distributed respectively over their primary sensory projection areas of the scalp under attention condition, but over frontc-central scalp under inattention condition. There was no significant difference between the amplitudes of visual and auditory MMN. Their amplitudes and the scalp distribution were unaffected by attention, thus suggesting that MMN amplitude is an important index reflecting automatic processing in the brain. However, the latency of the auditory and visual MMN were affected by attention, showing that MMN not only reflects automatic processing but also probably relates to control processing.
Event-related potentials study on cross-modal discrimination of Chinese characters

Abstract: Event-related potentials (ERPs) were measured in 15 normal young subjects (18–22 years old) using the “cross-modal and delayed response” paradigm, which is able to improve inattention purity. The stimuli consisted of written and spoken single Chinese characters. The presentation probability of standard stimuli was 82.5% and that of deviant stimuli was 17.5%. The attention components were obtained by subtracting the ERPs of inattention condition from those of attention condition. The results of the N1 scalp distribution demonstrated a cross-modal difference. This result is in contrast to studies with non-verbal as well as with English verbal stimuli. This probably reflected the brain mechanism feature of Chinese language processing. The processing location of attention was varied along with verbal/ non-verbal stimuli, auditory/visual modalities and standard/deviant stimuli, and thus it has plasticity. The early attention effects occurred before the exogenous components, and thus provided evidence supporting the early selective theory of attention. According to the relationship of N1 and Nd1, the present result supported the viewpoint that the N1 enhancement was caused by endogenous components overlapping with exogenous one rather than by pure exogenous component.
Relationship between LTP and the nuclear protein induced by calcineurin

Abstract: Results demonstrate that calcineurin plays a role in long term potentiatibn (LTP) in the hippocampus. A 45 ku enzyme was administered, which exhibits Ca2+ /calmodulin independent activity to rats, and the protein components of nuclear extracts from the cell-free system of rat hippocampus were tested. It is found that the level of a component significantly increased in nuclear extracts following the activation of calcineurin. The concentration of the component in the nucleus is also markedly increased following hippocampal LTP elicited by ginsenosides. These results suggest that the activation of calcineurin induces a preexisting protein component to translocate to the nucleus in the hippocampus. The nuclear translocation of the component may be required for LTP in the hippocampus.
Room Temperature Quantum Spin Hall Insulators with a Buckled Square Lattice

Abstract: Two-dimensional (2D) topological insulators (TIs), also known as quantum spin Hall (QSH) insulators, are excellent candidates for coherent spin transport related applications because the edge states of 2D TIs are robust against nonmagnetic impurities since the only available backscattering channel is forbidden. Currently, most known 2D TIs are based on a hexagonal (specifically, honeycomb) lattice. Here, we propose that there exists the quantum spin Hall effect (QSHE) in a buckled square lattice. Through performing global structure optimization, we predict a new three-layer quasi-2D (Q2D) structure which has the lowest energy among all structures with the thickness less than 6.0 {\AA} for the BiF system. It is identified to be a Q2D TI with a large band gap (0.69 eV). The electronic states of the Q2D BiF system near the Fermi level are mainly contributed by the middle Bi square lattice, which are sandwiched by two inert BiF2 layers. This is beneficial since the interaction between a substrate and the Q2D material may not change the topological properties of the system, as we demonstrate in the case of the NaF substrate. Finally, we come up with a new tight-binding model for a two-orbital system with the buckled square lattice to explain the low-energy physics of the Q2D BiF material. Our study not only predicts a QSH insulator for realistic room temperature applications, but also provides a new lattice system for engineering topological states such as quantum anomalous Hall effect.
Local well-posedness and blow-up criteria for a two-component Novikov system in the critical Besov space

Abstract: In this paper we mainly investigate the Cauchy problem of a two-component Novikov system. We first prove the local well-posedness of the system in Besov spaces $B^{s-1}_{p,r}\times B^s_{p,r}$ with $p,r\in[1,\infty],~s>\max\{1+\frac{1}{p},\frac{3}{2}\}$ by using the Littlewood-Paley theory and transport equations theory. Then, by virtue of logarithmic interpolation inequalities and the Osgood lemma, we establish the local well-posedness of the system in the critical Besov space $B^{\frac{1}{2}}_{2,1}\times B^{\frac{3}{2}}_{2,1}$. Moreover, we present two blow-up criteria for the system by making use of the conservation laws.
