Abstract: The article discuss the process of concession of roads in Parana confronting with the economic theories and with the inconsistence of the process of implementation and managerment. The hypotesis of the paper is the capture of the regulatory apparatus by the private sector since the planing process was developed.. The theory of Regulation and Capture is used in order to analyse the lack of regulatory mandate for the process.This article analyses the process of road concession in Paraná by confronting this process with the economic theories as well as with the inconsistency of implementation and management that guide it. The main hypothesis of the paper is that the capture of the traditional regulatory apparatus was made by the private sector, which was involved in the program of road concession since the planning stage. The theories of regulation and capture were vey useful for proving the absolute lack of a regulatory framework for that process. O artigo discute o processo de concess o de rodovias ocorrido no Paraná, confrontando-o com as teorias econ micas e com as inconsistências de implementa o e gest o que o norteiam. Defende-se a hipótese de captura do aparato regulatório tradicional pelo setor privado, que, desde o planejamento, esteve envolvido na estrutura o do Programa de Concess o de Rodovias do Paraná. As Teorias da Regula o e da Captura servem como um referencial importante na constata o de ausência total de um marco regulatório para o processo.

Abstract: this article presents different technological trajectories concerning the offshore exploration segment in the world petroleum industry, considering their main aspects and components. more specifically, different trajectories will be analyzed in the first two largest crude oil territories: gulf of mexico (usa) and sea north (europe). these, along with bacia de campos in brazil, are the most productive and the richest regions in the planet and, therefore, where the three technological trajectories have been developed. this historic survey is important because it reveals the elements that provide the basis for technological knowledge, which allowed petrobras to start its offshore activities in the 60s and 70s, via an original technology. the offshore exploration meant the emergence of a new technological paradigm supported by three trajectories.

Abstract: The associations between companies are not a recent fact. Following the specifics of the National InnovationSystem (NIS) in its approach to the medium level analysis from a regional perspective, underlinesthe network of connections between firms from this productive agglomeration and otherorganizations and institutions, stressing the role of buyers-suppliers interactions. It also examinesthe technical training expertise through linkage with organizations and associations, for supportand coordination. These connections tend to generate positive externalities between firms(external economies), both incidental (fortuitously) and planned (sought by the firms), thatoccur as result of geographical proximity or industry specialization.

Effects of Improving Public Services for Tourism Developments in Islands: The Case of Remote Islands in Nagasaki, Japan  [PDF]

Abstract: Growths of numbers of tourists who stay long-term in tourism sites are an important policy for local governments in islands due to their locations that are far from urban areas. However, many tourists hesitate to stay long-term in islands owing to not only the expensive travel costs but also the lack of public services in islands. The purpose of this study is to examine effects of improving public services in islands for tourists’ willingness to pays (WTPs) and non-tourists’ attitudes for long-term stays. Data on tourism activity for islands, Nagasaki, Japan were used. Respondents were asked about their WTPs for long-term stays and their needs for public services of islands; reductions of costs for rent or purchasing houses for long-term stays and travel costs, easy to take a vacation, to enhance medical services, educational services and job search services. The logit model was used for estimations. Median and mean values of WTPs (per year) were calculated JPY 151,629 (USD 1184) and JPY 242,110 (USD 3008). Positive effects on five public services (without travel costs) were confirmed. For example, the median values of WTPs were increased to JPY 478,369 (USD 5943) when the medical services were improved, and JPY 1,484,704 (USD 18,446) when all public services were improved. The results showed that improvement of public services have the effect 1) to improve tourists’ benefits and 2) to change many non-tourists’ attitudes from the rejection of staying long term in islands to the acceptance. Thus, results indicate that it would be better for central and/or local governments in islands to enhance islands’ public services.
An implantable electrical stimulator for phrenic nerve stimulation  [PDF]

Abstract: Phrenic nerve stimulation is a technique whereby a nerve stimulator provides electrical stimulation of the phrenic nerve to cause diaphragmatic contraction in patients with respiratory failure due to cervical spinal cord injury. This paper presents an eigth-channel stimulator circuit with an output stage (electrode driving circuit) that doesn’t need off-chip blocking-capacitors and is used for phrenic nerve stimulation. This stimulator circuit utilizes only 1 output stage for 8 channels. The proposed current generator circuit in this stimulator reducing to a single step the translation of the digital input bits into the stimulus current, thus minimizing silicon area and power consumption. An 8 bit implementation is utilized for this current generator circuit. The average pulse width for this eight- channel stimulator with 1 mA current, 20 Hz frequency and 8 bits resolution, is 150 - 300 μs. The average power consumption for a single-channel stimulation is 38 mW from a 1.2 V power supply. This implantable stimulator system was simulated in HSPICE using 90 nm CMOS technology.

Abstract: An efficient procedure for the preparation of 1-substituted-1H-1,2,3,4-tetrazoles via a three-component condensation of triethyl orthoformate, amine, and trimethylsilyl azide using inexpensive and environment-friendly FeCl3 as catalyst under solvent-free conditions has been reported. The reaction generates the corresponding 1-substituted tetrazole in excellent yields.

Abstract: There are concerns about the impact that global warming will have on our environment, and which will inevitably result in expanding deserts and rising water levels. While a lot of underwater vehicles are utilized, AUVs (Autonomous Underwater Vehicle) were considered and chosen, as the most suitable tool for conduction survey concerning these global environmental problems. AUVs can comprehensive survey because the vehicle does not have to be connected to the support vessel by tether cable. When such underwater vehicles are made, it is necessary to consider about the following things. 1) Seawater and Water Pressure Environment, 2) Sink, 3) There are no Gas or Battery Charge Stations, 4) Global Positioning System cannot use, 5) Radio waves cannot use. In the paper, outline of above and how deal about it are explained.
Diophantine conditions in global well-posedness for coupled KdV-type systems

Abstract: We consider the global well-posedness problem of a one-parameter family of coupled KdV-type systems both in the periodic and non-periodic setting. When the coupling parameter $alpha = 1$, we prove the global well-posedness in $H^s(mathbb{R}) $ for $s > 3/4$ and $H^s(mathbb{T}) $ for $s geq -1/2$ via the I-method developed by Colliander-Keel-Staffilani-Takaoka-Tao [5]. When $alpha e 1$, as in the local theory [14], certain resonances occur, closely depending on the value of $alpha$. We use the Diophantine conditions to characterize the resonances. Then, via the second iteration of the I-method, we establish a global well-posedness result in $H^s(mathbb{T})$, $s geq widetilde{s}$, where $widetilde{s}= widetilde{s}(alpha) in (5/7, 1]$ is determined by the Diophantine characterization of certain constants derived from the coupling parameter $alpha$. We also show that the third iteration of the I-method fails in this case.
