The Role of the Integrated Network Concept in Elaborating the Territorial Development Choremes. Case Study: the Peri-Urban Zone of the Municipium of Bistri a

Abstract: The choreme is a pattern of high generalization and abstracting concerning the status, the dynamics and the way of organizing a territory. This foreshadows territorial patterns in implementing the future anthropic structures, the evolutive directions of settlements, the best areas for developing and the critical ones, which claim specific measures of rehabilitation, the areas with some potential in development and the underdeveloped ones. Working out the choreme pattern of development relies on a series of theories (the theory of polarized space, the network theory, the theory of force axis, the theory of the rising poles, the theory of behavior, the clusters theory, and the fractals theory), and concepts of development (the concepts of system, region, potential, norms, sustainable development, discontinuation, stability, and the resource concept) aiming at scientific grounding the territorial transforming actions. The summary of these theories and concepts which are at the basis of territorial development concretize themselves in a new innovating concept of development – the concept of integrated network or the polarized space. The concept of integrated network represents, in thinking the organizing of the territory, an operational component, having the role of a vector in delimitating and establishing the locations of different categories of geographical territorial systems, which are natural or anthropic, already existent or in the making

Abstract: In any endeavour that aims at evaluating the sustainability of a specific territory, inevitably, the demographical component represents one of the supportive axis of the land planning initiative. Alongside the resources, the quality of the technical infrastructure, the environmental state and quality, the viability of the population component – both maker and beneficiary of the land management projects – represent an essential indicator in the conceptual construction of any fair study. The population number, the age-group structure, the territory distribution and last, but not least, the ethnical and confessional structures are guidelines that directly or indirectly allow for the shaping of a development scenario. There is no development in the absence of a population that is not involved in the sustainability of this precise process and not a direct beneficiary of this endeavour.
Microregions and the Elimination of the Regional Disparities

Abstract: The regional problem is always a present one and regional development that involves the elimination of regional disparities is present as a fashionable phrase, but also as an effective process within the territory of the eight regions of development. These have no juridical status but they work towards a regional development, through the elimination of the intra-regional disparities (among the counties that are part of a region) and the inter-regional ones. The regions of development – formed out of counties – do not have administrative status, nor do they have legislative or executive bodies, but they coordinate projects for regional development. Following their example, the voluntary associations at inferior levels of the regions resulting in the so-called “microregions” are now more and more common. The present study aims to analyze the way this new notion, “microregion”, is understood in Romania, by giving examples of such microregions and their scopes and it also wants to show how these benevolent associations at a microregional level serve the aim of eliminating the regional disparities – in fact, microregional disparities.
Holiday Villages in Romania. Typology and Premises for Development

Abstract: As tourism complex facility the holiday village is both an old and new concept in Romania. It is usually located in a specific area, with controlled access, designed to provide tourists a wide range of services such as: accommodation, catering, additional travel facilities for recreation, sports, and cultural activities. The present study focuses on the legal framework and regulations on the implementation and functioning of holiday villages, by analyzing their stage of development and causes of the increasing number of newly established holiday villages. However, the multitude of holiday villages, not necessarily complying with the requirements of the concept, brings out definite inconsistencies with the concept of holiday village. This was possible due to lack of legal and concept clarification of holiday villages and also due to the spatial dispersion of this tourism development phenomenon. Other states have managed to raise tourism to the rank of basic economic activity by narrowing the range of tourist activities and promotion of advanced specialization of some activities. Yet, it is not the case of tourism in Romania. Without this type of approach, tourism activities are largely losing their particularities, along with the concept of holiday village, whose true meaning is limited to just a few examples. Based on an exhaustive analysis we tried to establish a typology of holiday villages as well as to propose a zoning of the Romanian territory, in accordance with its suitability for the optimal functioning of these types of holiday village.

Abstract: Let \"\" and let \"\" be the set of four ribbon L-shaped n-ominoes. We study tiling problems for regions in a square lattice by \"\". Our main result shows a remarkable property of this set of tiles: any tiling of the first quadrant by \"\", n even, reduces to a tiling by \"\"and \"\" rectangles, each rectangle being covered by two ribbon L-shaped n-ominoes. An application of our result is the characterization of all rectangles that can be tiled by \"\", n even: a rectangle can be tiled by \"\", n even, if and only if both of its sides are even and at least one side is divisible by n. Another application is the existence of the local move property for an infinite family of sets of tiles: \"\", n even, has the local move property for the class of rectangular regions with respect to the local moves that interchange a tiling of an \"\" square by n/2 vertical rectangles, with a tiling by n/2 horizontal rectangles, each vertical/horizontal rectangle being covered by two ribbon L-shaped n-ominoes. We show that none of these results are valid for any odd n. The rectangular pattern of a tiling of the first quadrant persists if we add an extra \"\" tile to \"\", n even. A

Abstract: The paper presents the retail market in Romania, the main retailers and their evolution in our country. The theme is better highlighted in the foreign professional literature, but also Romanian economists analyzed some features of this subject. The purpose of this paper was to examine and interpret how Romanian retailers evolved during the period 2002-2009. A qualitative method was chosen for this research, and the empirical data was gathered from the companies in the Romanian retail sector. Primary data was collected through annual information from their websites, annual reports and different articles. The research is useful for companies, in order to understand and anticipate the tendencies in the field.

Abstract: The surprising connection of the terms “milk” and “black”, which represents the leitmotif and structuring symbol in the poem Death Fugue by Paul Celan, also appeared in various forms, during the year 1939, in the works of two other poets, living in Chernovtsy, namely Alfred Margul Sperber and Rose Ausl nder. As early as January 1939, this oxymoron has appeared in the poem More Night by Vasile Voiculescu, being published in the journal “Gandirea” / “The Thinking”, in Bucharest. In Voiculescu’s poem, the mystical significance of “black milk” - that comprises within itself two icons: the life-giving milk and the renewing wine - seems to be appropriate, considering the spiritual development of the poet. As regards Paul Celan, the understanding of this double symbol is more difficult because the current interpretation is a political one. Beyond the Holocaust black and white smoke rising as a witness of the mass killing of Hebrews, one can interpret, though, the “black milk” as an allusion to Shekinah, the flow of life that nourishes all living creatures. This interpretation becomes possible through the scales proposed by Hans-Georg Gadamer and Otto P ggeler.

Abstract: The paper is about the model of the five competitive forces of Michael Porter. In the first part, I have presented the theoretical aspects of the model and after that, I tried to apply the model on the retail market in Romania. I used data gathered from national and international institutes of market research and also from the information offered by the main retailers on their web sites. The retail market in our country is not very good crystalized, but has had a good evolution in the last years. The competition is intense, the barriers are relatively high, the power of national supplyers is diminished by the integration of Romania in European Union, the power of consumers is moderate and the substitutes appear as discount stores and e-retailing.

Abstract: Starting from 1999 sixteen countries have adopted euro as a single currency. Considering that the Maastricht Treaty stipulates that all the European Union countries must adopt euro once they meet the requirements stipulated it is not a question of “if to join the euro area”, but rather of “when”. Therefore adopting euro currency is not and it should not be a reversible process. The decision to participate the monetary union represents the expression of a decision to move forward, while leaving it would be nothing else but a step back.

Abstract: The aim of this paper is to assess the capacity of labour mobility in the euro area to act as an adjustment mechanism in the event of an asymmetric shock. According to the optimum currency area theory, labour mobility has been emphasized as one of the main adjustment mechanism. Given the present situation, where there are major concerns about the future of the euro area, it is necessary to study if the mechanism for stability works and if it can be improved. Considering the difficulty of quantifying the labour mobility, we have analyzed the net migration and the regulations regarding labour market. The empirical evidence shows that labour mobility does not act as a sufficient adjustment mechanism.
