Ciencia, tecnología y desarrollo: una experiencia de apropiación social del conocimiento

Abstract: this paper is about a social process. as a part of the ongoing revolution in computer mediated technologies, an analysis is made of the potential offered, from the perspective of the social appropriation of knowledge, by a new website for global dialogue in the field of science, technology, development and innovation that aims to an audience including all those with either a professional or personal interest in the role of science and technology in sustainable development. a brief opening discussion is made of the difficulties of improving the social understanding of science in developing countries. then scidev.net is analyzed as a project trying to build up a social web around scientific issues from the perspective of the south. the strategic aims of the website, as well as issues like the existence of hidden agendas in many of those sites, the relevance of the topics covered, the directionality of the flows of information, audiences targeted by the website, the challenges posed for building up a more harmonic international collaboration in this field, are all paid attention.

Abstract: in latin america the local experimental scientific activity is often invisible. lack of interest for the life of the laboratory seems to obey to reasons that are not alien to some generalized intellectual, social and technological structures in techno-scientific research during the last half century in countries with advanced science, and a whole range of social phenomena that surround and give entity to that science, establishing viability indexes that prevent an easy transference of concepts from those contexts to the latin american ones. it is often assumed that some ideas can only emerge from certain forms of international cooperation. in the present paper the contingency and determinism of industrial research is discussed, the example of orimulsion is revised as a national flagship technological development in relation to the notion of technology practice communities, and the distinction between policy and politics is debated, arguing that basic decisions about industrial r&d are political.

Abstract: abstract the evolution of statistical thought and enumerations is reviewed as well as their use in the description and explanation of natural and social phenomena. the social sciences have been active producers and consumers of statistical data. at present it may be argued whether in widening its scope in the attempt to embrace and control the growing and disordered amalgam of users there is a change of skin of statistics as a discipline. this is not merely an academic question related to the scope and boundaries of the field of knowledge, but a practical and political one. the specificity of science and technology invites to analyze the diversity and overlapping of the activities in which scientists and engineers participate, that touch dimensions of reality as different as economics, public administration, forms of evaluation, the interests of researchers, industry, the state, financial capital, etc. the growth in the quantity of more or less comparable data about science and technology helps interpret the changes. hence the interest posed by new organizational forms for this social monitoring as the observatories of science, technology, and innovation.

Abstract: at the outset of this new century, the venezuelan scientific community is un-dergoing a profound crisis. why have the expectations of the scientific pioneers fifty years ago not been realized? why has the scientific community not grown more rapidly and diversified its interests more? why is the ideological rift within the scientific community now so evident? why is there so much discon-tent in scientific circles? the author broaches these questions on the basis of a rereading of the relationship between scientific policy, the history of science and the economic and political evolution of venezuelan society during the last fifty years of democratic experience.

Abstract: the world has had a great economic progress during the second half of the 20th century, including the underdeveloped countries. we have been witnesses of the global integration of markets and economic structures. nevertheless, it has not been a uniform process. poverty exists everywhere. to reduce it, developing countries need to achieve a technological improvement, the domain and production of knowledge and invest on innovation. they must raise the educational levels with deep reforms in their system; the institutions either of top education, scientific and technological research, must fortify it in an integrated way, and create new programs that would transform the territorial organization within the countries and the whole region.

Abstract: En América Latina la actividad científica experimental local con frecuencia pasa desapercibida. El desinterés por la vida del laboratorio parece obedecer a razones que no son ajenas a ciertas estructuras intelectuales, sociales y tecnológicas generalizadas en la investigación tecnocientífica en el último medio siglo en países con ciencia avanzada, y toda la escala de fenómenos sociales que rodean y dan entidad a esa ciencia, estableciendo índices de viabilidad que impiden una transferencia fácil de conceptos a otros contextos, como los latinoamericanos. A menudo se supone que algunas ideas sólo pueden surgir de ciertas formas de colaboración internacional. En el presente trabajo se discute la contingencia y el determinismo en la investigación industrial, se revisa el ejemplo de la Orimulsión como desarrollo tecnológico nacional en relación con la noción de comunidades de práctica tecnológica y se discute la distinción entre policy y politics, argumentando que las decisiones básicas respecto a la I+D industrial son políticas. Abstract: RESUMEN Se revisa la evolución del pensamiento estadístico y de las enumeraciones y su utilización en la descripción y explicación de los fenómenos naturales y sociales. Las ciencias sociales han sido activas productoras y consumidoras de datos estadísticos. En el presente se plantea si al ampliar su alcance en el intento de abarcar y controlar la creciente y desordenada amalgama de usuarios, se da un cambio de piel de la disciplina estadística. ésta no es sólo una cuestión académica relacionada con el alcance y límites del campo de conocimiento, sino práctica y política. La especificidad de la ciencia y la tecnología invita a analizar la diversidad e imbricación de las actividades en las cuales participan científicos e ingenieros, y que tocan dimensiones de la realidad tan diferentes como la economía, la administración pública, las formas de evaluación, los intereses de los investigadores, industrias, Estado, capital financiero, etc. Observando la dinámica de la ciencia, la tecnología y la innovación, crece la cantidad de datos más o menos comparables sobre ciencia y tecnología, que ayudan a interpretar los cambios. De allí el interés de nuevas formas de organización para este monitoreo social como son los observatorios de ciencia, tecnología e innovación. La Hibridización del Conocimiento. La Tecnociencia y los Conocimientos Locales a la Búsqueda del Desarrollo Sustentable

Abstract: Se considera la calidad y robustez del conocimiento en la sociedad actual. Se sostiene que la ciencia se ve obligada a tomar en cuenta otros sistemas de conocimiento, revisando sus propios estándares de eficiencia y eficacia. Los frutos de la investigación científica se nutren de muchas raíces, incluyendo al trabajo previo de otros científicos y también de fuentes extra-científicas . Otras formas de conocimiento (local, empírico, indígena o étnico), a su vez, enfrentan el desafío de revisar su calidad cognoscitiva en lugar refugiarse en las reservas culturales adonde la arrincona el recurso a la corrección política. La creciente hibridación del conocimiento para el desarrollo sustentable sería un logro de la interacción que ya tiene lugar en crecientes campos de la tecnociencia.
