Mujeres y gobiernos municipales en México: Lo que sabemos y lo que falta por saber

Abstract: the percentage of women heading a municipal government has only increased a point (from 2.9 to 3.8%) over a decade (1986-2006), as opposed to women in other areas, for example the legislative sphere. this paradox has called the attention of several scholars. this paper reviews the literature on female municipal presidents produced in mexico. the main debates, approaches and findings on the topic are identified. the paper concludes by pointing out some important research needs: state and regional case studies; the socioeconomic characterization of both male and female municipal presidents at the national level and from a comparative perspective; the analysis of the meanings and costs of political participation for women, and the construction of more sophisticated theoretical approaches, capable of explaining the social determinants at play when women make life choices.

Abstract: Desde la Conferencia sobre la Mujer realizada en 1995 en Beijing, el gender mainstreaming (GM) se ha convertido en la principal herramienta de los gobiernos para promover la equidad de género. El presente artículo revisa los logros del GM en la política ambiental mexicana mediante el análisis de tres programas operados por la Semarnat: el Programa Equidad de Género, Medio Ambiente y Sustentabilidad (2002-2006), el Programa Hacia la Igualdad de Género y la Sustentabilidad Ambiental (2007-2012) y el Programa Nacional Hídrico (2007-2012). A partir de este análisis se hacen propuestas para incorporar la perspectiva de equidad de género en el dise o e implementación de políticas de gestión del agua en el país.

Abstract: in this paper we analyze violence in romantic relationships at the universidad auntónoma chapingo (uach), a mexican institution that educates human resources in agronomy. uach has three characteristics: it attracts students from less favored groups all over the country; it receives more men than women, due to the social perception of agronomy as a male field; and it functions as a total institution in the sense that students leave home around 14 or 15 years of age and live in or near the institution. the material under study in this article is constituted by eight anonymous writings by students or former students in response to a public request. we analyze the three types of violence described by the girls (psychological, physical and sexual), and the explanations they offer after they experience it. this paper is one of the first in the country to analyze violence in affective relationships and in the college context. we show that witness accounts can be studied in depth and rigorously by using a systematic method of analysis developed from social and gender theory. it is necessary to pursue similar studies in other mexican colleges and to explore the phenomenon of gender violence from the male point of view.
Masculinidad hegemónica, violencia y consumo de alcohol en el medio universitario

Abstract: this article analyzes the reproduction of masculinity at universidad autónoma chapingo, based on twenty-eight autobiographical accounts written by students at the university. the analysis identifies two discourses on masculinity: 1) the need to take risks during youth to "become a man"; and 2) the need to avoid such risks in order to assume adult responsibilities upon leaving the university. the two most common risks are violence and the consumption of alcohol. masculine hierarchies are analyzed in terms of age and sexual orientation, which facilitate the exercise of violence, as well as the relation between masculine identity and the consumption of alcohol. the conclusion is that most students assume these risks but some question them, thus recreating their gender identities.

Abstract: En este artículo analizamos la violencia en las relaciones de noviazgo en la Universidad Autónoma Chapingo (Uach), una institución mexicana dedicada a formar recursos humanos en ciencias agronómicas. La Uach posee tres características: atrae estudiantes de medios desfavorecidos de todo el país; recibe más hombres que mujeres debido a la construcción de la Agronomía como una ocupación masculina; y, funciona como una institución total en el sentido de que sus estudiantes dejan la casa paterna a la edad de 14 ó 15 a os para vivir en o cerca de la universidad. El material de análisis está conformado por ocho testimonios anónimos escritos por estudiantes o ex-estudiantes de la universidad, a raíz de una convocatoria abierta. Examinamos los tres tipos de violencia que describen las chicas (psicológica, física y sexual) y la explicación que dan de ella después de haberla vivido. El artículo constituye uno de los primeros trabajos en el país en analizar la violencia en el noviazgo y en el ámbito universitario. Demostramos que el material testimonial puede ser estudiado en profundidad y con rigor si se aplica un método sistemático de análisis anclado en la teoría social y de género. Es necesario hacer estudios similares en otras universidades del país y conocer el fenómeno de la violencia de género desde la vivencia masculina.
Familia y empoderamiento femenino: ingresos, trabajo doméstico y libertad de movimiento de mujeres chontales de Nacajuca, Tabasco

Abstract: empowerment can be defined as women's ability increment to widen their life options and make their own decisions. it can be looked at in three dimensions: personal, close relationships and collective. several studies have pointed out the uneven advancement in these dimensions and women's greater difficulties to transform the close relationship dimension. this paper analyzes three issues of such dimension: women's possibilities to manage their own income; their ability to negotiate their domestic workload; and their freedom of movement. for this purpose, in-depth interviews were conducted with 27 women who compose the regional fund of chontal women from tabasco (fondo regional de mujeres chontales de tabasco). a family typology was constructed in order to analyze these three issues according to each family's composition and life cycle. results evidence women's ability to negotiate changes in income management and freedom of movement, but not in the redistribution of their domestic workload. in the concluding section, the paper discusses these findings and compares them to those obtained in similar works.

Abstract: research on female political participation at the municipal level has identified the main factors that facilitate women's access to power. however, the specific weight of each factor still needs to be determined. this paper examines the experiences of 14 female mayors that have governed for two decades in the state of tlaxcala. three changes were detected: 1) mayors from the last terms under study have been younger when they gain office; 2) mayors from the last terms have more diverse social backgrounds and a larger variety of professions; 3) mayors from the last terms acquired administrative experience before gaining office. the article concludes that increasing educational and job opportunities for women, political change at both the state and federal levels, and the implementation of a gender quota system contribute to gender equality in the access to municipal power in tlaxcala.

Abstract: For public / private dichotomy in Western thought, the power is exercised in the public while private space is maintained as a domestic, apolitical and non-theorized. By contrast, for feminists it is an area of power that must be studied. The aim of this paper is to analyze the link between the public and private sphere from depth interviews with 14 mayors from Tlaxcala, Mexico. It discusses the various pressures to which women are subjected to assume public office and their slim chances of a far-reaching political career. We conclude that the social relations of private sector are vital to facilitate the participation of women in the audience, making it necessary to include in the definition of democracy.

Abstract: Diversos estudios sobre participación femenina en política municipal han identificado los factores principales que facilitan el acceso de las mujeres al poder, aunque aún falta determinar el peso de cada uno. Este trabajo pondera dichos factores, a partir de la experiencia de 14 presidentas municipales que han gobernado durante dos décadas en el estado de Tlaxcala, y detecta los cambios siguientes: a) las de los últimos trienios llegan más jóvenes al cargo; b) su origen social es más diverso y sus profesiones más variadas y c) ya han desempe ado cargos administrativos. La conclusión es que la oferta creciente de opciones educativas y empleos para las mujeres, así como la alternancia política y aplicación de cuotas de género en la normativa electoral contribuyen a la equidad de género en el acceso al poder municipal en la entidad.
