Regions in Romania: Purpose and Territorial Realities

Abstract: Regionalisation as a process and regions as territorial entities reappeared in the political, economic, administrative, and scientific discourse. In Romania, even since the Middle Ages, there have been regional type entities called “ ri”/ “countries.” They covered areas of approximately 400 km2. These regions have remained as such until nowadays and therefore, they are irrefutable territorial proofs of the continuity of the Romanian people in the area. The territorial and administrative divisions that appeared later were the result of the effort to keep pace with the necessity to modernize the society and with the consequences of different historical events. The present eight development regions in Romania try to emulate the territorial realities that had occurred earlier in Western Europe. The Romanian regions emerged from the need to fit the statistical requirements of the rank 2 NUTS regions, but they are not functional.The same thing is true about Euroregions, which, in fact, have a rather cartographic functionality, the normal territorial relationships being obstructed by the frontier effect. This effect has increased lately because visas have again become compulsory for some of the would-be partners in the co-operation on which the construction of these regions relies.
The Ecological Function of the City of Cluj-Napoca. A Functionalist-Heuristic Approach

Abstract: The concept of ecological function, here presented, is the result of epistemological endeavours on the city and its functions. We consider that the city, which has the features and the properties of a living organism”, must not be assessed and analyzed from a Cartesian point of view, but functionalistically. The definition that we propose for the city, is that of an organized and complex geographic space, with a permanent dynamic, capable of ensuring a diversity of functions for its evolution and development, as well as for the evolution and development of its influence space. This definition is based on an entirely different axiology and its underlying concept is finality. The city’s finality generates a new definition of the urban function, which is the relationship of necessity formed between the elements of the urban geosystem and its state and which generates, cultivates and sustains the city`s life, working towards the attainment of its systemic finality. The two concepts, defined through a new philosophy, offer us a new perspective on the classification of urban functions, in which, objectively, the category of civic-urban functions sets in, containing among others the ecological function. This function has never been classified or even mentioned in the geographic literature. Having based our endeavour on the General System Theory and on the fractal theory, we considered the ecological function`s subsystem as a geosystem with all the necessary defining features, and we built an analysis, diagnosis and prognosis scheme for the subsystem of the ecological function of Cluj-Napoca.
Some demographical aspects of the newly nominated towns in Romania

Abstract: Present paper tries to present some demographical aspects of the newest towns declared in the post-socialist period in Romania. First we draw a sketch of the current demographic tendencies and structures, as basis for the evolution of settlements and new towns. In the second part of our paper we describe a few elements of the demographic profile of new towns declared in post-socialist period.

Abstract: After 1989, fundamental changes in agricultural structures occurred as a consequence of the setting up of Land Law no. 18/1991 along with other subsequent regulations. Excessive concentration of property before 1989 took a new twist, pertaining to excessive fragmentation, therefore the shift from large areas of land to small farms nowadays. But the farmer received only land without machinery or equipment necessary to its efficient operation. In this paper we want to highlight the specific state of rural economic life in Romania after extinctions of political communist economy system and after almost the entire destruction of infrastructure and facilities left from the former political system (decommissioning and destruction of irrigation system, the abandoning of tractors and agricultural equipment buildings, of chemical fertilizer production). Therefore, we aim to highlight the present economic state of a village in Cluj County and its households.

Abstract: This paper presents the main characteristics of the youth labour market, with a special view on mobility, career development and incomes. The paper is substantiated by and continues the researches of the authors on the topic of labour force mobility and on the one of adaptability, respectively on youths' beahviour on labour market (with particular consideration of young graduates) highlighting the factors that adjust choices regarding taking up a job, career advancement, labour motivation, professional and personal satisfaction opportunities which are provided by the labour market at local level, in country and abroad. Quantitative and qualitative indicators are presented about Romanian youths' labour market within the European context during the transition period. The impact of the crisis on youths' labour market is analysed, highlighting the challenges and opportunities, the particularities of the newly created jobs and especially the knowledge, skills and competencies requirements (KSC). The authors propose both the improvement of the systems of indicators for defining the potential and presence of youth on the labour market, the economic and social impact of external mobility of young graduates and an integrated scheme of policy measures for promoting adaptability and performance integration on Romanian labour market of youth. Particular attention is paid to presenting policy instruments for halting/diminishing the brain drain and brain shopping phenomena by promoting an attractive (professionally and monetary) supply for employment in Romania's local economy. The authors succeed in highlighting the functional links between the education market (labour force supply) and labour market (employment demand of the business environment) underpinning the requirement of integrated management of labour potential in the years preceding studies' finalization and up to the post-insertion years by multi-criteria analysis models and graduate career tracking programmes. Correlative measures are suggested for policies, procedures and monitoring instruments of youths' adaptability on labour market, as alternative to external migration/mobility for labour.

Abstract: The youths’ labour market, and especially insertion employment has a series of particularities defined by aspects such as: flexibility, efficient employment, interest for career but also informal employment, external mobility, including brain drain, segmentation, employment precariousness, income disadvantages, etc. Therefore, also the labour market policy and particularly managing labour mobility especially through the economic and social effects that might be triggered on the local labour market in the origin country, presents a special importance under the conditions of the economic turnaround stage, by promoting new and sustainable jobs, based on knowledge and competences. In the present paper an analysis is made about the youths’ labour market features, and the outcomes of an empirical analysis about graduates’ migration propensity are presented. Suggestions are made for developing a balanced policy for youths’ labour mobility to the benefit of the country of origin.
A Mathematical Model for Logarithmic Image Processing

Abstract: In this paper, we propose a new mathematical model for image processing. It is a logarithmical one. We consider the bounded interval (-1, 1) as the set of gray levels. Firstly, we define two operations: addition <+> and real scalar multiplication . With these operations, the set of gray levels becomes a real vector space. Then, defining the scalar product (.|.) and the norm || . ||, we obtain an Euclidean space of the gray levels. Secondly, we extend these operations and functions for color images. We finally show the effect of various simple operations on an image.
Image Dynamic Range Enhancement in the Context of Logarithmic Models

Abstract: Images of a scene observed under a variable illumination or with a variable optical aperture are not identical. Does a privileged representant exist? In which mathematical context? How to obtain it? The authors answer to such questions in the context of logarithmic models for images. After a short presentation of the model, the paper presents two image transforms: one performs an optimal enhancement of the dynamic range, and the other does the same for the mean dynamic range. Experimental results are shown.
