Abstract: In the perspective of the Romania’s integration in the European Union, the elaboration of the local public services’ sustainable development strategy is of high importance. Municipal services are part of the common values of the EU members and constitute a pillar of the European society model. Most of them are provided by public utilities. The organization, setting up and functioning procedures, as well as the level of local authorities’ control are different from one country to another. Unified procedures are now under development at European Commission level. In Romania, the local authorities are charged to provide the municipal services, according to the law. From legal point of view, most of the operators are autonomous regains or commercial companies. The population’s access to these services is yet quite limited and their quality is often poor. In this respect, Romania’s integration in the EU will require important efforts, including the concepts’ harmonization.

Abstract: In Romania, local authorities and the newly established Regional Operators, one of them being S.C. Compania de Ap Some S.A., are required to fully comply with EU regulations concerning water and wastewater quality. In order to meet these requirements in due time, a lot of investment projects have to be prepared and implemented. The nancing of these investments requires a progressive increase of the tariffs. In the last ten years, in Romania, the tariffs for the water services have been signi cantly augmented, more than in any other East European country. In the same time, a substantial reduction of the residential water consumption, measured in liters per capita per day, has been observed.In this article, the price elasticity of residential water demand for water services was analyzed, given its importance in the framework of the feasibility studies for investments to be made in order to insure compliance with EU water and wastewater Directives. In the same time, considerations with regard to the evolution of the tariff for water services and of the residential water demand are provided, with the aim of better explaining the context in which these variables evolve.

Abstract: The Project Life Cycle refers to a logical sequence of activities to accomplish the project’s goals or objectives. Regardless of scope or complexity, any project goes through a series of stages during its life. Authors’ experience in preparing and implementing investment projects in the water sector has led to several conclusions: there is first an identification phase, in which the outputs and critical success factors are defined, followed by a planning phase, characterized by breaking down the project into smaller tasks, an execution phase, in which the project plan is executed, and lastly a completion phase, that marks the closure and exit of the project. Investment project activities must be grouped into phases because by doing so, the project management and the core team can efficiently plan and organize resources for each activity, and also objectively measure achievement of the goals.This paper introduces several issues related to the Project Cycle Management for a large local infrastructure investment project in the Cluj- S laj area, Romania. Successfully managing the project cycle and making timely decisions at every stage (identification, planning, execution and sustainability) require the Project Management Unit from the Cluj-S laj Water Company to constantly understand and adapt to strategic considerations, both external and internal.

Abstract: The students’ interest and attitude towards Physics have been the object of internationaltesting, the most recent of which is the PISA testing from 2006. The students’ attitude towards sciences isconsidered to be a significant predictor of their school results in science, respectively of pursuing a careerin areas related to Science. The present paper had in view to discover the existence of convergences ordivergences among the attitudes of the students in 8th and 9th grade towards the study of natural sciencesand towards the teacher’s role in studying for the natural sciences. The obtained results have not renderedevidently the existence of major differences but have allowed for the shaping of a profile for Physics as aschool subject, from the interviewees’ perspective. Thus, Physics is considered to be a difficult butpleasant and interesting subject, with use for oneself but for others as well. Our investigation has pointedout the fact that the students study too little for Physics at home, but that the Physics teacher is effectivein teaching and motivating the students to learn. Although this is a pilot research project, ourinvestigation signals a state of fact that implies reflection, mainly on the Physics curriculum but also onthe teaching methods.

Abstract: This paper presents the main characteristics of the youth labour market, with a special view on mobility, career development and incomes. The paper is substantiated by and continues the researches of the authors on the topic of labour force mobility and on the one of adaptability, respectively on youths' beahviour on labour market (with particular consideration of young graduates) highlighting the factors that adjust choices regarding taking up a job, career advancement, labour motivation, professional and personal satisfaction opportunities which are provided by the labour market at local level, in country and abroad. Quantitative and qualitative indicators are presented about Romanian youths' labour market within the European context during the transition period. The impact of the crisis on youths' labour market is analysed, highlighting the challenges and opportunities, the particularities of the newly created jobs and especially the knowledge, skills and competencies requirements (KSC). The authors propose both the improvement of the systems of indicators for defining the potential and presence of youth on the labour market, the economic and social impact of external mobility of young graduates and an integrated scheme of policy measures for promoting adaptability and performance integration on Romanian labour market of youth. Particular attention is paid to presenting policy instruments for halting/diminishing the brain drain and brain shopping phenomena by promoting an attractive (professionally and monetary) supply for employment in Romania's local economy. The authors succeed in highlighting the functional links between the education market (labour force supply) and labour market (employment demand of the business environment) underpinning the requirement of integrated management of labour potential in the years preceding studies' finalization and up to the post-insertion years by multi-criteria analysis models and graduate career tracking programmes. Correlative measures are suggested for policies, procedures and monitoring instruments of youths' adaptability on labour market, as alternative to external migration/mobility for labour.

Abstract: The youths’ labour market, and especially insertion employment has a series of particularities defined by aspects such as: flexibility, efficient employment, interest for career but also informal employment, external mobility, including brain drain, segmentation, employment precariousness, income disadvantages, etc. Therefore, also the labour market policy and particularly managing labour mobility especially through the economic and social effects that might be triggered on the local labour market in the origin country, presents a special importance under the conditions of the economic turnaround stage, by promoting new and sustainable jobs, based on knowledge and competences. In the present paper an analysis is made about the youths’ labour market features, and the outcomes of an empirical analysis about graduates’ migration propensity are presented. Suggestions are made for developing a balanced policy for youths’ labour mobility to the benefit of the country of origin.
A Mathematical Model for Logarithmic Image Processing

Abstract: In this paper, we propose a new mathematical model for image processing. It is a logarithmical one. We consider the bounded interval (-1, 1) as the set of gray levels. Firstly, we define two operations: addition <+> and real scalar multiplication . With these operations, the set of gray levels becomes a real vector space. Then, defining the scalar product (.|.) and the norm || . ||, we obtain an Euclidean space of the gray levels. Secondly, we extend these operations and functions for color images. We finally show the effect of various simple operations on an image.
Image Dynamic Range Enhancement in the Context of Logarithmic Models

Abstract: Images of a scene observed under a variable illumination or with a variable optical aperture are not identical. Does a privileged representant exist? In which mathematical context? How to obtain it? The authors answer to such questions in the context of logarithmic models for images. After a short presentation of the model, the paper presents two image transforms: one performs an optimal enhancement of the dynamic range, and the other does the same for the mean dynamic range. Experimental results are shown.
Color Image Enhancement In the Framework of Logarithmic Models

Abstract: In this paper, we propose a mathematical model for color image processing. It is a logarithmical one. We consider the cube (-1,1)x(-1,1)x(-1,1) as the set of values for the color space. We define two operations: addition <+> and real scalar multiplication . With these operations the space of colors becomes a real vector space. Then, defining the scalar product (.|.) and the norm || . ||, we obtain a (logarithmic) Euclidean space. We show how we can use this model for color image enhancement and we present some experimental results.
