New Value-Behavioral Structures and Hierarchies in the Technical Academic Education in the Context of Romania Integration in the European Union  [PDF]

Abstract: The work is structured in 4 parts: I. Conceptual differentiations: value, belief, norm, mentality, attitude, interest, opinion, need, behavior; II. Restructuring scheme of the personality axiological components in a determined context; III. Professional values in the technical academic education: identification and hierarchy; IV. Conclu- sions. In the first part, there are made conceptual differentiations between the notions of belief, norm, mentality, attitude, interest, opinion, need, behavior, emphasizing thus on mutual aspects. In the second part of the paper, there is presented the global structuring of the axiological universe, the determinant factors of the value hierar- chy change in a given social-economic context, there is elaborated a new re-structuring scheme of the value components, there are identified specific mechanisms to the present Romanian society resistant to the value au- thentic change. In the third part, there is described D. E. Super’s theory that stands at the basis of the elaboration of the Professional Value Inventory. This was applied in our research on a sample of 120 students from the two technical faculties, getting thus a certain professional values hierarchy. The conclusions emphasize the confir- mation of the two hypothesis, the extrinsic motivating factors of the professional choice, behaviors and attitudes definition, values through immediate, material profit, of the individual welfare.
Educational counselling in relation to other psycho-social intervention forms

Abstract: In the introduction to this article, from the point of view of the social-historical evolution of counselling, several levels of its development are identified: the fundamental action level, the level of empirical social knowledge, the level of interaction among science, technology, art and religion and the specific level of socio-psycho-pedagogical intervention. The main part of this paper starts from the classification of models of psychological intervention, elaborated by W. Huber to make it easier for us to differentiate psychotherapy, crisis intervention and counselling. Referring to the definition of Gustad with respect to counselling, we elaborated a personal definition of educational counselling, stressing its characteristics in relation to other forms of psycho-social intervention, including the closest one- psychological counselling. The guide of educational counselling elaborated by B ban stimulated us to conceptualise the differences between psychological counselling and educational. By studying the model of En chescu of interaction between counselling and psychotherapy, we noted the detected area of existential difficulty and we considered that we should add educational problems to it depending on age, sex, health of the educational subjects, their social relations, the report results-satisfaction as product of the educational process. The educational reform in Romania after December 1989 focus on: the decentralization of education, education focussed on the subject, a growth of the education's quality, of the performance but also of the satisfaction correlated to all of them. Within this process, educational counselling as circular relation among person-educational problem-significant socio-human context- we consider that it can become a conceptual mechanism but especially instrumental for achieving the educational reform. By noting the larger field of action of educational counselling compared to that of psychological counselling, we identified its components: school counselling, vocational counselling, professional counselling, psycho pedagogical counselling and career counselling. To draw the conclusions of this paper, we reiterated the report among science, technology, art and religion to define the specific features of educational counselling.
La traduction entre pratique et théorie. Les frontières de la traduction

Abstract: The main aim of this article is to show that the interest in studying the translation has become a serious preoccupation for the specialists in this area. The translation is no longer perceived as a simple product, as a result of the act of translating, on the contrary, an interest for a practical and theoretical translation is more and more increased (a conception sustained, among others, by Henri Meschonnic and Irina Mavrodin). In a different way, the translation can be found under different forms of international communication: a written or oral translation of some information, a book translation, interpretation, subtitle or film dubbing, in other words, the translation is generally present in all fields of the activity of man. Hence, the need of making a theory or a translation analysis. But this theory shouldn’t be isolated, on the contrary, it must contain illustrative examples, which should come from real translation practice (an idea sustained by Umberto Eco). Also, it would be interesting to note the fact that the translation is regarded along with many other disciplines, such as: translation, linguistics and poetics. This fact makes us notice an essential aspect: the translation becomes an important study subject, which tries to find a particular place among other humanistic disciplines.
PERFORMANCE AUDIT IN PUBLIC SECTOR ENTITIES – A NEW CHALLENGE FOR EASTERN EUROPEAN COUNTRIES

Abstract: Performance measurement provides an objective basis for evaluating how efficiently public resources are being used and how effectively public service outcomes are being achieved. It is a process used to support government selfanalysis and provide a basis for more informed and publicly defensible decision-making. In this context an important role is reserved to performance external audit performed by external audit institutions. The performance audit analyses the quality of financial administration from the point of view of the three elements of performance: economy, efficiency and effectiveness. We intend to realize a comparative study for some Eastern European countries regarding the performance audit, knowing the fact that since countries differ at the level of individual reforms, there is no single model of reform. Nonetheless, reform strategies have many points in common emphasizing the international character of public management reform. By cross-national comparisons we intend to analyze the impact of implementing the new performance audit in certain Eastern European Countries, and in Romania, focused on the external audit institutions.

Abstract: Our paper is about the history of accountancy in Romania, in Transylvania.
