Education through Migration. How the Experience of Living Abroad Can Be an Educational Factor

Abstract: The experience of intercultural migration is one of the oldest forms of population movements. Through this phenomenon, different cultures come in contact, interaction and transformation. The individuals involved experience new ways of learning from the new cultures. I studied medical migration from Romania to the UK. The fact that medical migration is part of an intra-European highly skilled migration adds two distinctive notes. First, physicians are highly qualified and more aware of the cultural processes involved and second, the European culture, although sharing a rather small territory, has different values and socio-political particularities. The learning processes are continuous and may be not specific for migration. But education is it somewhat more. I will understand education as a learning process where the individual is made aware of the cultural differences, and his or her behaviour, perceptions, or basic values are changed (implying the representations of freedom, social and civil rights, dignity, solidarity, religion etc.).
THE MIGRATION OF THE ROMANIAN PHYSICIANS: SOCIO - DEMOGRAPHIC AND ECONOMICAL DIMENSIONS

Abstract: The migration of the Romanian physicians is a very actual part of the more general labor force migration phenomenon in Romania, and its socio‐economical relevance regards its effects on the public health system. The magnitude of the phenomenon is difficult to be outlined only in the light of the current official statistics that do notencompass all its aspects and cannot provide a complete and exact image of it. The analysis and the interpretation of the statistical data provided by the most important institutions of Romania, by the international organisms and by some studies published in this field of activity at national and regional level, and also ofthe information offered by the media have allowed us to have a better knowledge of the socio‐demographic and economical dimensions of the Romanian medical migration phenomenon. Using different statistical sources, we have tried to avoid the possible unilateral intentions that could have be contained in some studies, so because of this fact we have made the analysis complete by using for this purposethe interpretative method inspired by social constructivism, hermeneutics and phenomenology. The results obtained in this study are represented by the emphasis on the current characteristics of the Romanian public health system and the implications of the current level of financing on the stability of the system in thelight of the medical migration.

Magnitudinea fenomenului este greu de conturat doar prin prisma statisticilor oficiale actuale,care nu surprind toate laturile sale i nu pot furniza o imagine complet i exact asupra acestuia. Analiza i interpretarea datelor statistice furnizate de cele mai importante institu ii din Romania, de organismele interna ionale i de unele studii ap rute n acest domeniu la nivel na ional i regional, precum i a informa iiloroferite de mass‐media ne‐au permis o cunoa tere mai bun a dimensiunilor sociodemografice i economice ale fenomenului migra iei medicale romane ti. Folosind surse statistice diferite, am ncercat s evit m eventualele inten ii unilaterale care ar putea fi cuprinse n unele studii, din care cauz am completat analiza folosind nacest scop, metoda interpretativ inspirat de constructivismul social, hermeneutic i fenomenologie. Rezultatele ob inute n acest studiu constau n eviden ierea caracteristicilor actuale ale sistemului public de s n tate din Romania i a implica iilornivelului actual de finan are asupra stabilit ii sistemului prin prisma migra ieimedicale.
Looking at the International Medical Recruitment Code from the Perspective of Rawlsian Theory of Justice

Abstract: The international recruitment of health personnel appears to be lately an usual practice for some countries to cover their needs in health care. That is possible due to income differences between countries that motivate physicians to migrate. Now this is an unavoidable fact, but the resulting ethical problems cannot be ignored, like the unbalance in the developing countries healthcare systems by losing physicians. The whole practice became morally questionable with international ongoing efforts to solve it one as the recruitments codes. We will to discuss the WHO Global Code of Practice on the International Recruitment of Health Personnel from an original perspective inspired from Rawls theory of justice. The rawlsian principles we will focus on are: a. the veil of ignorance, b. the maximin strategy. With this, we offer a better look inside the code and the practice it tries to regulate.

Abstract: Compared to Plutarch because of the erudition which he uses in his works, La Mothe Le Vayer is nevertheless accused of pedantry by some of his contemporaries. The quotations which he inserts in his works are disliked by the writers who believe that French alone should be used in literary works. However, the quotations which he owes exclusively to his scholarly leisure allow him to express his eclectic thinking. Deeply influenced by Pyrrhonism, he is not interested in drawing permanent conclusions and in choosing one amongst the different opinions on the same natural or moral phenomenon. The quotations make it possible for him to gather various interpretations of the same natural or moral phenomena which have been considered the most plausible at a certain moment and place.
CONTRASTIVE NOTES ON SOME ENGLISH IDIOMS

Abstract: The contrastive and didactic analysis conducted by the author of the present paper concentrates on idiomaticity, comparing meaning, expression, usage and degree of awareness. In the paper, contrastivity was intended to offer some individual notes and clues meant to benefit both EFL teachers and translators in this country. The idioms are analysed from the angle of both their literality, referentiality, specific “scenario”, and expressive power. A modest final proposal is made to the effect that a contrastive methodical database should be compiled by Romanian teachers in order to sort out the content and expression sides of English idioms, while comparing them to their (relative) counterparts in Romanian. Reference to the main issues concerning the comparative expressiveness of the idioms will be part of a future research.
Causes of impunity and causes for the reduction of penalties in case of comitting the crime of tax evasion

Abstract: The offenses of tax evasion are associated with a high degree of social danger due to the immediate economic consequences but also to the longterm consequences on local or national budget, reason for which the legislature has chosen high limits for prison sentences in Law no. 241/2005. Nevertheless, several causes of impunity respectively causes for the reduction of sentencesare settled in case of offenses of tax evasion. Starting from the closely resembling criminal institutions the provisions of article 10, article 11 and article 12 of law No. 241/2005 do not represent true causes of impunity or reduction of sentences. The provisions contained in Chapter III of the Law no.241/2005 are new compared to the previous settlements of Law no.87/1994, but such a new regulation is useful and appropriate, since on the one hand, it liaises with other laws concerning the commercial area where we can find evasion, and on the other hand, the legislator settles over punishments in case of offering total compensation for the damage caused by all evasion

Abstract: The novelty and use of current technology in stock exchange trading operations are just a few reasons for which the capital market domain is a controversial one, and the number of crimes already committed in the financial market raises the issue of securing the supply-demand relationship of capital and capital investment protection. If in the Community law there is no incrimination of market abuse, Romanian legislature sanctioned the capital market manipulation as criminal acts committed intentionally in order to discourage such practices and also to increase the confidence of investors in the financial market
A de Rham theorem with respect to the Liouville foliation on TM^0, for a Finsler manifold M

Abstract: On the slit tangent manifold of a Finsler manifold M are given the vertical and the Liouville foliations. In this paper we define some new types of vertical forms with respect to the Liouville foliation on TM^0. We define a cohomology group of TM^0 using these new forms. We prove a de Rham type theorem.
On the Ext Ring of Koszul Rings

Abstract: The aim of this article is to study the Ext ring associated to a Koszul $R$-ring and to use it to provide further characterisations of the former. As such, for $R$ being a semisimple ring and $A$ a graded Koszul $R$-ring, we will prove that there is an isomorphism of DG rings between $\mathcal{E}(A):=\mathrm{Ext}^\bullet_A(R,R)$ and $^{\ast-\text{gr}}\mathrm{T}(A) \simeq \mathrm{E}(^{\ast-\text{gr}\!} A)$. Also, the Ext $R$-ring will prove to be isomorphic to the shriek ring of the left graded dual of $A$, namely $\mathcal{E}(A) \simeq (^{\ast-\text{gr}\!} A)^!$. As an application, these isomorphisms will be studied in the context of incidence $R$-(co)rings for Koszul posets. Thus, we will obtain a description and method of computing the shriek ring for $\Bbbk^c[\mathcal{P}]$, the incidence $R$-coring of a Koszul poset. Another application is provided for monoid rings associated to submonoids of $\mathbb{Z}^n$.
