Abstract: The paper deals with failures of capitalism or free market and presents the results of economic analysis by applying a logistic capital growth model. The application of a logistic growth model for analysis of economic bubbles reveals the fundamental causes of bubble formation—economic paradoxes related with phenomena of saturated markets: the paradox of growing returnability and the paradoxes of debt and leverage trap. These paradoxes occur exclusively in the saturated markets and cause the majority of economic problems of recent days including overproduction, economic bubbles and cyclic economic development. Unfortunately, these paradoxes have not been taken into account when dealing with the current failures of capitalism. The aim of the paper is to apply logistic capital growth models for the analysis of economic paradoxes having direct impact on the capitalism failures such as economic bubbles, economic crisis and unstable economic growth. The analysis of economic paradoxes and their implication son failures of capitalism provided in the paper presents the new approach in developing policies aimed at increasing economic growth stability and overcoming failures of capitalism.

Abstract: Sustainability assessment methods and techniques are analyzed in this paper. Criteria for sustainability assessment of state policies are defined as based on priorities of the National Sustainable Development Strategy. Technique for sustainability assessment of state policies is developed. An integrated indicators approach is constructed for monitoring implementation of a sustainable development strategy in Lithuania. This work aims at developing the technique for sustainability assessment of state policies and measures based on various sustainability assessment tools, methods and techniques developed by other scientists. The most important methods and techniques for sustainability assessment are analyzed and systematized. Based on the analysis of priorities of Lithuanian government policies the principal economic, environmental and social criteria for sustainability assessment of policies and measures are established for Lithuania. The proposed multi-criteria decision analysis technique is based on the integrated sustainability indices developed for the state, region, enterprise level and it includes a set of social, economic and environmental indicators of different levels. Monitoring technique for the progress achieved towards sustainability is applied to monitoring implementation of the Lithuanian sustainable development strategy.
On the solvability conditions of the first boundary value problem for a system of elliptic equations that strongly degenerate at a point

Abstract: A system of elliptic equations which are irregularly degenerate at an inner point is considered in this article. The equations are weakly coupled by a matrix that has multiple zero eigenvalue and corresponding to it adjoint vectors. Two statements of a well-posed Dirichlet type problem in the class of smooth functions are given and sufficient conditions on the existence and uniqueness of the solutions are obtained.
Lower Bounds for Monotone Counting Circuits

Abstract: A {+,x}-circuit counts a given multivariate polynomial f, if its values on 0-1 inputs are the same as those of f; on other inputs the circuit may output arbitrary values. Such a circuit counts the number of monomials of f evaluated to 1 by a given 0-1 input vector (with multiplicities given by their coefficients). A circuit decides $f$ if it has the same 0-1 roots as f. We first show that some multilinear polynomials can be exponentially easier to count than to compute them, and can be exponentially easier to decide than to count them. Then we give general lower bounds on the size of counting circuits.
Lower Bounds for Tropical Circuits and Dynamic Programs

Abstract: Tropical circuits are circuits with Min and Plus, or Max and Plus operations as gates. Their importance stems from their intimate relation to dynamic programming algorithms. The power of tropical circuits lies somewhere between that of monotone boolean circuits and monotone arithmetic circuits. In this paper we present some lower bounds arguments for tropical circuits, and hence, for dynamic programs.

Abstract: The mutual dependence of human resources and the development of the state has been one of the most important geopolitical questions discussed from the times of Ancient Greece. The article analyses the growth of the population and human resources of Lithuania, their change and influence on the state's development, the possible consequences of the decline of the population on international policies and the state's geopolitical situation. Reflecting the changes in the number of inhabitants and their structure five possible scenarios of the state's development in the future are constructed: 1) a small, but economically strong national state; 2) more pensioners than grandchildren; 3) a multinational and multicultural state; 4) the end of the national state (?); 5) a strong economic and cultural state.
A study on the options of means for railway passenger transportation

Abstract: A mathematical model to select the best rolling stocks of trains is introduced. The parameters of income and cost of the passenger transportation by railways depending on the technical characteristic of used vehicles are thoroughly evaluated. The options how to reduce the cost calculated by a model in one of the specific routes of Lithuanian Railways are given and practical decisions are argumentatively given.

Abstract: The article provides an overview of passenger transportation on local and international routes by the Lithuanian railways. It identifies the reasons due to which passenger transportation has become increasingly loss-making. Also, factors that may encourage a greater number of people to travel by train are disclosed. The development of this sector up to 2030 is reviewed, i.e. a forecast for increasing the number of passengers, a perspective for the development of electric, diesel trains, passenger wagon fleet, and the levels of estimated investments are provided. It was established that after implementation of the measures envisaged, losses in the passenger transportation field could be cut by 2–3 times.
Algorithm for Choosing Traction Rolling-Stock for Railway Line Rail Baltica

Abstract: The article analyses traction rolling-stock for freight transportation presently used by AB Lietuvos gele inkeliai. The paper explores and compares technical data on the above mentioned rolling-stock and estimates exploitation expenses. Following an assessment of forecasting freight flows on the future railway line Rail Baltica, an algorithm for selecting traction rolling-stock is proposed. The efficiency of locomotives operating on the railway is determined taking into account three multi-criteria evaluation methods: the sum of ratings, simple additive weighting and geometric mean method. Locomotives are estimated in accordance with technical, economic and ecological aspects. The results of possible performance efficiency of rolling stock have been determined changing weight coefficient values of the criteria.
