Abstract: the rise of the city of teresina was the result of political and economic interests demanding modernity and development for the state of piaui. the city comprises many features of a truly modern project in its configuration, expressing explicit aspirations for a discourse on "progress". transportation is one of the pillars of its conception, and it contributed to the formation of a specific standard of urban life. these developments made their mark on the processes of "expansion", "modernization" and "progress", in other words: its historical dimension.

Abstract: this article analyzes the debate on affirmative action in brazil in the light of the bibliography about racism and the legal basis for equal opportunities. from this perspective, it challenges the critical visions to the implementation of reparatory policies, gathering evidence on the state's participation in the legitimation of racial discrimination in the country. such involvement is explored in the school institution context, examining the consequences of prejudice on the identity and self-esteem of black children and youth.

Abstract:
This paper is concerned with the dynamics of the steady state of a two-delayed nonlinear system of functional differential equations. The stability of the steady state together with its dependence on the magnitude of time delays has been examined by means of characteristic equation corresponding to the nonlinear equation. General criteria for stability involving the two-delay equations have been obtained.

Abstract: This work characterizes as a study of case and researches to verify if the carrying out the effective environmental educational practice is or is not directly relationed to academical formation and ever never improvement formation of the teacher. For this, the public high schools linked to Head Teachers in Guaratinguetá region – SP were identiied, in 2006, that developed environmental educational practice. This research has exploratory and described characteristics, its data were studied quantity and quality methods and by the results found, it was possible verify, among others, an initial approach involving the subjects in great part od educational practice developed, essential characteristic in environmental educational; a short knowledge from the teachers involved with the projects and the lack of involvement of community in environmental educational practices. Concluding, the development of environmental educational practices are directly linked to the academical formation of the teachers and the all professionals involved to Education.

Abstract: the law n. 10.639-2003 and it's directives approval, which had changed the law of directives and basis for brazilian education, assumes a set of substantial changes that has begun to alter the educational public policies in the country. the obligatoriness of ethnic-racial education, as well as afro-brazilian and african historical and cultural studies in basic education, is a result of the acknowledgement of both racial discrimination and racism as constitutive elements of our social development, as it allows unveiling the african contributions to our brazilian identity far beyond slavery. the black identity, as a product of cultural multiplicity's political erasure of the people who landed in the country, give place to the prefix afro as a new identification and recreation possibility for the brazilians who descend from the africans. this identity can be analyzed trough the diaspora concept.
