A Higher-Order Hardy-Type Inequality in Anisotropic Sobolev Spaces

Abstract: We prove a higher-order inequality of Hardy type for functions in anisotropic Sobolev spaces that vanish at the boundary of the space domain. This is an important calculus tool for the study of initial-boundary-value problems of symmetric hyperbolic systems with characteristic boundary.

Abstract: Este artigo foi elaborado a partir de uma pesquisa bibliográfica em livros e artigos científicos clássicos ou recentemente publicados na literatura de administra o pública na Europa e nos Estados Unidos, e faz uma compara o dos quatro modelos organizacionais e relacionais que vêm inspirando o desenho das estruturas e processos nas recentes reformas da administra o pública. Os modelos analisados s o o burocrático, a administra o pública gerencial, o governo empreendedor e a governan a pública. Recentemente, reformas administrativas vêm pregando a substitui o progressiva do modelo burocrático weberiano por novos modelos de gest o e de rela o do Estado com a sociedade. Este artigo mostra que os novos modelos compartilham características essenciais com o modelo tradicional burocrático e, portanto, n o s o modelos de ruptura. Também é argumentado que reformas da administra o pública transformam-se facilmente em políticas simbólicas, e que políticos e burocratas tentam manipular a percep o do público em rela o ao desempenho dos governos. N o s o raros os esfor os de reforma da administra o pública que avan am mais em autopromo o e retórica do que em fatos concretos. Por último, s o feitas sugest es para uma agenda de pesquisa àqueles interessados em temas de reformas da administra o pública. This article is based on a bibliographical research both in classic and recently published textbooks and in scientific papers in the literature of public administration in Europe and the United States. Its main objective is to compare the four organizational and relational models that have been inspiring the design of structures and processes in recent public management reforms: the bureaucratic model, the new public management, the entrepreneurial government, and public governance. Recently, there has been a progressive shift from the bureaucratic model to these new organizational and relational models. This article demonstrates that new organizational and relational models share important characteristic with the traditional bureaucratic model and, therefore, are not models of rupture. Also, public management reforms can easily become symbolic policies when politicians and public officials strive to manipulate the public's perception of the administration's performance. Public management reform efforts related to self-promotion and rhetoric rather than to concrete results are a common fact. Finally, the article proposes items for a research agenda for those who are interested in public management.
On the Structure of the Solar Photosphere

Abstract: Mary Posani (Department of French and Italian, The Ohio State University, Columbus, Ohio, 43221) and Eileen Reeves (Department of Comparative Literature, Princeton University, Princeton, New Jersey, 08544) provide a translation of Father Pietro Angelo Secchi’s classic work “Sulla Struttura della Fotosfera Solare” as it appeared in Bullettino Meteorologico dell’ Osservatorio del Collegio Romano, 30 November 1864, v.3(11), 1–3. Secchi’s paper was immediately translated into French by l’Abbe Franc ois ′ Moigno appearing on December 22nd, 1864 (Sur la structure de la photosph`ere du soleil. Les Mondes, 1864, v.6, 703–707). Moigno’s translation prompted signi cant interest in the nature of the Sun throughout Europe, with rapid claims of simultaneous discovery by Harve Faye (Faye H. ′ Sur la constitution physique du soleil — premiereparti. Les Mondes, v.7, 293–306) and others. In this article, Secchi reiterated that the photosphere was composed of solid corpuscles oating on the transparent atmosphere of the Sun. Secchi concluded that the body of the Sun was gaseous based on his visualization of solar granules or “willow leaves” described by Nasmyth (Nasmyth J. Onthe Structure of the Luminous Envelope of the Sun — In a letter to Joseph Sidebotham. Memoirs of the Literary and Philosophical Society of Manchester, 1862, 3rd Series, v.I, 407– 411). Secchi also referred to Magnus’ work on solid particles in the gaseous ame (Magnus G. Notiz ¨uber die Beschaenheit der Sonne. Poggendor’s Annalen der Physik und Chemie, 1864, v.121, 510–512; also in French Notice sur la constitution du soleil. Archives des science physique et naturelles (Gen`eve), 1864, v.20, 171–175). The works by Sechhi, Nasmyth, Magnus, and Faye would dominate astrophysical thought for the next 50 years.
On the Theory of Sunspots Proposed by Signor Kirchoff

Abstract: Eileen Reeves (Department of Comparative Literature, Princeton University, Princeton, New Jersey, 08544) and Mary Posani (Department of French and Italian, The Ohio State University, Columbus, Ohio, 43221) provide a translation of Father Pietro Angelo Secchi’s classic work “Secchi A. Sulla Teoria Delle Macchie Solari: Proposta dal sig. Kircho ” as it appeared in Bullettino Meteorologico dell’ Osservatorio del Collegio Romano, 31 January 1864, v.3(4), 1– 4. This was the rst treatise to propose a particulate photosphere oating on the gaseous body of the Sun. The idea would dominateastrophysical thought for the next 50 years. Secchi appears to have drafted the article, as a response to Gustav Kirchho’s proposal, echoing early Galilean ideas, that sunspots represented clouds which oated above the photosphere. Other than presenting a newsolar model, noteworthy aspects of this work include Secchi’s appropriate insistence that materials do not emit the same light at the same temperature and his gentle rebuke of Kirchho relative to commenting on questions of astronomy.
Increasing variational solutions for a nonlinear $p$-laplace equation without growth conditions

Abstract: By means of a recent variational technique, we prove the existence of radially monotone solutions to a class of nonlinear problems involving the $p$-Laplace operator. No subcriticality condition (in the sense of Sobolev spaces) is required.

Abstract: In this note we prove the existence of radially symmetric solutions for a class of fractional Schr\"odinger equation in (\mathbb{R}^N) of the form {equation*} \slap u + V(x) u = g(u), {equation*} where the nonlinearity $g$ does not satisfy the usual Ambrosetti-Rabinowitz condition. Our approach is variational in nature, and leans on a Pohozaev identity for the fractional laplacian.

Abstract: We prove the existence of solutions for the singularly perturbed Schr\"odinger--Newton system {ll} \hbar^2 \Delta \psi - V(x) \psi + U \psi =0 \hbar^2 \Delta U + 4\pi \gamma |\psi|^2 =0 . \hbox{in $\mathbb{R}^3$} with an electric potential (V) that decays polynomially fast at infinity. The solution $\psi$ concentrates, as $\hbar \to 0$, around (structurally stable) critical points of the electric potential. As a particular case, isolated strict extrema of (V) are allowed.
