Abstract: this article examines the possibilities of dialogue between the courts and representative institutions (congress and the executive branch). first, it describes new forms of communication between congress and the courts, according to how diverse elements vary. second, it describes the possibilities of dialogue between congress and the executive. third, it develops the "structural reform litigation" for non-dialectic interchange. fourth, it criticizes existing forms of communication and proposes a new model that will give congress the last institutional word.

Abstract: Este artículo desarrolla las posibilidades del diálogo entre las cortes y las instituciones representativas (Congreso y Ejecutivo). Primero, describe nueve formas de comunicación entre el Congreso y las cortes, según cómo varíen distintos elementos. Segundo, describe las posibilidades de diálogo entre el Congreso y el Ejecutivo. Tercero, desarrolla el denominado "litigio de reforma estructural", que propicia una comunicación no dialéctica entre las cortes y las instituciones representativas. Cuarto, se realiza una crítica a las formas de comunicación existentes y se propone un nuevo modelo que concede al Congreso la última palabra institucional. Effect of Hydrogen in Adsorption and Direct Dissociation of CO on Fe (100) Surface: A DFT Study  [PDF]

Abstract: Density functional theory was employed to investigate the effect of the hydrogen in the adsorption and direct dissociation of CO on Fe (100) surface. The preadsorption of hydrogen with coverages of 0, 1/3 and 2/3 monolayer (ML) was used in the present investigation. In the case of 1/3 ML of hydrogen, two configurations of adsorption were studied. The presence of hydrogen shows a major transference of electronic density from Fe surface to CO adsorbed, increasing the adsorption energy of CO from 2.00 eV in clean surface, to 2.76 eV in 2/3 ML of hydrogen. Furthermore, the activation barrier for direct dissociation of CO was 1.13 eV and for the recombination energy 2.28 eV on clean Fe (100) surface. In the same way, the activation barrier for CO in the presence of coadsorbed hydrogen was slightly affected presenting values of 1.06 eV and 1.16 eV to 1/3 ML configurations and 0.98 eV for 2/3 ML of hydrogen. Finally, the recombination energy decreases to 1.63 eV and 1.49 eV for 1/3 ML configurations and to 1.23 eV for 2/3 ML of coadsorbed hydrogen. These results indicate that the CO adsorption and dissociation are favored in the presence of hydrogenated surfaces.
Outbreak of Shigella sonnei in a rural hotel in La Gomera, Canary Islands, Spain

Abstract: shigella sonnei is a significant cause of gastroenteritis in both developing and industrialized countries. knowledge of the diversity and antimicrobial susceptibility of the bacterium may be helpful in the management of both individual cases and outbreaks. this study was undertaken to evaluate the molecular epidemiology of an outbreak of diarrhea due to s. sonnei. the outbreak involved 14 of 28 (50%) tourists in a small rural hotel in la gomera, canary islands, spain. all of the s. sonnei isolates recovered had the same antimicrobial susceptibility and pulsed-field gel electrophoresis patterns, suggesting that the outbreak was produced by a single strain.
El "problema educacional" entre 1920-1937: una historia de reformas y limitaciones

Abstract: En el período comprendido entre 1920 (promulgación de la Ley de Instrucción Primaria Obligatoria) y 1937 (luego de la promulgación de la Ley de edificación escolar), el sistema educacional fue un laboratorio de experimentación de una secuencia de proyectos de reforma integral que pretendieron brindar una solución definitiva al "problema educacional". Sin embargo, todos estos esfuerzos no se tradujeron en avances significativos ya que ni siquiera fue posible implementar la Ley de 1920, considerada un hito por la bibliografía educacional, pues nunca hubo ni voluntad política ni recursos para resolver las limitaciones de la edificación y la indigencia escolar. Between 1920, when the Mandatory Law on Primary Education was enacted, and 1937 which saw the enactment of a Law dealing construction of educational premises, the Chilean educational system became a sort of laboratory in which a large number of projects concocted in several efforts to find a definitive solution to the "educational problem". However, the manifold efforts did not derive in meaningful advances in so far as not even the 1920 law on mandatory primary education was fully implemented. This was the outcome of the lack of the political will and resources required.

Hypothalamic metabolic compartmentation during appetite regulation as revealed by magnetic resonance imaging and spectroscopy methods

Abstract: We review the role of neuroglial compartmentation and transcellular neurotransmitter cycling during hypothalamic appetite regulation as detected by Magnetic Resonance Imaging (MRI) and Spectroscopy (MRS) methods. We address first the neurochemical basis of neuroendocrine regulation in the hypothalamus and the orexigenic and anorexigenic feed-back loops that control appetite. Then we examine the main MRI and MRS strategies that have been used to investigate appetite regulation. Manganese-enhanced magnetic resonance imaging (MEMRI), Blood oxygenation level-dependent contrast (BOLD), and Diffusion-weighted magnetic resonance imaging (DWI) have revealed Mn2+ accumulations, augmented oxygen consumptions, and astrocytic swelling in the hypothalamus under fasting conditions, respectively. High field 1H magnetic resonance in vivo, showed increased hypothalamic myo-inositol concentrations as compared to other cerebral structures. 1H and 13C high resolution magic angle spinning (HRMAS) revealed increased neuroglial oxidative and glycolytic metabolism, as well as increased hypothalamic glutamatergic and GABAergic neurotransmissions under orexigenic stimulation. We propose here an integrative interpretation of all these findings suggesting that the neuroendocrine regulation of appetite is supported by important ionic and metabolic transcellular fluxes which begin at the tripartite orexigenic clefts and become extended spatially in the hypothalamus through astrocytic networks becoming eventually MRI and MRS detectable.

Abstract: the answer that i give to the problem of nominalism in the work of baruch spinoza determines in a decisive fashion the possibilities of replying affirmatively to the question about human nature. to decide (along with a large number of contemporary interpreters of spinoza's philosophy) that the latter is ultimately built upon nominalistic principles forces us to do away with every ontological foundation of human nature, touchstone concept of spinoza's deduction both of the affects and of the therapeutic strategies that show the way to beatitudo. my aim, on the contrary, consists in bringing to light the necessarily universal component that underlies spinoza's psychology. aiming at this, i review not only certain key aspects regarding the problem of the kinds of knowledge, but also the spinozistic theory of definition.

Abstract: el proyecto consiste en una vivienda prefabricada de 93 mt2 construida con cuatro contenedores marítimos: dos de 20 pies y dos de 40 pies. la ventaja de este tipo de construcción por sobre otras, es que se construye en plazos muy reducidos, de esta manera se generan las mínimas molestias por construcción en el lugar donde se emplazará, además de dar al propietario la posibilidad de trasladar su vivienda donde él quiera con posterioridad.

Abstract: in recent years, existingforms of daily urban mobility and their social and environmental impacts have become issues of debate and public concern. in this article we explore this issue through a specific case study: the analysis of the motives and perceptions that lie behind the acquisition and use of cars by low income residents in santiago de chile. firstly we analyze how the car and the type of urban mobility that is generated are understood in terms of social and urban theory. secondly, we present some general tendencies of car use in santiago. next we look in detail at the principal arguments behind acquisition, use and valuing of the vehicle by a group of low income users in the city. finally, we offer, based on the analysis, some ideas that can contribute to the design of public policies that incentivize forms of sustainable urban mobility in the city.
