La política cultural de la Diputación de Barcelona. La influencia del contexto político institucional y de la articulación entre administraciones en el desarrollo de un modelo singular de cooperación cultural

Abstract: Cómo se puede entender que una administración pública que a principios de la Transición a la democracia pareciera abocada a su desaparición se haya convertido durante los últimos treinta a os en un actor central de la política cultural en Catalu a? Sin duda, su potente apuesta por la cultura y su orientación hacia la prestación de servicios a los municipios a partir de redes de equipamientos culturales aportarían las claves del éxito. No obstante, este artículo plantea que la política cultural de la Diputación de Barcelona (DIBA), debe entenderse sobre todo a partir de la influencia del marco político institucional y el reparto del poder político que caracterizó a Catalu a durante treinta a os y, en la conflictiva articulación de las administraciones públicas en relación a la cultura. Un ámbito que como se plantea debe ser analizado como un sistema de relaciones en el que los actores institucionales cooperan o compiten para marcar los objetivos y las pautas de relación en un sector de la acción pública que progresivamente se ha convertido en más complejo y más relevante para el desarrollo socioeconómico y la legitimación de las administraciones públicas. Es en este marco de análisis que podemos comprender la apuesta estratégica de la DIBA y las causas de que sea considerado a la vez un modelo a emular y un caso singular en política cultural.

Abstract: Nowadays, the use of Radio Frequency Identification (RFID) systems in industry and stores has increased. Nevertheless, some of these systems present privacy problems that may discourage potential users. Hence, high confidence and effient privacy protocols are urgently needed. Previous studies in the literature proposed schemes that are proven to be secure, but they have scalability problems. A feasible and scalable protocol to guarantee privacy is presented in this paper. The proposed protocol uses elliptic curve cryptography combined with a zero knowledge-based authentication scheme. An analysis to prove the system secure, and even forward secure is also provided. Towards SiPM camera for current and future generations of Cherenkov telescopes

Abstract: So far the current ground-based Imaging Atmospheric Cherenkov Telescopes (IACTs) have energy thresholds in the best case in the range of ~30 to 50 GeV (H.E.S.S. II and MAGIC telescopes). Lowest energy gamma-ray showers produce low light intensity images and cannot be efficiently separated from dominating images from hadronic background. A cost effective way of improving the telescope performance at lower energies is to use novel photosensors with superior photon detection efficiency (PDE). Currently the best commercially available superbialkali photomultipliers (PMTs) have a PDE of about 30-33%, whereas the silicon photomultipliers (SiPMs, also known as MPPC, GAPD) from some manufacturers show a photon detection efficiency of about 40-45%. Using these devices can lower the energy threshold of the instrument and may improve the background rejection due to intrinsic properties of SiPMs such as a superb single photoelectron resolution. Compared to PMTs, SiPMs are more compact, fast in response, operate at low voltage, and are insensitive to magnetic fields. SiPMs can be operated at high background illumination, which would allow to operate the IACT also during partial moonlight, dusk and dawn, hence increasing the instrument duty cycle. We are testing the SiPMs for Cherenkov telescopes such as MAGIC and CTA. Here we present an overview of our setup and first measurements, which we perform in two independent laboratories, in Munich, Germany and in Barcelona, Spain.

Abstract: objective: to describe the factors related to adult sexual assaults attended in a referral hospital in the city of barcelona (spain). methods: we carried out an individual-based cross-sectional study of sexual assaults treated in the emergency department between 2005 and 2008. results: a total of 712 patients (95.5% female) were treated. the median age of assaulted women was 25 years. complaints were made in 87.5% of cases and assaults were made by a single attacker in 84.5%. when the perpetrator was known, the profile of the victim (p<0.05) was as follows: the victim was assaulted at home (81.5%), the perpetrator acted alone (94.2%), the mechanism of aggression was penetration (89.3%) and the attack took place during the week (63.3%). conclusions: analysis of sexual assaults allows for different risk groups to be established, which facilitates the development of specific protocols and guidelines for effective aid and full treatment.

Abstract: Las gotas orales de picosulfato de sodio son muy efectivas en el tratamiento del estre imiento agudo y crónico en paciente de todas las edades. Se realizó un estudio de estabilidad de una formulación de picosulfato de sodio, para su administración por vía oral, que cumpliera con los requisitos de calidad exigidos para el producto, como: características organolépticas, pH, valoración y conteo microbiológico. Como resultado se logró una formulación con un tiempo de vida útil de 12 meses, a temperatura ambiente de 30 ± 2 °C. Se mantuvieron invariables sus características físicas, químicas y microbiológicas durante el estudio de estabilidad realizado. Relationship between Modified Mercalli Intensity and peak ground acceleration in Myanmar  [PDF]

Abstract: In this study, the previously reported isoseismal maps are compiled and used to carefully investigate the macroseismic intensity in terms of the Modified Mercalli Intensity (MMI) scale, based on the engineering ground-motion parameter, as the peak ground acceleration (PGA), inferred from the ground-motion attenuation characteristic of Myanmar. The preliminary relationship between the MMI and PGA is reported to be a function of log10(PGA) = 0.2526MMI – 3.1006. The strongly correlated MMI-PGA relationship obtained in this study, if confirmed, will be particularly useful in real-time applications for damage prediction or engineering parameter determination when an earthquake occurs in or nearby to Myanmar. Compared with the previously proposed MMI-PGA relationships for other regions, the standard of building construction in Myanmar is not high enough to withstand the hazards from earthquakes, particularly at higher levels of ground motion. Therefore, the standard building code for Myanmar should be modified in order to reduce future hazards arising from earthquakes.

Abstract: Molybdenum silicides alloys with different Mo and Cr additions were produced by the arc cast method. The microstructure revealed mostly single phase structure. Mechanical properties were evaluated in the alloys, showing a decreasing behavior on microhardness. Fracture toughness values were obtained from cracks produced by Vickers indentation technique, showing that ternary alloying did not have a significant effect. Vacancy studies demonstrated that thermal vacancies along the transition line slightly affected the mechanical behavior.

Abstract: The Cherenkov Telescope Array (CTA) is the next generation ground-based very high energy gamma-ray observatory. The Large-Sized Telescope (LST) of CTA targets 20 GeV -- 1 TeV gamma rays and has 1855 photomultiplier tubes (PMTs) installed in the focal plane camera. With the 23 m mirror dish, the night sky background (NSB) rate amounts to several hundreds MHz per pixel. In order to record clean images of gamma-ray showers with minimal NSB contamination, a fast sampling of the signal waveform is required so that the signal integration time can be as short as the Cherenkov light flash duration (a few ns). We have developed a readout board which samples waveforms of seven PMTs per board at a GHz rate. Since a GHz FADC has a high power consumption, leading to large heat dissipation, we adopted the analog memory ASIC "DRS4". The sampler has 1024 capacitors per channel and can sample the waveform at a GHz rate. Four channels of a chip are cascaded to obtain deeper sampling depth with 4096 capacitors. After a trigger is generated in a mezzanine on the board, the waveform stored in the capacitor array is subsequently digitized with a low speed (33 MHz) ADC and transferred via the FPGA-based Gigabit Ethernet to a data acquisition system. Both a low power consumption (2.64 W per channel) and high speed sampling with a bandwidth of $>$300 MHz have been achieved. In addition, in order to increase the dynamic range of the readout we adopted a two gain system achieving from 0.2 up to 2000 photoelectrons in total. We finalized the board design for the first LST and proceeded to mass production. Performance of produced boards are being checked with a series of quality control (QC) tests. We report the readout board specifications and QC results.

Abstract: the concept of value and its relationship with the forms of social conciousness are defined. the moral values that must characterize the ethic conduct of the physician are identified based on the review of diverse ethics codes (national and international) of the profession and some experiences and propositions existing in cuba as to the formation of values, specially in higher medical education. we pretend with this paper to contribute to a better and more conscious understanding of the process of formation of values, as well as of the present status of its study.
