Open Journal of Social Sciences (JSS) , 2015, DOI: 10.4236/jss.2015.33022
Abstract: Disaster science is an academic field that explores mechanisms of disasters, investigates economic, social, and environmental impact of disasters, and develops systems for disaster prevention, mitigation, and restoration. After the 2011 Great East Japan (Tohoku) earthquake and tsunami disaster, reduction and avoidance of potential losses from disasters have received much attention. The purpose of this article is to introduce a new research field in disaster science called disaster cognitive psychological science. First, we define disasters in disaster science. Second, disaster cognitive psychological science is introduced. The scopes of disaster cognitive psychological science are 1) to clarify human mental processes and behaviors in any situation related to disasters such as evacuation behavior, risk perception, and decision making, and 2) to develop and evaluate new systems for disaster prevention, mitigation, and restoration such as education and training programs for disaster prevention. Finally, disaster cognitive psychological science research has only just begun. We shall continue our research related to disaster cognitive psychological science.
Hospital Foundation: A SWOT Analysis  [PDF]

Abstract: The reform of Portuguese public hospitals can be described as an evolution by “waves”. A first “wave” took place in 2002, when 34 public hospitals were transformed into State-owned hospital enterprises (SA hospitals). Subsequently, in January 2006, the SA hospitals and some of the traditional public administration hospitals (SPA hospitals) were changed into public business enterprises (EPE hospitals). That was the second “wave” that is the stage we are at pre- sent. A possible third “wave” can be related with the possibility of conversion of the EPE hospitals into State Hospital Foundations (SHF). This paper tries to identify if this new management model has more capacity to influence positively values such as efficiency, equity, quality, governance, empowerment and accountability than the previous existing model. For this purpose it was developed a strategic analysis including an evaluation of some internationals experi- ences, and also a SWOT analysis was performed. The authors conclude that the introduction of SHF model is a very plausible alternative. The model of governance can make the difference and promote its implementation. Due to the participative management model, the process of accountability can be more “visible” and the regulatory process of this management model seems to be more effective.
A New Class of Time-Consistent Dynamic Risk Measures and its Application  [PDF]

Technology and Investment (TI) , 2013, DOI: 10.4236/ti.2013.41B008
Abstract: We construct a new time consistent dynamic convex cash-subadditive risk measure in this paper. Different from exist-ing measures, both potential loss and volatility of risky objects are considered. Based on a one-period measure that dis-torts financial values, punishes downside risk yet rewards upside potential, a dynamic time consistent version is con-structed recursively through a modified translation property. We then establish a portfolio selection model and give its optimal condition.

Engineering (ENG) , 2013, DOI: 10.4236/eng.2013.510B094

We screened the bacteria with restoration and purification functions in lake water and found that,Bacillus subtilishad the highest water purification ability. Photosynthetic bacteria, lactobacillus bacteria, nitrifying bacteria and oligotrophic bacteria also showed different levels of lake water purification and restoration. L1873orthogonal experiments were designed to optimize the ratio of complex agents to get the best ratio of various bacteria as 10g/LBacillus subtilis, 2g/L photosynthetic bacteria, 0.8g/L lactobacillus, 0.6g/L nitrifying bacteria 1, 0.4g/L nitrifying bacteria 2 and 0.6g/L oli-gotrophic bacteria. When lake water was purified for 30 d under this ratio, total phosphorus content decreased 85.90%, total nitrogen content decreased 70.96%, and COD value decreased 81.19%.

Fang Yang, Rui Zhu
Engineering (ENG) , 2013, DOI: 10.4236/eng.2013.510B096

Using sludge at the bottom of Hengshui Lake as samples, and screened out the SJ-9 strain with PHA synthesis capability by enrichment, purification, Nile blue staining, far-infrared spectroscopy and gas qualitative and quantitative analysis. The infrared scanning of SJ-9 bacteria product showed that this product was middle chain PHA. Optimization of SJ-9 fermentation conditions obtained the optimal conditions with optimal carbon source of sodium butyrate, optimal C/N of 35, optimal fermentation time of 120 h, and optimal initial pH for culture substrate of 7.0. 10 L fermenter amplification culture under these conditions showed consistent results with flask culture, and the bacteria and PHA had the highest yields at 120 h, with the maximal yields of 6.81 and 2.36 g/L, respectively.

After about three years of the sub-prime mortgage crisis, the American Congress passed its new financial supervision bill on July 15, 2010, which is called Dodd-Frank Wall Street Reform and Consumer Protection Act. This act was then singed to be in effect by President Obama on July 21. This act is named as the most serious financial supervision act passed ever since the Great Depression in 1933. This paper systematically reviews and analyzes the background, major content, effect, and historical dimension of the bill, and on this basis, it presents some implications to the financial governance reform in emerging markets, such as the maintenance of a proper level of financial deregulation, the protection of interests of financial product consumers, the cultivation of ethical value and social responsibility of financial executives or government leaders, etc.

It plays an important role in establishing and maintaining competitive advantages in multinational corporations (MNCs). MNCs transfer knowledge among parent corporations and foreign subsidiaries. While multinational firms tend to send outstanding expatriates to foreign subsidiaries to transfer knowledge. In this study, we theoretically indentify three dimensions during the knowledge transfer among expatriates and local staff: ability, motivation and seeking for the opportunities to transfer knowledge. Then we integrate the ability-motivation-opportunity with the absorptive capacity of corporations. The result shows that knowledge transfer from expatriates has indirect impact on performances of foreign subsidiaries, which will be stronger as the absorptive capacity of corporation becomes stronger.

With knowledge economy age’s coming, knowledge transfer is the significant method to make organization more competitive, and also help organizational innovation, which can help organization has its own core competence. Information processing is no longer the key bottleneck in the organization, the biggest challenge facing the organization, but the knowledge creation and transfer to promote a transnational knowledge transfer research in the ascendant. As in Taiwan, the economic downturn and the rising cost force Taiwan-funded enterprises to continue to find a way out, while the mainland has good infrastructure, abundant labor, and similar cultural background, so the mainland becomes the best choice of Taiwan businessmen. But even so, they still face the problem of the effectiveness of knowledge transfer. In this study, the relationship between the factors in the parent-subsidiary of Taiwan-funded starts to investigate the effectiveness of knowledge transfer from the communication channels, the level of trust, organizational distance and cultural distance four dimensions. Then we expand social communication channels to increase the knowledge, training, and the relevant recommendations to enhance the building of enterprise culture of high-tech enterprises.
