El papel de la Sociedad Civil en la construcción de sistemas de salud equitativos

Abstract: objective to provide evidence on the contribution of the civil society to the building of equitable health systems. data source several sources of information, search engines and databases were reviewed, such as goggle, un websites, the training and research support center, the southern africa regional network for equity in health, the civil society initiative by who, paho and public and private initiatives. the reviewed articles included research files, published peer-reviewed articles, gray literature, systematic reviews of specialized documents and reports on this topic. some of the key words were: health system-centered persons, equity and public policies, non-governmental organizations and intersectoral actions in health. data synthesis evidence showed that the civil society has contributed to the building of equitable health systems due to its subject and population-centered approach, the intersectoral action in favor of health and the empowerment and social mobilization. however, a lot of actions taken by the civil society organizations have favored the global and national policies that defen private market interests. in some cases, these actions have been targeted, minimal, biased or insignificant with respect to the challenges of health equity or they have served to hide the non-existence of commitment by the governments to the poor, the vulnerable and the excluded people. conclusions it is required to have a general ethical and political perspective directed to recognize and strenghten the role of the civil society to improve health and reduce health inequities.

Abstract: Objetivo Proveer evidencias sobre la contribución de la Sociedad Civil a la construcción de sistemas de salud equitativos. Fuente de datos Se revisaron diferentes fuentes de información, buscadores y bases de datos, entre ellas, Google, los sitos Web de las Naciones Unidas, el Training and Research Support Centre, The Southern Africa Regional Network for Equity in Health, la Iniciativa sobre la Sociedad Civil de la OMS, la OPS e iniciativas públicas y privadas. Los artículos que se revisaron incluyeron archivos de investigación, artículos publicados con revisión de pares, literatura gris, revisiones sistemáticas de documentos e informes especializados sobre el tema. Algunas de las las palabras clave empleadas fueron: personas centradas en sistemas de salud, equidad y políticas públicas, organizaciones no gubernamentales y sistemas de salud, organizaciones no gubernamentales y acción intersectorial en salud. Síntesis de los datos Las evidencias muestran que la Sociedad Civil ha podido contribuir a constituir sistemas de salud equitativos por su enfoque centrado en las personas y en la población, en la acción intersectorial por la salud y en el empoderamiento y movilización social. Sin embargo, muchas acciones de organizaciones de la Sociedad Civil también han sido funcionales a las políticas globales y nacionales que defienden intereses privados del mercado. Tales acciones en algunos casos han sido focalizadas, mínimas, sesgadas e insignificantes en relación con los desafíos de la equidad en salud, o han servido para ocultar la falta de compromiso de los gobiernos con los pobres, vulnerables y excluidos. Conclusiones Se hace necesaria una perspectiva ética y política general orientada a reconocer y fortalecer el papel de la Sociedad Civil para mejorar la salud y reducir las inequidades en salud. Distinguishing Stationary/Nonstationary Scaling Processes Using Wavelet Tsallis -Entropies

Abstract: Classification of processes as stationary or nonstationary has been recognized as an important and unresolved problem in the analysis of scaling signals. Stationarity or nonstationarity determines not only the form of autocorrelations and moments but also the selection of estimators. In this paper, a methodology for classifying scaling processes as stationary or nonstationary is proposed. The method is based on wavelet Tsallis -entropies and particularly on the behaviour of these entropies for scaling signals. It is demonstrated that the observed wavelet Tsallis -entropies of 1/ signals can be modeled by sum-cosh apodizing functions which allocates constant entropies to a set of scaling signals and varying entropies to the rest and that this allocation is controlled by . The proposed methodology, therefore, differentiates stationary signals from non-stationary ones based on the observed wavelet Tsallis entropies for 1/ signals. Experimental studies using synthesized signals confirm that the proposed method not only achieves satisfactorily classifications but also outperforms current methods proposed in the literature.

Abstract: the present article advocates the need for epistemological training prior to the study of biostatistics and epidemiology. taking plato as the starting point, we reached this conclusion after analysis of the paradigm problems affecting biostatistics and the connotations of causality and research time in major epidemiological designs. external validity is intimately linked to the philosophical problem of induction. evidence-based health could be renamed as "neopositive health" and could possibly have a french origin.

Abstract: this document presents a theoretical and empirical review on main determinants that influence the family planning use. some of the variables analyzed are civil status of women, educational level, knowledge and use of family planning methods, family planning of teenage population, among others. within empirical evidence was found that the knowledge of anticonception methods is generalized, existing a high use of familiar planning methods by sexually active married or cohabiting women. moreover, it is stated that although the use of planning methods has increased in teenage girls, it continues to be low. also, there is a positive relationship between women educative level and their knowledge about anticonception methods and the demand for health services. additionally, it is observed for latin america and the caribbean, that the use of anticonceptives has increased considerably in the last two decades although in a heterogeneously manner per country.

Abstract: Objeto: Este artículo analiza los contenidos del IV Convenio General de la Construcción 2007-2011 y de los Convenios Colectivos Provinciales de la Comunidad Autónoma de Andalucía con la finalidad de conocer el impacto de la Ley Orgánica 3/2007 para la Igualdad efectiva de Mujeres y Hombres en la negociación colectiva del sector de la construcción.Dise o/metodología/enfoque: Se ha recopilado y analizado los contenidos de los nueve convenios, aplicándose en todo momento la perspectiva de género con la finalidad de identificar cláusulas y disposiciones que garanticen o busquen la igualdad real entre mujeres y hombres en las condiciones laborales.Aportaciones y resultados: Este artículo revela que la negociación colectiva del sector de la construcción en el ámbito andaluz no está desempe ando el importante papel que se le ha otorgado como dinamizadora y garante de la igualdad entre mujeres y hombres en el ámbito laboral, lo que ha impulsado a las autoras a plantear reflexiones y recomendaciones.Originalidad / Valor a adido: Evalúa el impacto de la Ley Orgánica 3/2007 para la Igualdad efectiva de Mujeres y Hombres y plantea una reflexión sobre el grado de cumplimiento de la misma.

Abstract: the development of an archaeological survey on the coast of dawson and wickham island, located in a strategic position between different path roads that connect the central portion of the magellan strait with the fueguian archipelago, allowed detecting 27 sites that correspond to former marine hunter-gatherer camps of the inhabitants of the zone. the accomplishment of excavations in six of these sites allowed recovering an interesting set of archaeological fauna remains. from the analysis of these assemblages, we describe the main observed characteristics and offer a first panorama referred to the subsistence of the groups that lived in this zone of the fueguian archipelago.

Abstract: this paper analyzes three types of interleavers: block, golden and golden relative to determine their performance in of low voltage power line channel. the model of noise given by middleton is used for the simulation of the low voltage power line channel and the algorithm used to generate gaussian noise is based on the box-muller method. the performance of interleavers block, golden and golden relative is compared in relationship to the length of the words versus the signal to noise ratio. the error bit by word versus signal to noise ratio is compared also. the codification of line used is no return to zero. it is concluded that the interleavers of golden has the best performance, thus it can be used in data transmission in low-voltage power line, reducing errors consecutive bits produced by impulse noise.
