Abstract: this is a study conducted by the unit for health technology assessment of universidad simon bolivar, in order to assess the technology of 54 outpatient primary health centers for the government of miranda state, venezuela. the health network is of recent creation (2009), when the central government absorbed by presidential decree its original 250 outpatient facilities. in the discussion of the results, a proposal was made for the implementation of a health plan and technology management, to improve the performance of health programs developed by the government.

Abstract: this paper analyses household income mobility in chile between 1996 3nd 2001. compared to industrialized and most developing countries, mobility has been quite high. the purpose of this paper is to apply a binomial probit model and split analysis into assessment of individuals and households on the relative income distribution. main results are that moving from unemployment to employment significantly increases probability of moving up and decreases probability of moving down. technical-professional education is promoting move up on the relative income scale and it is protecting movement down. an important result is that high-school education decreases probability of degradation.

Abstract: Este artículo analiza la movilidad de ingresos de los hogares en Chile entre los a os 1996 y 2001. En comparación con los países desarrollados e industrializados, la movilidad ha sido bastante alta. El propósito de este artículo es aplicar un modelo probit binomial y dividir el análisis de la distribución de ingresos relativa entre los individuos y los hogares. Los principales resultados son que el movimiento del desempleo al empleo aumenta significativamente la probabilidad de movilidad ascendente y disminuye la probabilidad de movilidad descendente. La educación técnico-profesional promueve la movilidad ascendente en la escala de ingresos relativos y protege el movimiento descendente. Un importante resultado es que la escolaridad secundaria disminuye la probabilidad de descenso.

Abstract: En este artículo se presentan los principales resultados de la evaluación que se llevó a cabo relacionada con la implementación del método de optimización PSO de convergencia garantizada en topología alternante con el método simplex, en un procesador digital de se ales (DSP). Se comparó desempe o con funciones de prueba convencionalmente utilizadas en la evaluación de algoritmos de optimización. Se hizo la programación en el DSP confirmando la viabilidad de su implementación en este tipo de dispositivo caracterizado por ser transportable, de reducido tama o, flexibilidad y bajo costo. No obstante este logro, se encontró que su mayor tiempo de cómputo sigue siendo aún su principal debilidad, al menos con el tipo de funciones probadas. This article shows the main results of an evaluation related to the implementation of the convergence PSO method assured in alternating topology with the simplex method, in a Digital Signal Processor (DSP). Comparisons on the performance of testing functions conventionally used for the evaluation of optimization algorithms were made. A programming was executed on the DSP confirming the feasibility of its implementation in this kind of device characterized by its small size, low cost, and portable feature. Despite this achievement, it was found that its longest computation time is still its main weakness, at least with the kind of functions tested.
Regulation and Function of Syk Tyrosine Kinase in Mast Cell Signaling and Beyond

Abstract: The protein tyrosine kinase Syk plays a critical role in FcεRI signaling in mast cells. Binding of Syk to phosphorylated immunoreceptor tyrosine-based activation motifs (p-ITAM) of the receptor subunits results in conformational changes and tyrosine phosphorylation at multiple sites that leads to activation of Syk. The phosphorylated tyrosines throughout the molecule play an important role in the regulation of Syk-mediated signaling. Reconstitution of receptor-mediated signaling in Syk-/- cells by wild-type Syk or mutants which have substitution of these tyrosines with phenylalanine together with in vitro assays has been useful strategies to understand the regulation and function of Syk. 1. Introduction The clustering of the high-affinity receptor for IgE (FcεRI) initiates a series of biochemical events in mast cells or basophils that culminate with the release of preformed mediators from granules together with the synthesis and release of lipid mediators and cytokines [1–6]. The FcεRI is a member of a larger family of multisubunit immune recognition receptors (MIRRs), which also includes the T-cell receptor (TCR), the B-cell receptor (BCR), and some other Fc receptors (FcR) like FcγRI and FcγRIII [7]. These receptors have no intrinsic catalytic activity. Instead, their activation results in phosphorylation of the two tyrosines in the ITAM (immunoreceptor tyrosine-based activation motif) within the cytoplasmic tails of subunits of the receptor. ITAM-based signaling shares a common signal transduction mechanism, where the recruitment and activation of Syk or ZAP-70 is a critical step for these immunoreceptors to activate these cells [8, 9]. This paper summarizes important studies and new findings on regulation and function of Syk in mast cell signaling and some other cells. 2. Syk-Mediated FcεRI Activation FcεRI is a tetrameric structure formed by the complex αβγ2 chains. The α-subunit binds the Fc portion of IgE at a ratio of 1?:?1 while the β-subunit and the disulphide-linked γ-subunits contain ITAMs in their cytoplasmic tail [5, 10]. Aggregation of FcεRI results in phosphorylation of the tyrosines within the ITAMs by Lyn, or another member of the Src family of tyrosine kinases that associate with the receptor. Phosphorylated ITAM then serves as a docking site for Syk; this binding of Syk through its SH2 domains results in a conformational change of Syk which allows trans- and autophosphorylation of its catalytic domain, as well as phosphorylation by Lyn, thereby increasing Syk enzymatic activity [2, 11]. Abstract: the article studies panopticism as an architectural expression of modem power, from the perspective of its functioning and possible presence in the current logic of globalized capitalism. in this context, it identifies a new technology of post-panoptical power, which is closely linked to the neoliberal-biopolitical rationality of our contemporary societies. this new framework involves an organization of the space which reaches náther the reticulated pattern nor the normalized vigilance of the panopticum and which could be called "synoptic". neoliberal biopolitics thus would endow fluidity to territories; it would even render them into a uniform surface of consumption and would saturate those places where heterogeneity is displayed. this article concludes by establishing the immunitary nature of the production of space and of subjectivity articulated by the technology of neoliberal governamentality and manifested specifically in the segregation of the urban territory.

Abstract: we deal with the meaning of the ethical question in foucault's thought. we find first that he makes two criticisms: (1) of the subject as a category, and (2) of the subject as the outcome of relations of power and knowledge. such criticisms relate to the ethical question as its conditions of possibility. then, we study the genealogy of this new dimension of ethics, analyzing its different historical configurations. this work shows that it is necessary to bring about an aesthetics of existence. this is tackled starting from a reworking of the pars construens of foucault's philosophy, whose central aspect turns about ethics conceived as care for freedom

Abstract: Se analiza, en primer lugar, la representación del espacio urbano que se articula en algunos de los relatos utópicos clásicos (Moro, Campanella). En estos escritos nos encontramos ante una propuesta de sociedad ideal como expresión de la voluntad ordenadora de la razón humana que se enfrenta a la naturaleza y que apuesta por la edificación de un futuro mejor. En este contexto, las ciudades so adas por las utopías deben considerarse como esbozos imaginarios de un concepto de construcción real que determinó significativamente buena parte de la modernidad urbana. Dicha voluntad utópica ha sufrido un importante resquebrajamiento a partir de la segunda mitad del Siglo XX, como lo testimonian una serie de relatos contra-utópicos en la literatura (Orwell, Huxley o Dick) y, sobre todo, en la cinematografía reciente (Blade Runner, Brazil o Matrix). Este desplazamiento en el dise o de las ciudades del futuro trae consigo una inversión en los códigos del discurso utópico, que sería fiel reflejo de la experiencia contemporánea del sujeto en el espacio urbano y consecuencia del desarrollo y la crisis de la modernidad occidental. Todo esto implica, además, una mutación decisiva en la noción de futuro que afectaría sustancialmente a nuestra civilización de principios del Siglo XXI.
