Endovascular Treatment and Selective Image Guided Partial Resection of Epidural Spinal Vascular Malformation in Klippel-Trenaunay Syndrome: Case Report  [PDF]
Ramon Navarro, Stephen Pirris, Ricardo A. Hanel
Open Journal of Modern Neurosurgery (OJMN) , 2014, DOI: 10.4236/ojmn.2014.44035
Abstract: Background: Klippel-Trenaunay-Weber syndrome is a rare congenital condition that may involve the central nervous system with extensive vascular malformations, and soft-tissue hypertrophy of the affected limb. Methods: A 51-year-old patient underwent previous procedures including decompressive laminectomy and endovascular embolization using Onyx and a self-expandable stent. However, recanalization of the malformation was observed, his symptoms progressed, and the decision was made to undergo selective surgical resection with intraoperative image guidance using Stealth system paired with the O-arm. Results: Adequate decompression of the affected spinal cord and cervical roots were obtained, and the patient’s symptoms improved. Conclusion: Since the typical anatomic landmarks were obliterated by the extensive vascular malformation and previous surgery, intraoperative image guidance proved to be very beneficial. This case reports on the usage of spinal navigation to efficiently dissect out the affected nerve roots and avoid vascular injury by referencing the Onyx and stent.
A Method for Environmental Data Management Applied to Megasites in the State of Sao Paulo, Brazil  [PDF]
Marcos Barbosa, Reginaldo A. Bertolo, Ricardo Hirata
Journal of Water Resource and Protection (JWARP) , 2017, DOI: 10.4236/jwarp.2017.93021
Abstract: The management of contaminated areas with multiple sources of contamination (megasites) is among the biggest challenges for the Brazilian environmental agencies, especially because aquifers in big urban areas, like the Sao Paulo Metropolitan Region, are important sources of water for human supply purposes. One of the main reasons that hamper the proper management of urban environmental problems is a lack of a unified system where all information can be easily integrated into regional studies. To address this problem, a method for data integration and management using a Geographic Information System (GIS) was developed. This method was applied to the case of a regional contamination of an aquifer by chlorinated solvents at a former industrial district in Sao Paulo city, named Jurubatuba, but the final product might also be used for data management of contaminated areas for the entire State of Sao Paulo. The main result obtained was that the site-by-site approach for aquifer contamination management is ineffective. Furthermore, there are many other suspected and potential sources of contamination without any information available after more than 10 years since the contamination problem was discovered at the FIZ 131.
Federalismo y políticas ambientales en la Región Metropolitana de Buenos Aires, Argentina
Gutiérrez,Ricardo A;
EURE (Santiago) , 2012, DOI: 10.4067/S0250-71612012000200006
Abstract: in any metropolitan region, the articulation between metropolitan scale of issues and the multiplicity of government jurisdictions poses a challenge for the implementation of environmental policies. focused on the buenos aires metropolitan region, this article examines the coordination of metropolitan environmental policies in a federal context. the first part describes the metropolitan region and its main environmental problems, the way in which argentine federalism assigns environmental competences to the different government levels and the mechanisms it sets for metropolitan governance, and the characteristics and flaws of the inter-jurisdictional organizations at work in the metropolitan region. the second part discusses the factors explaining those flaws. it argues that the shortcomings of the metropolitan coordination of environmental policies are explained by the interaction between federal institutions and other political system variables such as the dynamics of party-electoral accumulation, the setting of government agendas, the role of state bureaucracies, and the impact of environmental activism.
Enganche aéreo de garras entre un Aguilucho Andino (Buteo albigula) y un Aguilucho Común (Buteo polyosoma) en el centro-sur de Chile
Figueroa Rojas,Ricardo A.;
El hornero , 2003,
Abstract: during the summer of 2002, i observed a direct aggressive contact between a white-throated hawk and a red-backed hawk in central-south chile. each of the hawks in flight grappled its talons with the other, and pushed its feet against its opponent, rotating briefly downward in "cartwheels". afterwards, the birds broke free of each other's talons. no injury or loss of aerodynamic control was apparent. this type of antagonistic display, utilized presumably as territorial defense, would be the first reported for falconiforms in chile.

Abstract: the central design of this work is sustained in the exam of a literary proposal surrendered by aimé cesaire, poet of the isla martinica. it is possible to say that although the poetic space of cesaire appears selfsignificative. the interiority of this speech suggests the conditions from which it emerged, so that the perspective of this article is consciously bound to literary historiography. in this respect, aimé césaire's degree of self conscience is relevant since he assumes belonging to a geography and a colonized culture, starting from which he defines a theory of poetic action and a programatic writing. this allowed him the gestation of negritude movement, articulated like a proyect that tried to define cultural and social identity for the caribbean of african-french origin, taking the black tradition and simultaneously, the apropiation of vanguard's aesthetic languages to express himself. whose origin point is recognized his book cuaderno al país natal, published in 1939
Comitê Gravataí: gest?o participativa da água no Rio Grande do Sul
Gutiérrez, Ricardo A.;
Lua Nova: Revista de Cultura e Política , 2006, DOI: 10.1590/S0102-64452006000400005
Abstract: this article examines a case of state-society interaction in policy making: the operation of the gravataí river basin committee (comitê gravataí), created in 1989 in rio grande do sul, brazil. first, it is shown that, in spite of a high collaboration between state technical officials and ngo members, as of 2006 the committee has not achieved the goals for which it was created. second, it is hold that in order to achieve those goals and to secure its survival, a participatory forum such as the comitê gravataí has to overcome serious restrictions regarding its technical, financial, and political sustainability. third, it is argued that overcoming those restrictions entails a higher coordination between the committee, on the one hand, and governmental and non-governmental organizations, on the other. fourth, it is stressed how the "diffused" action of the state ensures, in many situations, the participation of civil society organizations. the conclusion holds that even in cases of widely participatory policy-making, such as the comitê gravataí, their prospect depend, in multiple ways, on the state action.

Movimentos sociais como acontecimentos: linguagem e espa?o público
Mendon?a, Ricardo Fabrino;
Lua Nova: Revista de Cultura e Política , 2007, DOI: 10.1590/S0102-64452007000300005
Abstract: this paper makes use of the concept of "event" in order to reflect on the processes through which social movements act and constitute themselves. the idea is to analyze the displacing potential that can be engendered by these collective agencies, which give life to participative practices that are essential to democracy. the discussion begins with a brief presentation of the concept of event, focusing especially on the ideas of louis quéré. in the sequence, it establishes some connections between the concept of "event" and social movements, highlighting the importance in this context of arendt?s notions of "action" and "new beginning". at this point the paper evidences that the public unfolding of a social movement struggle can be thought of as an "event", if one has in mind the meaning of such concept. finally, it discusses the recurrent process of crystallization of these collective agencies by means of their unification in a bureaucratized entity.
