La descentralización educativa en Baja California: reflexiones sobreel nuevo marco político-institucional de la acción educativa,y algunas evidencias empíricas

Abstract: Este artículo analiza el nuevo marco político-institucional y las repercusiones delproceso de descentralización educativa en Baja California a partir de 1992. La discu-sión se centra en las vicisitudes reales que enfrenta dicho proceso. En primer lugar,como contexto general, revosa los objetivos de la descentralización. En segundo lu-gar, como eje de un marco de referencia histórico para el análisis del caso bajacalifor-niano, así como para identificar los principales conflictos y tensiones del proceso decentralización-descentralización del estado presentes en la etapa contemporánea,analiza la experiencia mexicana en torno a la descentralización educativa. Posterior-mente, retoma algunos hallazgos preliminares en torno a la puesta en marcha de ladescentralización educativa en Baja California para aportar elementos empíricos aldebate nacional sobre los efectos del nuevo marco institucional. Finalmente, a mane-ra de conclusión, estructura un esquema general del trabajo con el propósito de apor-tar algunos elementos analíticos que den respuesta a interrogantes como éstas: conqué objetivos se promueve un proceso de descentralización?, quiénes lo promuevenu obstaculizan? y cuáles son los nuevos arreglos políticos e institucionales que ladescentralización reconfigura en el ámbito local?

Abstract: in order to the neoclassic conventional theory the operation of the credit markets face two basic difficulties: the asymmetric or imperfect information and the adverse selection of the borrower come together with the nonpayment risk. on and other side, more heterodox, the collectivism, the social capital and the creation of informal nets and credit societies, use to low down the transaction costs related to the financing problem. this kind of organization makes easier the development of cooperativism in economy. in méxico, after the revolution and the establishment of an authoritarian political and vertical regimen, the cooperativism became one of the referents of the rural organization in order to get credit of private and public banks. in the northeast of the country and baja california peninsula, the existence of fishing, cattle raising, farming and transportation cooperatives means a blunt of economical activity and one of the channels of development in the zone. the purpose of this article is to shape what kind of cooperativism was set up in the northern district of baja california and what type of relation kept with the national cooperative movement between 1930 and 1950.

Abstract: increasing evidence on the accelerated deterioration of ecosystems and biodiversity loss has spurred the design and implementation of conservation strategies based on economic incentives. two arguments justify this approach: i) the inalienability of private property, and ii) economic efficiency. the objective of this paper is to analyze, in terms of economic efficiency and environmental effectiveness, the various types of economic instruments used for promoting habitat conservation. through an extensive literature review, we find that the main difficulty facing economic incentives is the uncertainty surrounding the effect of instruments on the total area to be conserved and its spatial configuration, which in turn implies uncertainty over the type and quantity of environmental services supplied.

Abstract: this article reflects on the construction of the human body with respect to sexual and reproductive health. it presents an epistemological discussion on the importance for today’s medicine to understand the body from a non reductionist or homogeneous perspective, in order to formulate renewed health interventions in agreement with the cultural values and environmental conditions of the territories inhabited by the beneficiaries of sexual and reproductive health policies. the article refers to indigenous tikuna concepts of the body and body practices in the colombian amazon.
Speech Acts, Criteria and Intentions

Abstract: What makes a speech act a speech act? Which are its necessary and sufficient conditions? I claim in this paper that we cannot find an answer to those questions in Austin's doctrine of the infelicities, since some infelicities take place in fully committing speech acts, whereas others prevent the utterance from being considered as a speech act at all. With this qualification in mind, I argue against the idea that intentions—considered as mental states accomplishing a causal role in the performance of the act—should be considered among the necessary conditions of speech acts. I would thus like to deny a merely ‘symptomatic’ account of intentions, according to which we could never make anything but fallible hypotheses about the effective occurrence of any speech act. I propose an alternative ‘criterial’ account of the role of intentions in speech acts theory, and analyse Austin's and Searle's approaches in the light of this Wittgensteinian concept. Whether we consider, with Austin, that speech acts ‘imply’ mental states or, with Searle, that they ‘express’ them, we could only make sense of this idea if we considered utterances as criteria for intentions, and not as alleged behavioural effects of hidden mental causes.

Para la teoría neoclásica convencional el funcionamiento de los mercados de crédito soporta dos dificultades básicas: la información imperfecta o asimétrica y la selección adversa del prestatario aunada al riesgo del no pago. En el otro extremo, más heterodoxo, el colectivismo, el capital social y la formación de redes informales y sociedades de crédito suelen reducir los costes de transacción ligados al problema de la financiación. Este tipo de organización facilita el desenvolvimiento del cooperativismo en la economía. En México, después de la Revolución y la conformación de un régimen político autoritario y vertical, el cooperativismo se constituyó en uno de los referentes de la organización campesina para conseguir crédito de la banca pública y privada. En el noroeste del país y la península de Baja California, la existencia de cooperativas pesqueras, ganaderas, agrícolas y de transporte significó un despunte de la actividad económica y uno de los canales del desarrollo de la región. El propósito del artículo es perfilar qué tipo de cooperativismo se articuló en el Distrito Norte de la península de Baja California y qué tipo de relación guardó con el movimiento cooperativista nacional entre 1930 y 1950.

Abstract: En contra de los postulados imperativos de la Constitución Política de los Estados Unidos Mexicanos, se ha venido realizando la expedición de una legislación que atenta contra el contenido del Constitucionalismo Social Mexicano y el Estado Social de Derecho, a efecto de desfigurar y privar de contenido al Derecho Social por parte de un partido emanado de la Revolución Mexicana, que se dice institucional y que, en nombre de la Revolución, revierte las conquistas de la misma, pero que en esencia ataca a la Revolución, aprovechándose de la mayoría hegemónica que había detentado en el órgano Legislativo Federal.
