Some Properties of a Recursive Procedure for High Dimensional Parameter Estimation in Linear Model with Regularization  [PDF]

Abstract: Theoretical results related to properties of a regularized recursive algorithm for estimation of a high dimensional vector of parameters are presented and proved. The recursive character of the procedure is proposed to overcome the difficulties with high dimension of the observation vector in computation of a statistical regularized estimator. As to deal with high dimension of the vector of unknown parameters, the regularization is introduced by specifying a priori non-negative covariance structure for the vector of estimated parameters. Numerical example with Monte-Carlo simulation for a low-dimensional system as well as the state/parameter estimation in a very high dimensional oceanic model is presented to demonstrate the efficiency of the proposed approach.

Mesoscale variability of water masses in the Arabian Sea as revealed by ARGO floats

Abstract: By analysing ARGO float data over the last four years, a few aspects of the mesoscale variability of water masses in the Arabian Sea are described. The Red Sea Outflow Water (RSOW) is concentrated in the Southwestern Gulf of Aden, in particular when a cyclonic gyre predominates in this region. Salinities of 36.5 and temperatures of 16 °C are found in this area at depths between 600 and 1000 m. RSOW is more dilute in the eastern part of the Gulf, where intense and relatively barotropic gyres mix it with Indian ocean Central Water. RSOW is also detected along the northeastern coast of Socotra, and fragments of RSOW are found between one and three degrees of latitude north of this island. In the whole Gulf of Aden, the correlation between the deep motions of the floats and the sea-level anomaly measured by altimetry is strong, at regional scale. The finer scale details of the float trajectories are not sampled by altimetry and are often related to the anomalous water masses that the floats encounter. The Persian Gulf Water (PGW) is found in the float profiles near Ras ash Sharbatat (near 57° E, 18° N), again with 36.5 in salinity and about 18–19 °C in temperature. These observations were achieved in winter when the southwestward monsoon currents can advect PGW along the South Arabian coast. Fragments of PGW were also observed in the Arabian Sea between 18 and 20° N and 63 and 65° E in summer, showing that this water mass can escape the Gulf of Oman southeastward, during that season. Kinetic energy distributions of floats with respect to distance or angle share common features between the two regions (Gulf of Aden and Arabian Sea), in particular peaks at 30, 50 and 150 km scales and along the axis of monsoon currents. Hydrological measurements by floats are also influenced by the seasonal variations of PGW and RSOW in these regions.
No Demonstrable Relationship Was Found between Alcohol Dependence and Concomitant Drug Abuse amongst Detainees in Police Custody in West Yorkshire, England  [PDF]

Abstract:

The behavioural effects of alcohol and drug abuse may lead to arrest by the police. Individuals who abuse one substance may be at risk of developing multiple drug dependencies. Using the forensic records, data were collected on 50 successive subjects detained in police custodies across West Yorkshire, England who had gave history of alcohol addiction to a single practitioner. The degree of correlation between alcohol dependency and illicit drug usage was assessed by calculating the Spearman’s Rank coefficient. Thirty three subjects in this study did not use any illicit drugs. There was no correlation between alcohol dependency and concomitant drug abuse in this group. Spearman’s coefficient was statistically insignificant (p = 0.230). Kruskal’s Gamma, which is used for comparing ordinal data, also failed to show a significant link between the alcohol and drug group (p = 0.185). As the degree of alcohol dependency increased, co-use of other drugs decreased. Conversely as the use of stronger drugs increased, co-use with alcohol and other drugs increased. Alcohol dependency is a distinct disorder. Once alcoholism had set in, the use of other drugs falls. The forensic behavioural patterns linked alcohol with “violent disorder” and Class A drug abuse with “organised crime”. This study does not support the contention that most alcohol dependent individuals will also abuse illicit drugs.

Croissance économique des pays émergents et géographie mondiale des pierres précieuses

Abstract: L’évolution mondiale des activités extractives est de plus en plus dépendante de la demande des pays émergents. Les conséquences de la croissance de ces pays sur les exploitations de pierres précieuses sont complexes car le marché des gemmes a de nombreuses particularités. La demande est étroitement liée aux matrices socioculturelles de chaque pays. Par ailleurs, l’enrichissement des populations a également un impact sur la production de pierres telles que les saphirs ou les rubis. En effet, ces gemmes sont principalement extraites dans des exploitations informelles et cette activité est de moins en moins attractive pour une population dont le niveau de vie s’élève peu à peu. Dans les vastes gisements sri lankais et birmans, l’épuisement de la ressource est une autre menace. Finalement, si la croissance du marché du diamant est assurée par le Canada, la Russie et l’Australie, pour les autres gemmes, l’Afrique de l’Est est devenue le nouvel Eldorado . Dans ces pays, les contextes géologiques, économiques, politiques et sociaux sont très favorables au développement des exploitations artisanales de gemmes. Extraction activities evolution is more and more dependent on the increase of demand in the emerging countries. The consequences of this growth on the gemstone mining activities are complex. The gemstone market is very special and the demand depends on the historic and cultural situation of every country. Moreover, for precious stones like rubby and sapphire, the supply coming from this emerging country is also affected by the social and economic changes. As the small scale mining is widely held in this activity, people that are becoming richer are less interested in that kind of job. In Sri Lanka and Burma, the depletion of many deposits is an other challenge. Finally, if new diamonds deposits of Canada, Russia and Australia are supplying the growth of the diamond market, Est Africa looks like the new Eldorado for the other gemstones. Geologic, economic, social and political context of these countries are perfectly adapted for the development of new gemstone small scall mining areas.
Les sociétés militaires privées dans la lutte contre la piraterie

Abstract: La Somalie est au c ur de l’actualité avec la résurgence d’actes de piraterie de plus en plus spectaculaires. Le Conseil de sécurité des Nations Unies a autorisé les Etats à réprimer ces actes dans les eaux territoriales somaliennes. L’OTAN et l’Union européenne ont, sur cette base, déployé une force navale au large des c tes somaliennes. D’autres acteurs sont également présents en mer pour des activités de sécurisation. Les sociétés militaires privées profitent, en effet, de cette aubaine pour proposer leurs services aux armateurs et aux Etats. Ces sociétés offrent une variété de services allant de la consultance à des escortes armées en passant par la négociation pour la libération d’otages.L’emploi de sociétés militaires privées dans le cadre de la lutte contre la piraterie soulève des questions d’ordre juridique national et international. Le droit national de l’Etat dans lequel les activités de sécurité sont exercées précise les conditions dans lesquelles ces activités peuvent être exercées. En droit international, la Convention des Nations Unies sur le droit de la mer habilite uniquement les Etats à réprimer les actes de piraterie. Cependant, ces aspects juridiques ne semblent pas empêcher l’emploi de telles sociétés.

Geometrical approach to SU(2) navigation with Fibonacci anyons

Abstract: Topological quantum computation with Fibonacci anyons relies on the possibility of efficiently generating unitary transformations upon pseudoparticles braiding. The crucial fact that such set of braids has a dense image in the unitary operations space is well known; in addition, the Solovay-Kitaev algorithm allows to approach a given unitary operation to any desired accuracy. In this paper, the latter task is fulfilled with an alternative method, in the SU(2) case, based on a generalization of the geodesic dome construction to higher dimension.
Two and Three Qubits Geometry and Hopf Fibrations

Abstract: This paper reviews recent attempts to describe the two- and three-qubit Hilbert space geometries with the help of Hopf fibrations. In both cases, it is shown that the associated Hopf map is strongly sensitive to states entanglement content. In the two-qubit case, a generalization of the one-qubit celebrated Bloch sphere representation is described.
