Hospital Foundation: A SWOT Analysis  [PDF]

Abstract: The reform of Portuguese public hospitals can be described as an evolution by “waves”. A first “wave” took place in 2002, when 34 public hospitals were transformed into State-owned hospital enterprises (SA hospitals). Subsequently, in January 2006, the SA hospitals and some of the traditional public administration hospitals (SPA hospitals) were changed into public business enterprises (EPE hospitals). That was the second “wave” that is the stage we are at pre- sent. A possible third “wave” can be related with the possibility of conversion of the EPE hospitals into State Hospital Foundations (SHF). This paper tries to identify if this new management model has more capacity to influence positively values such as efficiency, equity, quality, governance, empowerment and accountability than the previous existing model. For this purpose it was developed a strategic analysis including an evaluation of some internationals experi- ences, and also a SWOT analysis was performed. The authors conclude that the introduction of SHF model is a very plausible alternative. The model of governance can make the difference and promote its implementation. Due to the participative management model, the process of accountability can be more “visible” and the regulatory process of this management model seems to be more effective.
On the Spatial Diffusion of Knowledge by Universities Located in Small and Medium Sized Towns  [PDF]

Abstract: Many studies, provided by diverse authors and institutions, demonstrate that, at a territorial level, development is directly related to the level of education and R & D. Territories with higher development levels are, generally, those that have a higher level of education and R & D. The relationship between the acquisition of knowledge and institutional education is therefore decisive. In this area, the role of universities is fundamental. The retention of university graduates is one of the main ways that the cities and the regions can adopt to retain those endowed with higher propensity to innovation, enterprise spirit and management capacity. Given that higher education institutions, in general, and universities, in particular, are obviously crucial in the process of knowledge increase, it becomes important to analyse how can these institutions act as ways of spatial diffusion of knowledge given that their graduates may migrate to other regions of the country (or for another country). The alleged increased probability of this migration to occur when the university is located in a small or medium sized town makes that analysis also interesting from the viewpoint of the development role that this kind of cities can perform, not only in the adjacent rural areas, but also across all the urban areas of the territory. The focus of our work consists in this analysis, which complements a theoretical approach with an empirical part based upon the results that can be observed for the influence of one university located in a small/medium sized town (the University of Évora) in the spatial diffusion of knowledge through its graduates.

Territórios do candomblé: a desterritorializa o dos terreiros na Regi o Metropolitana de Salvador, Bahia

Abstract: O ponto de partida deste artigo foi a compreens o de que os processos de territorializa o, desterritorializa o e reterritorializa o sofridos pelos Terreiros de Candomblé de Salvador s o recorrentes ao longo da sua existência, notadamente com rela o à sua espacializa o na cidade. A origem dessa religi o brasileira, criada a partir de uma agrega o de diversas estruturas litúrgicas africanas, é fruto de uma estratégia de sobrevivência bem sucedida dos negros africanos desterritorializados, trazidos para o Brasil na condi o de escravos. O culto, de identidade própria, se distribui pela cidade sob a forma de Terreiros - sua forma de assentamento característica - e apresenta domínios territoriais demarcados através de simbolismos territoriais. Apresenta varia es no espa o urbano, visíveis em temporalidades determinadas por rela es sociais, e é constantemente submetido a processos de segrega o que caracterizam a cidade. Dessa forma, a pesquisa buscou, como objetivo principal, analisar a situa o dos terreiros na cidade, na condi o de produtores do espa o, evidenciando os continuados processos de desterritorializa o de sua espacializa o e funcionamento; esclarecer sua condi o de territórios contínuos; e indicar a existência e a necessidade, para a manuten o do culto, dos territórios descontínuos - matas, lagoas, manguezais e áreas naturais, de uma forma geral, que se apresentam cada dia mais escassos na cidade. Para tanto, após o levantamento de dados em pesquisa bibliográfica, utilizou-se, como recursos metodológicos, o preenchimento de um banco com dados primários sobre as casas, a partir da aplica o de questionários a membros qualificados das comunidades, seguida de realiza o de entrevistas com a finalidade de obten o de dados esclarecedores da situa o das casas de candomblé na cidade. Tal análise indicou uma proje o de que essa forma de assentamento vem sofrendo, em Salvador, uma visível transforma o do modelo originalmente implantado na cidade, conciliando a dinamica de reprodu o inerente ao culto com a possibilidade de reprodu o dentro dos grandes centros urbanos, incluindo as rela es econ micas e sociais envolvidas, que influem decisivamente nessas novas territorialidades.

Abstract: A literatura científica sustenta que a ac o das associa es de consumidores é enfraquecida por factores inerentes ao consumo, como a sua heterogeneidade, e por factores externos, como a existência de outras organiza es com interesses próximos. A análise das próprias associa es de consumidores como um meio para compreender as dificuldades da ac o colectiva parece ser desprezada. A partir de um estudo de caso, demonstramos que a profissionaliza o transforma a associa o e contribui nomeadamente para a permanência dos dirigentes no poder. Os nossos resultados contribuem assim, n o só para compreender os constrangimentos da ac o colectiva consumidorista, e em particular das associa es de consumidores do modelo anglo saxónico dominante, mas também para reflectir sobre as consequências da profissionaliza o das associa es voluntárias de um modo geral. Academic literature argues that the work of consumer associations is weakened by factors inherent to consumption, such as its heterogeneity, and by external factors, such as the existence of other organisations with similar interests. Analysis of actual consumer organisations as a means of understanding the difficulties involved in collective action appears to be scorned. On the basis of a case study, this article demonstrates that professionalization transforms associations and specifically contributes towards maintaining their leadership. Our results therefore contribute not only to an understanding of the restrictions on collective consumer action, and in particular the predominantly Anglo-Saxon model of consumer associations, but also to reflections on the consequences of the professionalization of voluntary associations in general. La littérature scientifique soutient que l’action des associations de consommateurs est affaiblie par des facteurs inhérents à la consommation, comme son hétérogénéité, et par des facteurs externes, comme l’existence d’autres organisations dont les intérêts sont proches. L’analyse des propres associations de consommateurs comme moyen de comprendre les difficultés de l’action collective semble avoir été négligée. à partir d’une étude de cas, nous démontrons que la professionnalisation transforme l’association et contribue, notamment, à ce que les dirigeants restent aux pouvoir. Dès lors, nos résultats contribuent, non seulement à la compréhension des contraintes de l’action collective de consumérisme et, en particulier, des associations de consommateurs du modèle anglo-saxon dominant, mas aussi à nous pencher sur les conséquences de la professionnalisation des associations

Abstract: In a regulatory state the purpose of intervention by any Independent Regulatory Agency (IRA) is not only regulation in the strict sense but also the supervision of the activity of institutions providing a specific service, particularly the utilities. However, given the evolution of most market economies, namely in transition countries, it is necessary to design new governance arrangements that enable an effective, transparent and truly independent intervention of IRAs. The objectives of this study are a) to analyse of the institutional-design chosen for some independent regulatory agencies and its regulatory framework, namely in northern economies, and b) to suggest the need to strengthen governance arrangements to effectively guarantee regulatory independence, transparency and accountability, therefore promoting a true sunshine regulation in southern economies. The authors conclude that strengthening accountability arrangements is the most important mechanism to avoid regulators capture from the government and regulated organisations. It is also concluded that the way regulators have chosen can also influence the way IRA conducts its activity. Therefore, it is suggested that board accountability can be enhanced by the generalization of the principle of the public contest of regulators.
O bom cidad?o docente universitário na senda da qualidade no ensino superior

Abstract: this paper extends previous research in the field of citizenship behaviors of university teachers (cbut). it aims at showing how four dimensions of cbut (participatory behavior, practical orientation, conscientiousness and courtesy) explain: a) the professional motivation and self-confidence of students; b) the way students evaluate teachers' performance. previous data obtained from students and teachers samples are retaken, and a sample of graduates is added. the whole sample comprises 249 students (who described the behaviors of an actual teacher of their choice) plus 123 teachers and 209 graduates (who were invited to report the behaviors of a former teacher). the main findings are the following: a) students, teachers and graduates consider that the four behaviors of their (actual or former) teachers influenced significantly their own professional motivation and self-confidence; b) the three types of participants in the study attribute a high value to the four cbut when evaluating the performance of their (actual or former) teachers. the consistency of these findings suggests that the cbut can be an important source of quality in higher education, namely as for as the teaching-learning process is concerned.
