Abstract: The paper describes some properties of new quaternized polysulfones obtained by quaternization of chloromethylated polysulfone with different tertiary amines - N,N-dimethylethylamine and N,N-dimethyloctylamine. Hydrophilic/hydrophobic properties, morphological aspects and compatibility with red blood cells and platelets are affected by the alkyl radicals and by history of the formed films. The results obtained are useful in biomedical applications, including evaluation of bacterial adhesion to the surfaces, or utilization of modified polysulfones as semipermeable membranes.

Topical forms of medical therapy represent an attractive alternative for drug delivery to the nasal cavity and paranasal sinuses. Topical drug delivery has the advantage of directly acting on the site of inflammation, producing a higher concentration at the target site while avoiding systemic side effects. Although considerable research has been undertaken into improving nasal formulations in order to enhance absorption, little attention has so far been directed to upgrading the delivery devices. The aim of this review is to present current knowledge on the novel drug-delivery devices in use in the management of chronic rhinosinusitis patients, and to present the current available knowledge on topical drug penetration into the sinuses using various delivery devices. Additionally, methods used to enhance fluid sinus deposition are presented and the published clinical studies on the results of nebulized antibiotics in the treatment of chronic rhinosinusitis patients are discussed.

Diodes are less expensivethan active switches and apart from this, there isalso a cost reduction from eliminating all thecircuitry for driving active switches.

Abstract: “Worker mobility is a key instrument for an efficiently functioning single market and is essential for allowing more people to find better employment, a key objective of the Lisbon Strategy”, as it is stipulated by the Communication from the Commission to the EP, the Council, the ECOSOC and CoR in Mobility, an instrument for more and better jobs: The European Job Mobility Action Plan (2007-2010). Job mobility has been significantly affected by technological change, by changes in education patterns, and by structural unemployment. The mobility of labour force in EU member states is hardly moving. ‘Creating jobs to people’* has been the focus of attention and debate within politicians, economists, experts in the field and policy- makers in the EU of 27, in order to contribute to a more even economic development at the level of regions, given the disparities between poorer regions of Europe and richer ones. Overcoming barriers, such as the cultural and language barrier, in the way of the free movement of people and especially the work force and creating an improved standard of living, diminishing income differences and regional differences in Europe does pose a real challenge for the EU of 27.

Abstract: There are growing evidences on the role of adaptive mechanisms of all cell types in pathological processes: atherosclerosis, ischemic attack, bacterial infections, etc. All kinds of these processes involve as main mechanism oxidative stress. Aerobic organisms use oxygen in processes that accidentally or deliberately generate aggressive species for the biologic components in the form of radicals. Radicals were looked initially as “harmful” molecules and this is true for large quantities but in small or even moderate amounts these molecules prove to have a physiological role. Reactive species are highly reactive and as a consequence are short living species. Their impact is supposed to be limited in the proximity area of their formation. Instead recent evidences indicate their implications in cellular signaling suggesting that individual chemical properties of reactive species make a difference in their biological role. This paper presents superoxide, nitric oxide and peroxide radical generation under cellular changing conditions, the adapting behavior of the enzymes that synthesize and remove them as well as some therapeutic target in superoxide related pathology.
Hybrid Active Power Filter Connected to a Photovoltaic Array

Abstract: The existence of nonlinear loads in the utility has been increasing at an unprecedented pace in recent years. These types of loads draw non-sinusoidal currents from the mains, causing harmonic distortion. Active Power Filters have been intensively explored in the past decade. Various topologies and control schemes have been documented aiming at reducing the cost and improving the performance of the compensation system. Hybrid active filters inherit the efficiency of passive filters and the improved performance of active filters, and thus constitute a viable improved approach for harmonic compensation. This paper presents a single-phase hybrid active power filter connected to a photovoltaic array. The uniqueness of the proposed scheme is the fact that it improves the filtering performance of the conventional shunt active power filter, as well as simultaneously supplies the power from the photovoltaic array to the load. The compensation current reference estimation is based on the extension instantaneous reactive-power theorem. Simulation results obtained in laboratory confirmed the validity and effectiveness of the proposed scheme are presented.
IMPLICATIONS OF THE APPLICATION OF IFRS FOR SMES IN ROMANIA ON TAXABLE AND DISTRIBUTABLE PROFIT

Abstract: On 9 July 2009, the International Accounting Standards Board (IASB) issued the International Financial Reporting Standard for Small and Medium Sized Entities (IFRS for SMEs) which aims to provide a financial reporting framework for SMEs falling within its scope. It is a matter for authorities in each jurisdiction to decide which entities are permitted or required to apply IFRS for SMEs. Because of the connection between accounting and taxation certain european countries had a reluctant position related to the application of IFRS for SMEs. Opponents focused on the incompatibility between IFRS for SMEs framework and the principles commonly accepted for tax purposes. As the individual financial statements drown up in compliance with IFRS for SMEs will serve for profit distribution under the 2nd European Directive the question arises weather the profits determined under these accounting rules can be considered as realized for distribution purposes. In order to mitigate the mismatch between accounting and distributable profits, Member States will need to reconsider the circumstances in which gains and losses arising from re-measurement at fair value through profit and loss should be considered as realized. In this scenario, two important questions arise: What are the potential tax effects of the application of IFRS for SMEs? Is the profit determined under IFRS for SMEs available for distribution or some adjustments are necessary? The paper addresses these issues in the context of the Romanian accounting and taxation systems. Romania represents a relevant case study, as it is one of the European countries with a close linkage between financial and tax, where the fiscal profit is dependent on the accounting profit (currently determined under domestic regulations). The methodology consists in a comparative analysis of the recognition and measurement rules between national accounting regulations and IFRS for SMEs in order to identify the differences with possible consequences on taxable and distributable profit. The comparative analysis identified tensions between accounting and taxation that should be solved and new accounting policies with impact on taxable and distributable profit. Under these circumstances regulators should analyse if new policies proposed by IFRS for SMEs are acceptable considering the purpose of specific regulations and modify the legal framework.
