Fair trade practices in the Northwest Brazilian Amazon

Abstract: this paper describes and analyzes the arte baniwa project, a sustainable development project based on the production and commercialization of baniwa indigenous basketwork with the support of the instituto socioambiental (isa), a major ngo in brazil. the project seeks to enhance the value of the baniwa basket-making tradition, increase production within the limits of the sustainable use of natural resources, generate income for indigenous producers and their political associations, and train indigenous leadership in the skills of business management. the methodology encompasses a literature review on fair trade and builds upon ethnographic and participative research methods. the narrative and analysis of the case study comprise a framework that is two-fold: first, it looks at existing inter-organizational tiers between actors and identifies the presence of two different logics within the project; second, it encompasses the reality of many emerging fair trade initiatives in brazil which harness market forces to pursue local sustainable development. the paper argues that isa has acted as a boundary organization by communicating, translating and mediating between traditional (indigenous) knowledge and western culture. by doing so, it was able to mobilize the project's capacity to promote sustainable development.

Abstract: Cities are particularly vulnerable to the effects of climate change. Local governments play an important role in implementing climate change policies as key actors in coordinating, facilitating and implementing climate change actions. This paper explores the factors that enable and hinder local governments to take action in terms of climate adaptation through an analytical framework that accounts for vulnerabilities and urban governance to build resilient cities.

Abstract: this paper aims to analyze the process of implementation and universalization of the elementary education policy in the municipality of icapuí-ce, based on the concepts of social capital and social networks. from these concepts, we studied the actions of the secretary of education as a case of successful public policy making through participatory management, democratic and decentralized, heavily based on social relationships between the community and the public who have been benefited by the existence of high levels of civic engagement and strong community ties arising during the process of political emancipation of the municipality. it shows that the socio-historical context and the social networks were sufficient to create and mobilize the social capital existing in the community and thus able to develop actions for social transformation.

Abstract: cities and urban areas are vulnerable to the impacts of climate change. subnational and local governments play an important role in implementing public policies to cope with these changes. referenced in the international debate, this paper investigates the main factors that support, limit and facilitate the implementation of mitigation and adaptation to climate change in urban areas. through the analysis of 38 case studies from different regions of the world, it seeks to go beyond the analysis of specific contexts and restricted realities, capturing the variety of strategies being adopted by local and subnational governments in developed and developing countries. the paper identifies three groups of factors that support and limit these actions: resources and capacities, knowledge and information and institutions and governance.

Abstract: Este artigo discute a vulnerabilidade do Litoral Norte do Estado de S o Paulo, Brasil, em rela o às mudan as climáticas. Baseando-se em uma revis o da literatura específica e num estudo de caso que englobou a análise de documentos oficiais, dados secundários e entrevistas semi-estruturadas com gestores e representantes da sociedade civil, o artigo busca contribuir com o debate das mudan as climáticas nos municípios costeiros brasileiros por meio de uma proposta conceitual e analítica para investigar e discutir os múltiplos processos e as intera es entre mudan a ambiental, socioecon mica e climática nesses espa os. Os resultados da pesquisa mostram que a vulnerabilidade dos municípios do Litoral Norte Paulista é amplamente dependente de seus fatores históricos e contextos socioecon micos. Nesse sentido, as transforma es trazidas para a regi o nas últimas quatro décadas por meio de um intenso processo de urbaniza o turística e crescentes atividades industriais aprofundaram problemas sociais e ambientais, aumentando a vulnerabilidade n o só da regi o como um todo, como também de grupos específicos, em rela o à variabilidade e mudan as do clima. A sobreposi o de processos socioambientais e os diferentes níveis da problemática da mudan a do clima colocam grandes desafios para a governan a e as institui es presentes nesses municípios que têm falhado em responder às causas dessa situa o de vulnerabilidade, deixando claro que s o pouco capazes de responderem, sozinhos, ao crescente risco de impactos das mudan as climáticas.This paper examines the climate change vulnerability of the Northern Coast of the State of S o Paulo (Litoral Norte Paulista), Brazil. Based on a literature review and a case-study encompassing the analysis of policy documents, secondary data and semi-structured interviews with policymakers and civil society representatives, it aims to provide a useful way to examine the multiple and overlapping processes of environmental, social-economic and climatic change in this region. By analyzing its vulnerability, the paper argues that the degree to which these cities are vulnerable to climate change is largely determined by the broader historic and socio-economic contextual factors. The finding indicates that the social, economic and cultural changes brought by the last four decades of intense process of urbanization, tourism exploitation and increasingly economic activities have deepened social and environmental problems, increasing the vulnerability of particular groups and the region as a whole to climate variability and change.
