Abstract: Este artículo provee una ilustración para el entendimiento de las filosofías, políticas y planificación educativa dominicana y por extensión para América Latina. El propósito del mismo es mirar a la estrategia del plan decenal de 1990 al 2000 desde una perspectiva de teorías políticas y enmarcarlo dentro de los campos de la educación comparativa, desarrollo nacional y economía global. El artículo está dirigido a dar una visión macro y fresca a la élite formuladora de políticas educativas. En este artículo, se niega la defensa de una posición dentro de la ecuación de intereses preestablecidos. También el artículo aspira a contribuir con una posición crítica positiva al dise o nacional educativo. En algunas momentos donde callo no implica una subscripción a la noción de callar para otorgar, sino, a dejar el espacio a otros para que superen estas informaciones necesarias pero no suficientes.

Abstract: the main aspects of traditional plant management techniques exercised in the neotropic are briefly reviewed. the aims of this work are: 1. to describe how some traditional populations, especially those located in neotropical areas, manage natural resources; 2. to identify the main strategies employed; 3. to emphasize the contribution of traditional techniques to the sustainable development and management of natural resources. two types of resource management are characterized and discussed: community management, and individual species management. in view of the fact that some traditional populations manage natural resources based on an integrated conception of nature, it is possible to verify that traditional knowledge systems can contribute to sustainable development.

Abstract: quality of scientific publications is being currently discussed considering different perspectives. in this text, we examine some of the main problems concerning textual production in science, emphasizing those considered of bad behaviors. additionally, we present suggestions for authors, reviewers and editors in order to avoid misconducts in the publication process of scientific papers.
Pollination and breeding system of Couepia uiti (Mart. and Zucc.) Benth (Chrysobalanaceae) in the Pantanal da Nhecolandia

Abstract: the pollination biology and breeding system of couepia uiti was studied. in this species, flowers opened at 06:00 am anthesis, and nectar production began at around 0800 h, reached a maximum volume from 09:30 am to 10:30 am, and decreased thereafter. the nectar sugar concentration increased continuously, but showed an abrupt increase from 10:00 am to 12:00 am. pollen release occurred at about 09:30 am and was quickly collected. the stigmas became receptive at around 12:00 am. the pollinators of c. uiti included the bees apis mellifera, xylocopa sp. and bombus sp., and three species of wasps. this conclusion was based on the observation that these hymenopterans had c. uiti pollen on their bodies, visited the receptive flowers, and touched the anthers and stigmas, thereby promoting pollination. of these floral visitors, a. mellifera was considered to be the most efficient pollinator. however, mixed pollination also occurred. the number of c. uiti flowers visited in the morning (n = 52) was three times smaller than in the afternoon (n = 62), and the species richness of floral visitors was also bigger in the afternoon (eight in the afternoon versus five in the morning). this finding indicated that these floral visitors preferred to exploit nectar rather than pollen. controlled pollination experiments showed that c. uiti was a self-incompatible species that produced fruits only by cross-pollination. treatments such as agamospermy and spontaneous and self-pollinations did not produce fruits.

Abstract: thomas mann's brazilian origin, from his mother julia da silva bruhns, made it possible for the adult writer to make contact with brazilian or foreign intellectuals, connected to the cultural scene in brazil. in the first group we find gilberto freyre, sérgio buarque de holanda and erico verissimo. living in brazil, karl lustig-prean (whom later returns to europe), and the translator herbert caro, settled in brazil. also, the direct or indirect contact with thinkers and writers, such as karl loewenstein, heinrich eduard jacob, marte brill and stefan zweig has played a part in bringing thomas mann closer to the brazilian universe. this and other points of contact are described in the present article, which intends to diffuse documents and data long unpublished or unavailable, offering up-to-date approaches to thomas mann works, as well as indicating biographical and documental information related to the writer, regarding his relationship to brazil.
The tragedy of the common reviewers: the peer review process

Abstract: the peer review process is the dominant system adopted in science to evaluate the quality of articles submitted for publication. various social players are involved in this process, including authors, editors and reviewers. much has been discussed about the need to improve the scientific quality of what is published. the main focus of these discussions has been the work of the authors. however, the editors and reviewers also fulfill an important role. in this opinion article, we discuss some proposals to improve the peer review system, emphasizing the role of reviewers and editors.
